thanks for waking up with us. i'm laura garcia. >> and i'm scott mcgrew. you're watching "today in the bay" streaming live on roku, amazon fire, apple tv and online. a live look outside this morning, the latest storm creating more dangerous driving conditions forcing early morning road closures. niles canyon road has been an ongoing trouble spot. totally shut down due to a new landslide. this is highway 84 between fremont and pleasanton. caltrans says this stretch will be closed until further notice. >> crews are working to pump out water flooding the roads. let's check in with meteorologist kari hall who has a look at the latest on the storm's path. there are a lot of storms out there developing out in the pacific. we are not going to see the storm door closing anytime soon. we will continue to see the impacts adding up throughout the

week into next week as well. we're seeing the wave of heavy rain move through parts of the bay area this morning. it's covering all of us with at least a light to moderate downpour but we've seen it picking up in parts of the east bay where the shades of green are darker, even yellow from oakland, san ramon and closer to discovery bay as we see some of the heaviest rains there right now. as we go into late morning, still some pockets of heavy rain, but we're expecting where we have the biggest impact to start to shift from san francisco to the east bay on southward. this is really going to add in some heavy rainfall for parts of the santa cruz mountains as well as the south bay into the tri-valley, even going into early in the afternoon, we're still seeing the heavy rain continue while parts of the north bay gets a little bit of a break, so that's some relief there. there will be the potential of thunderstorms as we go into today, a brief break tonight before the risk of more

flooding, more power outages, more high winds, all of that continues into the day tomorrow starting early in the morning continuing into the afternoon with some pockets of rain that start to become more scattered for tomorrow evening, but we do have more storms ahead. so i'll continue to track the impact here. we have a crash that's continuing now. a big rig and two other vehicles. it is near the berkeley curve but only on the right shoulder. my concern the bridge crew arrived, flashing lights. only one truck there. the lighting, that's our camera issue. toward the berkeley curve and still a smooth drive. wet conditions make it tougher to see. anytime there are flashing lights, crews on the scene are worried about that. near powell, more flooding reported around central, more flooded reported in the north bay, san rafael and spots around the bay. we've had the rain continuing

for quite some time. puddling and ponding, same thing around the observing area south through alameda. the peninsula showing more flooding on 101 and near 280. kari talked about the rain traveling across the bay here. also i mentioned highway 17 both directions are impeded. southbound one lane is blocked by flooding. right around idyllwild around laurel road, keep those areas in mind. that commute will build. we continue to follow that news out of san bruno, strong winds knocking down a tree. this is a live look. you can see it came crashing down onto a home and a car. no word on any injuries. we'll have a live report coming up at 5:30. and while you were sleeping, president biden approving an

emergency declaration that will assist storm damaged california counties including napa, san mateo, santa clara, sonoma and santa cruz. governor newsom announced the declaration yesterday. it will unlock federal assistance for recent storms and allow fema to mobilize and provide resources. there are flooding concerns growing more serious with each arriving storm. >> "today in the bay's" bob redell live along the guadalupe river in san jose. bob, they're trying to move the unhoused people out. they live just way too close to the rising waterways. >> reporter: they do. good morning to you, scott and laura. right now we're not seeing too much of the rain. we are feeling a lot of wind and it's a brisk wind. we are along the guadalupe river in the northern part of san jose, and the people, the city and the outreach groups are concerned about people who live along this riverway and coyote creek which also runs through

san jose. forecasts from the national weather service warn the prolonged flooding could bring water to businesses and neighborhoods around san jose, so yesterday city staff and outreach groups went around to possible flooding hot spots to tell neighbors about the number of resources. the staff from many cities have been urging the unhoused who live near creeks to evacuate. we spoke with a man living along coyote creek who says he got the message. >> everything is all muddy because everything here is dirt. i've been here a long time and i'm tired. i can't do it no more. >> reporter: that man's name is josh. he said he's going to stay at a hotel paid for by santa clara county for a few days. the city of milpitas says it used drones to warn the unhoused people and to check on them as the storms continue. santa clara county has issued evacuation warnings for people living in the watershed area of

two juveniles arrested with the deadly shooting a security guard in san francisco will appear in juvenile court today for an arraignment. that shooting happened in japantown. 40-year-old gavin boston died at the scene. police later arrested a 15-year-old and a 14-year-old. police have not released the motive but there are some reports the boys may have been kicked out of the mall in the moments prior to the shooting. also today, prosecutors say three men arrested in connection with the shoot-out caught on video will appear for a plea hearing. the shoot-out happened in late november in san bruno near camino plaza. one man was informed. the shoot-out involved members of rival gangs. let's turn back to our storm coverage. a live look at the toll plaza, we want to check in with meteorologist kari hall. it has been one after the other. i know, and it looks like it just continues. more of these morning commutes as well as evening commutes as

well and it's coming through in waves. once again covering all of the bay area as we see widespread rain coming through, more of that off the coast that will be coming in throughout the morning, and there are some spots where it's worse than others especially near the coastline, half moon bay getting pounded with heavy rain right now as well as much of contra costa county, and we are also seeing that heavy rain continue through the morning and high wind warning continues for the next five hours and also the rain hitting us for the morning commute while the mountains could see another 3 to 6 inches of rainfall. we'll be watching out for more damaging wind gusting going into late this afternoon as well as tomorrow. the flood watch continues for the bay area as we are looking at quickly rising creeks and rivers as we get all of the impacts of this heavy rain continues. i think the focus of where we're getting the brunt of the storm

shifting to the south bay into the tri-valley through late morning into early in the afternoon. at times heavy rain is coming through. we'll talk about what's ahead in the commute. stay to the middle lanes of the freeway. the standing water so just a note as traffic starts to resume. they have to move that center divide, of course. i want to show you the approach but empty there, there may be more slowing as the traffic starts to build heading to the bay bridge and the berkeley curve top of the screen. two other vehicles, no major injuries, flashing lights blocking the right lane and now another crew to provide a lead

widespread rain across the bay area as you get ready to head out. our weather alert continues at 5:13 and some of the heaviest

rain moving through much of san mateo county as well as in parts of the east bay. we are going to have some problems with the commute and issues with flooding, so we'll track the impacts of the latest storm coming up in a few minutes. kari, the radar you showed over here the san mateo bridge traveling into and out of san mateo county. soupy conditions, the volume starting to build on the roadways, and we continue not on the san mateo bridge but an issue to the bay bridge on the east shore freeway. more flashing lights and more slowing as well. new this morning at 5:14 apple may finally debut its mixed reality headset some time this spring. bloomberg reports the company is planning to unveil the device ahead of its worldwide developers conference in june, start shipping it in the fall. the headset could cost as much as $3,000 and is expected to offer both virtual and augmented reality. apple has already shown it off to some high-profile developers so they can create new apps. "avatar: the way of the

i'm not encouraging illegal bands or anything like that, but i still think it's a cool idea. maybe not climbing up on your fellow passengers but it's fun. that's nice. >> that's quite the mosh pit there. they did it together. quite some planning there. >> will have to find out when they're playing again. >> you can include it in your report. let's get a look at your weather. >> people are crowding on b.a.r.t. trains this morning, probably not as happy dealing with all of this wet weather and we're also watching our river stages. here is a look at russian river at guerneville where we expect it to reach the flood stage late this evening into early tomorrow morning. it will rise very quickly so people along the low-lying areas need to take action. looking at the napa river at downtown napa we expect it to crest this afternoon as it could reach that moderate flood stage

and it's definitely going to be also rising very quickly. the napa river at st. helena expected to reach 18.2 feet around noon today so that's also flood stage and then heading into the santa cruz mountains where we are expecting big impacts there. it's expected to quickly rise by late this morning into the afternoon cresting as we go into today at about 22.8 feet which is at the major flood stage. coyote creek at edenvale reaching near moderate flood stage but will reach its highest point later this morning at about 9.6 feet. and also the russian river at almaden is expected to reach minor flood stage. you can see the trend here if you are near a creek or river, a low lying area, make sure you are taking the next steps to prepare for some flooding. all of this heavy rain continues storm after storm. we are picking up on pockets of

heavy rain especially for the peninsula and the santa cruz mountains and we're also expecting more heavy rain. we're adding in gusty winds, high wind warning until 10:00. we've seen those gusty winds already. but for some of our hills and mountains, we could reach 3 to 6 inches of rainfall as well as more thunderstorms in the forecast than we've seen recently. so it's going to mainly be focused for areas from san francisco to the east bay on southward through late morning where the intensity of the rain really picks up, but it may be lightening up for parts of the north bay and that's the reason why it's kind of going down for some of those river forecasts but still expected to flood with all of this rain. here we are at 2:30. it's still raining heavily in parts of the tri-valley, the south bay, santa cruz mountains, and then this is when we could see the thunderstorms popping up right in time for the evening commute with a few areas getting some breaks and then we should all catch a little bit of a breather late tonight before the

next storm comes in early tomorrow morning. storm after storm developing and rolling in. now we may have a bit of a break on thursday and friday. saturday bracing for more rain and that continues into early next week possibly through next tuesday. now we are going to see a lot of heavy rainfall between now and wednesday anywhere from 1 to 4 inches of rainfall and then there's more rain beyond that that could cause more flooding. we're mixing in rain as we could see another 33 to 66 inches of snowfall at some of the resorts. a lot of heavy rain. there may be a few breaks thursday into early friday.

the threat of flooding continues to pile up. mike, there's a lot of headlights and taillights. we have more taillights, brake lights, as you approach the crash. this is westbound 80 to the berkeley curve. this is emeryville. these wipers as well and a lot more bunching up. i haven't seen additional lanes blocked but the on ramp might temporarily be stopped to move some of the vehicles. i don't have any word on when chp hopes to move the big rig but this is causing more slowing as you head to the bay bridge right in this area just approaching the berkeley curve. the upper east shore freeway, look over here, this whole blue area puddling and ponding now reported by our road weather index taking the radar from

right now at 5:30, the bay area blasted by a new round of windy weather and stormy conditions. we're monitoring new damage from the latest storm. and this is just the start of what will be a week with a lot more rain. we're staying on top of it for you with an updated time line this is "today in the bay" streaming live on roku, amazon fire, apple tv and online.

a very good morning to you. i'm laura garcia. >> and i'm scott mcgrew. marcus washington has the day off. let's get right to the top story. new round of heavy rainfall. drivers will again have to keep it slow and easy on the roadway. slick roads are a potential hazard along with strong winds, blowing debris. mike inouye is tracking the sloppy morning commute. he'll have more for us in just a moment. first, let's check in with meteorologist kari hall. she has a look at what the conditions are looking at right now. it's widespread rain. some pockets are heavier, other areas is getting lighter but we're all seeing wet weather as you get ready to head out and there's more to come as we continue to see more rounds of rain coming in. a closer look, we can see the cell that was over the coastline in half moon bay now shifting over to plo alto and making its way across the bay moving into the east bay. we are under a high wind warning until 10:00 where winds could gust 40 to 60 miles an hour in

the hills and mountains as well as more heavy rain that's really hitting us for the morning commute as our mountains may get another 3 to 6 inches of rainfall. we have the concern of mud slides as well as more power outages. and also isolated thunderstorms in the forecast that could produce some damaging wind. we start to see the heaviest rain shifting south late morning into the afternoon and the system stalling out will add more flooding impact. our creeks and rivers will be rising fast and we're going to see it letting up just a limb bit for parts of the north bay but still running very heavily in san jose as well as the tri-valley into early in the afternoon and then going into the evening a couple of pop-up showers and thunderstorms. there is a little bit of a break tonight as more rain is set to move in early tomorrow morning. a lot of that will be quite heavy at times but a little bit more scattered, meaning there could be some breaks in between. mike, you are seeing some big impacts for 17. we had a full closure, kari,

for a few minutes, south 17 before summit road. a tree was down across the southbound lanes. they have reopened one lane in the last couple of minutes and that's better news, still, again, 17 accessible both directions over the summit. we've seen a number of issues flooding from some of the roadway but almost always one lane open. northbound 101 on the right side we see a new crash approaching 85, so let's check out the slowdown and what's going on. we also have typical slowing up to oakland road, typical roadway, wet roadways and puddling and ponding now on the peninsula and throughout the east bay and 84, of course, is closed. i know you have more onnish be issues like this, laura. flooding, downed trees, and rock slides. >> "today in the bay's" emma goss is live. a tree crashed onto a home and nearby car. what do you know? >> reporter: scott, laura, take a look behind me. this is pacific heights

boulevard in san bruno. we can see a tree, a large tree, has split in two, fallen onto a home and a car parked in the driveway. it was situated between two homes and just blew and toppled onto the car and the house. the rain here is intense right now, so is the wind. we're seeing storm damage around the bay area today. a massive sinkhole in bodega took out some 20 feet of salmon creek road and a boulder almost 9 feet tall the result of a dangerous mud and rock slide caused by these aggressive winds and rains. the russian river is expected to overflow from the storm later on but flooding is nothing new to residents and business owners who have already prepared for today's storm. >> when you have a plan, you

with other administrators. the city plans to live stream on its youtube and facebook pages. happening today in oakland teams plan to launch final evictions once one of the largest homeless encampments. many of those living along wood street were moved last fall. the city says there were some holdouts. it's 5:35. a live look from palisades ski resort in tahoe. the winter storm effect remains in effect for the sierra until early wednesday. you hear the winds in palisades yesterday. this is up at the top of the roundhouse ski lift. >> the 100-mile-per-hour winds

were something that we rarely would see. the storm packing the wind speeds up there. >> i can't imagine what that would be like. >> the storms are trying to outdo one another. >> they can let up a little bit. it's still snowing there and we're seeing that on the radar as well as the satellite and as that moisture moves over the bay area, it goes up in elevation changing over to snow. and so look at our sierra snowpack. right now we're at 188% of the normal amount. the central sierra more than double the normal amount of snowfall for the southern sierra. now we do have more as we go throughout the week. of course those high wind gusts have always been a big concern making those conditions and very

dangerous. we will see the heaviest rain over to the east bay and into the santa cruz mountains today. it looks like the system stalled going into late morning into the afternoon over some of those same areas. a concern of a lot of flooding and this rain continues throughout the afternoon into the evening before we get a brief break. we'll talk about that coming up. mike, you've been watching a couple of big traffic accidents out there. i think the big rig has finally cleared. more slowing, though, what's repeated over the storms. b.a.r.t. continues to have slowing for the weather conditions.

because of the wet tracks, they may lose traction and that may cause the wheels to sort of brake and slide. they're slowing the trains during these conditions. delays that get there system wide. capital corridor not locally on the tracks but the bus service they have canceled that again when there's weather like we're having. no delays reported from ac transit. they're all moving well. cleared approaching the berkeley curve. some flooding reported as you approach central and that's why there's some slowing. starting to build a bit. i think a lot of folks are staying off the roadways with these conditions. you might want to try to do that if you can.

right now at 5:42, we do continue our microclimate weather alert where the rain has picked up from milpitas to fremont, moving over to 680 through sunol. we're seeing some really heavy rain going up to danville as well as over toward clayton. we're seeing some pockets of where this has a bigger impact for us especially in the near term. we'll look at those wide-ranging impacts that we're expecting

hours before we get a break later this evening. pockets of heavy rain that will last into the afternoon and then the next storm system will be arriving on wednesday. so there's a lot going on here, a wider view shows you what's happening with the storms that will continue to roll in as we go into the end of the week. here we are on wednesday, the next storm system is approaching moving through until thursday. then on saturday another storm system will be coming in for the weekend. another one right behind that on monday. tuesday you can see what's happening here. the parade of storms will continue as we get more and more rain coming in. an inch and a half, an inch and three-quarters as well as the santa cruz mountains.

where our camera was here north of 98. there is a crash, the car went off the roadway into the shoulder area into the gully but no major injuries reported. coming through the rainy area out of walnut creek, holding steady down the east shore freeway and the crash did clear around the berkeley curve. still some flooding reported around lucas valley road. the on ramp the most impacted there. you may find a lane here or there on most of your freeways. do be careful on the outer lanes. talk about that as well as the on ramps, a lot of puddling this morning again. highway 84 still closed or closed again. basically the niles canyon area inaccessible from 84 this morning. the south bay is not looking like any major issues but looking at travel times, your usual suspect, vasco road starting to build. no incidents, of course, but the dark and windy road sometimes

a microclimate weather alert. kari hall will be here in a minute with a look at your forecast. other news happening today, convicted sex offender harvey weinstein is scheduled to be sentenced for new crimes today. last month an l.a. jury found the former filmmaker guilty of rape and sexual assault. he faces up to 18 years in prison. weinstein is already serving a 23-year sentence for rape in new york. 5:57 and developing in brazil supporters of that country's former president stormed the capitol leading to mass arrests. he lost the election in october and has refused to accept defeat. protesters broke into the presidential palace, into congress and into the supreme court building. they're calling for military intervention to remove the new president who took office last
