. good morning. it is saturday, january 7th, 7:00 as we take this -- wow, my breath is taken away. how clear and lovely it is looking at the skyline of san francisco. on our first saturday of 2023. thank you so much for starting it with us. i'm kira klapper. cinthia pimentel joins us with a quick look at our microclimate forecast. that was a really, you know, optimistic look at a dry morning but unfortunately, the rain is returning. >> it's still a little bit dry from south of the golden gate

bridge from here in san jose. yesterday was definitely that break that we needed. now, we are in store for some more rain today, and it will move in in pockets. starting right now in the north bay, we're having a little bit of technical issues but i'll walk you through what we can expect. that new storm today will be heavier pockets in the north bay, so the concern with areas such as guerneville through santa rosa, petaluma and off to the coastline as well. some other pockets that we're looking at, those bulls eyes are down here in the santa cruz mountains. we can get anywhere from 3 plus inches of rain as the storm moves through. the entire weekend is not ruined. we will see breaks later on today and into tomorrow for your sunday fun day. now, there are the rivers running really fast. coming up in a little bit, we're going to look through the russian river and see where that flood stage is and where it's projected to go as this next storm system rolls on through. we'll also talk about the sierra because there is a winter storm

warning over the next several days. travel not recommended as the snow is piling up. let me fix my computer, but for now i'll send it back to you, kira. we have some developing news in case you were asleep, the new speaker of the house has been selected. kevin mccarthy sworn in just after 1:00 this morning in washington, d.c. >> yes, i do. >> congratulations, and god speed. >> after 15 voting rounds, congressman kevin mccarthy from bakersfield is now speaker mccarthy. he is now second in line to the presidency behind only vice president kamala harris, and besides those 15 rounds of vote, the vote did get contentious. at one point it got physical. it started as a tense discussion between mccarthy and florida congressman matt gaetz. you can see alabama congressman mike rogers jump in the frame.

he had to be held back from gaetz. there's congressman rogers being restrained, but after all that drama, mccarthy addressed his colleagues is and the country. >> my friends, this chamber is now is now fully open for all americans. >> the typically predictable process of choosing a speaker hasn't been this drawn out since 1859. back to our weather coverage, and yesterday many of us got to enjoy a small break in the rain before this next round moves in today. you can see on our radar the parts that are green. that's where the rain is right now. the dry weather provided an opportunity for residents and city crews to prepare for this next round of potential problems before the brunt of this storm really hits later tonight. francisco. >> reporter: rachel abrams lives right next to san francisco's twin peaks park. >> you can still see water coming down. >> reporter: on january 3rd she noticed mud sliding down the hill onto the street and towards her house. she's been following the trickling water up the trail to twin peaks and says the mud has gotten worse. >> and people use this hiking trail all the time. >> reporter: here's a look in the daytime, she reported it to the city, but says she hasn't heard anything since. with more rain on the way, she's worried. >> my daughter's bedroom is right behind the garage right now, and i'm like maybe i'll have her sleep upstairs. >> reporter: as another storm approaches, pg&e says 14,000 people are still without power like this redwood city man who's been in the dark since early thursday morning. >> it's been out since then. they keep promising so we'll just keep our fingers crossed. >> reporter: also in san mateo county, cars tried to drive on the road anyway and then got stuck in the mud. >> somebody tried it and it was

a bad idea. >> reporter: san francisco department of public works tells us they're expecting mudslides during the next batch of rain, just not necessarily in the spot rachel is concerned with. the department says they've had engineers out to check this spot in the last couple of days, and they'll be back out again on saturday. >> i'm very worried about my property and safety of people in the area. >> reporter: alyssa goard, "today in the bay." now we want to take you to santa cruz county where in capitola a state of emergency has been declared. in a special meeting the city council voted unanimously to declare an emergency because of this storm damage which includes the wharf split in two you can see right there. many homes and popular waterfront businesses are now red tagged. that means they are not safe to enter. public works crews used yesterday's break in the weather to clean up some of that overwhelming mud and debris. they're also monitoring erosion. police officers are patrolling

the evacuation zone, but the mayor has an optimistic message. >> we've had no injuries, nothing like that. i know there is huge devastation, but i am a firm believer of trying to look at some silver linings, even when it's really hard to do so. >> the emergency declaration will allow the city to ask for state and federal funds. in the north bay, people who live along the russian river are preparing for flooding, something they're familiar with, but surprisingly the river hasn't flooded in this past week's storms. as "today in the bay's" jodi hernandez reports, the russian river is expected to flood early next week. >> the problem here we're having is we've had no break in the rain and when you don't get a ta off, the water builds and builds like our anxiety. >> reporter: roma is doing her best to stay calm and positive as the russian river rages and rises in her guerneville

backyard. >> in my house personally, i've been here since 1999, i feel pretty comfortable in the 30s. when it starts to get to the high 30s, i start like going like this and then, you know, i start crying when it gets in the 40s. it's kind of like that. i'm not crying right now. >> reporter: the river level has gone up significantly in the last few days and is currently forecast to hit flood stage, 32 feet sometime monday night. the parking lot at johnson's beach in guerneville is already under water. >> i've been here 30 years and in '95 i lost everything in a flood. in '97 i lost everything in a flood. >> debra johnson owns and runs the river lane resort along the water. she knows precisely what to do and isn't feeling panicked at all. >> once you get educated and things are marked, you kind of can totally have a plan when it gets to this marker, we do this. when it gets to this marker, we do this, and so then you don't have to worry, right? because you have the plan. it's all about planning.

>> we're in an evacuation warning zone right now over there and like most of the area right now, so it's just like trying to decide if i'll have to go somewhere else because i don't want to get flooded in with my dogs. >> reporter: noel describes the mood as one of excitement as her community prepares for what could be the biggest flood event in four years. >> it's a crazy like exciting kind of disaster movie sensation. >> reporter: it's definitely a scene this community has seen time and time again, but folks here are confident they'll get through this episode. inmont ta rio, i'm jodi hernandez. in the east bay, niles canyon role is still closed. the alameda county road, which is also known as highway 84 is shut down between fremont and sinole. the stretch of highway has had problems with rocks and landslides during the past storms. it's expected to remain closed

for another week. and as you might have guessed t, it's not a good time to head to lake tahoe. the sierra is under a winter storm warning. that includes the greater lake tahoe area all the way to mono county. the national weather service is advising people to avoid the area altogether. or if you must go, prepare for long delays and bring an emergency kit with food, water, and clothing. as the rainfalls over the bay area, we'll let you know. download our nbc bay area app to get alerts sent straight to your device minutes before it starts to rain in your neighborhood. you can also see the live radar. it's a great resource during weather like this. in the east bay, there is a strange smell that contra costa health services says is not dangerous. health services said it investigates reports of strange odors in martinez and found the source at the martinez refining company wastewater retention

welcome back. just shy of 7:13 on your saturday morning, a beautiful look, clear skies as we look towards that international orange, so bright on the golden gate bridge shining against the dark background. rain expected in that area any moment now, is and the rest of us expecting rain as the day progresses. a deadly shooting in san francisco, one man is dead, one of four people who were shot in the mission district. it happened just before 2:00 a.m. yesterday at valencia and 17th street. police say two men and two women were shot. it appears they were all in a car at the time. a 28-year-old man died. the other man suffered life-threatening injuries. the women are expected to survive. no word on a suspect or motive.

new details in the search for a person who fell into a canal yesterday. con fire has now called off that search. it happened around 2:00 yesterday afternoon near deer valley road in antioch. the missing person is one of two people who was reported to have fallen in the water. crews were able to locate that first victim you see there and pull him out. they soon learned that a second person was still in the canal. the man who was rescued was not seriously hurt. they released him at the scene. masks are back at stanford. the university is recommending masks in classrooms and instructional spaces through the end of this month. campus leaders say as students come back to stanford following the holidays, it's important to guard against covid, the flu, and, rsv. and we have new data about the latest variant of covid. the cdc is revising its estimate on how much omicron xbb.1.5 is

circulating across the u.s. the cdc is now saying cases are rising at a slower pace than originally reported. however, it remains the only omicron subvariant showing significant growth. researchers say this variant has a mutation that makes it bind to human cells better, which makes it easier to infect people. a big step forward in the fight against alzheimer's, the fda has granted an accelerated approval of a drug aimed at treating the disease. it's called lecanemab. the company that makes it says the drug reduces a protein in the brain associated with alzheimer's. the drug appeared to slow cognitive decline by 27%. some studies of the drug have previously revealed it was associated with adverse side effects like brain swelling and bleeding. the fda said the prescribing information for the drug will include a warning about those

risks. here in california, governor gavin newsom has been sworn in as governor once again. you're looking at the start of his inauguration, a march to the capitol yesterday. the governor led the way alongside his wife first partner and their four children. they were followed by supporters of the governor. it was meant to contrast the january 6th riot at the u.s. capitol two years ago yesterday. at the inauguration, newsom spoke on the importance of inclusion, progress, and diversity. he also touched on the january 6th riots. >> an insurrectionist mob ransacking a sacred pillar of our democracy violently clashing with sworn officers upholding the rule of law. and i think it's safe to say, you know, since that terrible day we've wrestled with fundamentally what those events say about us as a country. the other thing is that over flowed on january 6th 2021, we

back today. >> we were warned, and just like the megamillions jackpot, this is really the jackpot for us weather people, and all of the rain that's coming into the bay area. let's take a look at what's happening right now. satellite and radar, you can see all of that moisture already moving into the bay area, and some more intense rainfall over the eureka coastline. but it is an atmospheric river and a winter storm combined want you can see that the storm track is right there, and it's coupling in with the atmospheric river. storm ranger right now, let's see where all of that moisture is. a lot of it in the northway, guerneville, you can see that darker green color on your screen pushing through the north bay. parts of the east bay staying a little dry with spotty showers along the east bay shoreline as well. we will all get a lot of rain as this evening pushes on through. you can see that some of it is still off to the pacific and will start to move over the santa cruz mountains, which is a concern as we go through this storm system with those

mountains being the bull's-eye of this heavier rain. let's walk you through hour-by-hour so we can see what you expect as the morning rolls on through. still, a lot of that rain, that yellow, orange color you see, that's more intense rainfall by about 9:00 a.m. it pushes through the bay area, still hit or miss as the evening goes through. what's really concerning is this 8:00 hour when it really starts to light up. that's what we can expect as the evening goes on through. until about 2:00, 3:00 a.m. when it starts to move through the central valley and of course the sierra getting dumped with fresh snow in the mountains. rain outlook as we go through this storm system, we will get up in the north bay about 1 to 2 inches of rain. again, another spot right here around the santa cruz mountains that will be dumped on as this weekend rolls on through. let's fast forward it to what we can expect, and we continue like that through the week, close to 10 inches of rain up there in the santa cruz mountains, and again, east and west of santa rosa, a lot of rainfall up

there, which is why we are under this flood watch today through tuesday, possibly extended on outward as we move through the week. those creeks and streams, we are monitoring them closely. rivers raising along local neighborhoods. be careful of that. the highest impact is tonight through monday's storm. we were talking about the russian river. i've been talking about this all week with the flood stage at 32 feet. we saw it rising as the week went on, and with this next storm system, if you put your attention right here to the right side of your screen, you can see that it is forecasted to rise to about 38 feet. so that's 6 feet above that flood stage. those impacts that we're looking at of course is the flooding in those neighborhoods, the people that live there. if you know anyone over there, make sure they are listening to any evacuation warnings, anything that's going on. now, as we take it on into the next week, second week of january, can't stop, won't stop, that's what this rain is saying. we're looking at a stronger storm on monday that is giving

there are moments when humanity can surprise you in beautiful ways, but this is sadly not one of those stories. a widow from the north bay was trying to honor her late husband, but scammers on tiktok are now holding her husband's ashes for ransom. "today in the bay's" emma gots has the story. >> this is john's altar. >> reporter: since her husband john died in november 2019, jocelyn cronin went looking for support from other widows. she found it on tiktok. >> widowers community on tiktok is amazing. on the whole 99% it's amazing, supportive. >> reporter: last month cronin saw a tiktok video about how to honor a loved one, who like her firefighter paramedic husband had been cremated.

she commented on the video and instantly received a reply. a supposed artist, also a widow, was offering to make her a portrait using john's ashes. >> and put them in a if it fits it ships box and send the ashes to georgia. >> her contact from tiktok sent her this email from a fake account. >> it says we have seized your loved one's ashes and portrait. that is illegal. you're going to need to pay $3,756 to get them back. that's when i knew i'd been scammed. >> reporter: she has refused to pay the ransom, but the scammers have been relentless calling and texting her repeatedly, demanding payment, trolling her on tiktok and threatening to destroy the ashes if she doesn't comply. >> lowest of the lowest of the low. >> reporter: she post add video to tiktok warning others about this scam.

saw it's just a little dry but windy. >> some people north bay already seeing the rain. a live picture over san francisco, we can see that the cloud cover over marin county right there and of course like kira was saying, the american flag is already seeing some of that wind push on through. as we take you what's going on right now, we can see on storm range ranger, you can see when the rain is moving into your neighborhood. we can see it pushing through sonoma coastline, parts of guerneville seeing some of that intense rainfall. that will be a concern, especially with the russian river up there this weekend. the rain of course through petaluma down to novato and in san rafael. south of the golden gate bridge, through the peninsula and even down here in the south bay, we are still seeing that rain pushing on through over the next couple of minutes to an hour, and it will be a very intense rain day as we move through this evening and into monday, which is why we are under a flood

watch from now until tuesday because of all that intense rainfall. we're going to be talking about all the creeks and streams, of course, the flooding that's expected, and i'll walk you through the heavier portions of that rain hour-by-hour in just a few minutes. kira. >> cinthia, thanks. as we just mentioned and as we know, yesterday we enjoyed a small break in the weather before this next round of rain moves in today. it gave us all an opportunity to prepare for potential problems that could come with the next few rounds of storms that you can already see moving in now. we've had one woman in san francisco who lives near twin peaks park and tells us a mud slide from the park near her home has gotten worse the past few days. she says she's reported it to the city, but hasn't heard anything back. with more storms approaching, she's now worried the mud will flow into her home. >> my daughter's bedroom is right behind my garage right now, and i'm like maybe i'll sleep upstairs. >> the san francisco department of public works tells us they're

expecting mudslides during this next batch of rain, but they say they're not necessarily concerned about that spot near twin peaks. the department says they've had engineers out to check that spot in the last couple of days and they will be back out again today. sticking in san francisco, there is an army of volunteers working to keep storm drains clear to help prevent flooding in times like these. public works says there are 25,000 storm drains in the city alone, and since the adopt a drain program began in 2016, about 5,000 drains have been adopted. one volunteer tells us he's happy to help for the sake of his community. >> i just feel it's easier to do my best so no one slips and falls. you have two schools near where i live. you don't want kids and people walking their pets, going into the streets and it's for safety. >> that's the kind of neighbor

republican leader kevin mccarthy finally securing enough support to win the top leadership post he's long sought. >> the honorable kevin mccarthy of the state of california having received a majority of the votes cast, is duly elected speaker of the house of representatives. >> reporter: mccarthy gets the gavin at a cost having made concessions that weaken his power as speaker in order to win over a handful of right wing holdouts who nearly snatched victory away once again. as frustrations boiled over, one republican member had to be physically pulled away from the last of the dissenters to cast his vote, but in the end, the holdouts changed from voting against mccarthy to simply voting present to put him over the top. >> my responsibility, our responsibility is to our country. >> reporter: the normally

as we are under a microclimate weather alert getting you ready for the rain. san jose 280 and 17 interchange, still looking dry on the roads. the rain will push on through as we go into the day with heavier pockets pushing on through. satellite and radar a lot of activity, a lot of rain already funneling straight into the bay area, and storm ranger is scanning it all for you. let's see where that heavier rain is right now. we can see it over the north bay, and just about to hit the peninsula in the next couple of minutes. right now in the north bay, that heavier, darker color of dpreen green is right over guerneville, pushing through areas such as santa rosa, petaluma, all the way down into san rafael. that rain is coming on through the coast right now just south of storm ranger right there and about to slam into half moon bay. you notice that there are some pockets that are still dry along the east bay shoreline, although there is some light rain moving over concord pushing on through,

antioch, and of course in san ramon right now. not only are we going to see this rain stick with us, but the winds will start to pick up as the evening goes through, which is why we are under a wind advisory, this orange color that you see here through the entire bay area through tomorrow morning. so gusty winds out there, which could be a concern bringing those trees down, the power lines, all of the issues that we saw earlier this week are a concern as we move through this storm and the more intense storm that's coming up ahead on monday. so let's take you through the storm line. hit or miss showers as the evening goes on through. really what i'm concerned about right now, what we should be paying attention to is the overnight hours. let's take a look at the storm track. you can see bull's-eye over ukiah, guerneville, santa rosa off the coast right there, bodega bay, redwood city the peninsula got hit hard with this last storm system. we could see that well through this weekend as well, and the santa cruz mountains, which could see upwards of 8 inches of rain, close to 10 as this storm system rolls on through this week.

heavy, intense rainfall will last as we go into the early morning hours on sunday, and of course piling up all of that sierra snow as well. we're doing very well with this rain that we've gotten since the water year started. we're looking at surpluses in santa rosa, oakland, and down hear in san jose as well, and some good news that i have to share with you is that all of this rain is helping, not completely eliminating that drought, but it has erased some categories right there in the central valley. they were looking at that exceptional drought category. that is gone for the time being and we have definitely made improvements in the bay area as well. we've gone from severe to moderate categories. in santa clara, santa cruz and northern sonoma county. all of this rain definitely helping. there is more on the way as we take a look at the seven-day forecast. be prepared for monday, that is a very intense rainmaker that's coming, and we should be concerned. concerned. >> allright, cinthi a, - life is uncertain.
