right now at 4:30, the calm before the next storm. extreme weather is expected to hit the bay area again as they warn it could be one of the most impactful systems seen in a while. plus, final preparations under way, the precautions some cities are taking and locals are not caught off guard. this is "today in the bay" streaming live on roku, amazon fire, apple tv and online. good tuesday morning to you. i'm scott mcgrew. marcus is going to take the week off. >> and i'm laura garcia. meteorologist kari hall is

tracking the next storm. what are we looking like time wise? a little bit of a break right now but the cars are kicking up some of the water as you head to work this morning. as far as rain falling from the sky we have stopped. we have a flood watch all of the bay area that will be in effect starting for tomorrow. the ground is already saturated. more heavy rainfall in the next 24 hours and it's going to cause those creeks, rivers and streams to rise very quickly. as we widen out the view, this is the storm targeting the bay area. another atmospheric river that's going to have that connection from hawaii pumping all of that moisture in as we go into early tomorrow morning and continuing for the next couple of days, so this is really going to start to impact us by this time tomorrow morning. we'll talk more about that time line and what's ahead coming up.

good morning, vianey. how is it looking on the roads? good morning. believe it or not, we're dealing with some of the flooding concerns from the previous storms, and right now a live look in dublin. we have a little bit of that wet pavement from the overnight shower activity. i want to show you an overall picture where we're still seeing some of those impacts from the latest series of storms. we have some flooding southbound 280 to monterey boulevard in san francisco. kind of this whole little stretch right here is seeing some construction area and some repairing as well. expect to see a couple of delays through there. also another big stretch will be closed, niles canyon, in both directions because of flood repairs. so the entire stretch so far again working on getting that repaired but with the incoming rain this will likely take some time so factor that into your commute. tri-valley drive times.

it is 4:32 right now, and this morning san francisco is racing to clean up from the last round of rain before the next storm system moves in. the ground is already soaked. "today in the bay's" terry mcsweeney explains any more water will have nowhere to go. >> reporter: a motorcycle storage facility on 14th street, they're putting in a wall. you could call it a levee, so the flooding that happened here saturday doesn't happen again later this week when another big storm rolls into town. >> the water was up 12 to 14 inches here, 2 feet in the garage. completely full yesterday. >> reporter: some nice motorcycles in this garage and some won't be driven out of here. >> some people were able to start their bikes, other people weren't. it will be hit and miss depending on how much water. most should be good. >> reporter: across the street at pink onion pizza, they're still trying to wash the mud off the furniture. right next door to that you have a restaurant that is closed,

flooded out. won't be open for weeks. maybe $100,000 in damage. the very same thing happened in 2014 when the sewer pipes were overwhelmed then. the city paid out serious money for damages. this time the owner was ready with his own dam but it wasn't enough. >> the water from the drainage was backing up so much there was probably 2 or 3 feet of water and then finally our dam burst and it flooded into the court yard and then into the restaurant. >> reporter: the city did not set up because it was for a moderate storm, but the storm barriers will be going up and that's not all. in addition the in-person emergency operation center is being activated for this storm and city crews will be attending to trees and clearing storm drains for the next 48 hours. terry mcsweeney, "today in the bay." >> terry is standing out there

in relatively dry weather but for many it seems the rain never stopped. just as people were cleaning up homes and roads, here comes another round. thom jensen continues our coverage from martinez where residents there continue to struggle to clear flooded zones. >> reporter: just off work and sarah brenton hurries to fill as many sandbags as she can from the public works yard near her work. then it's off to her parents' home in pittsburg. >> they're having flooding in their garage. not into their home, so they're pretty lucky. >> reporter: with it raining again and a week or more of nonstop rain coming, she's not taking any chances. >> i didn't realize it would be a problem or i would have done this the other day. >> reporter: some streets turned into raging rivers in danville. >> it was a rushing river with white caps and the current so strong you couldn't even cross the street.

>> reporter: the swift water finally receded, and they're stacking new walls of sandbags in preparation for the storm drains ahead the rest of the week. we're trying to be more prepared. >> reporter: when nicholas martinez says the last time, he means saturday. that's when his street elm lane was knee deep in water. >> we never had these problems in the past, these buildings weren't here. >> reporter: he's afraid run-off is causing the flooding and is asking the city of oakley to fix the drainage problem. until then he'll rely on sandbags to divert as much water as possible and use a pump to move the rest away from his home. and road crews work into the night still cleaning up mud slides that continue to force road closures across the count yoi. there were sections in brentwood and only local residents are being allowed access near deer valley road and morgan territory road. morgan territory road is also

year, the s&p 500 19% and the nasdaq 33% as inflation and aggressive interest rate hikes by the federal reserve hit growth and tech stocks. in focus this week data on the manufacturing and services sectors, job openings, the minutes from last month's fed meeting and the monthly jobs report which comes out on friday. meanwhile, apple is telling several suppliers to make fewer parts for the first quarter of this year due to weaker demand. japan's nikkei reporting one manufacturer says the supply chain in china is still trying to adapt to the government scrapping its zero covid policy last month that's led to a shortage of workers because of a surge in covid cases. apple makes nearly all of its iphones in china. and tesla's china chief has been promoted, sales in north america and europe according to an

welcome back to "today in the bay." a live look this morning at palisades tahoe ski resort, already receiving some new snow overnight even before the next big storm arrives. more than three feet of snow fell in some participates of the sierra during this last storm over new year's weekend. beautiful up there. later today state water department teams will conduct the season's first snow survey. that long-standing monthly ritual measuring the snowpack. excited to see how much. >> modern day sensors are already getting some idea where the snowpack is. where are we roughly? >> about 79% normal for this time of year. and we do take a live look out where the trees are just

weighted down by the heavy snow as it continues and the temperature is well below freezing, and we do have much more snow on the way over the next week. we could see as much as 79 inches of snow in kingvale and even at south tahoe we could see 32 inches of additional snowfall. all of this coming from the next atmospheric river and several storms behind that that will be coming in. we will start to see the clouds increasing today out ahead of that and then we see all of this moisture plume that's targeting southern california now start to wave back farther to the north, and we'll start to see the rain approaching the coastline and spreading across the bay area going into late morning throughout the afternoon where it is yellow and orange, that's really heavy rain that could get even heavier at times in some of the pockets, but we're mostly looking at a steady rain throughout the day tomorrow, some gusty winds, and we could

see the potential of anywhere from 2 to possibly over 3 inches of rainfall for parts of the north bay. that's this first storm coming in. we have another one behind that coming in for the weekend and in total we could see possibly up to 10 or 11 inches of rainfall for parts of the north bay, the santa cruz mountains, and even for the tri-valley there could be anywhere from 5 to possibly 6 inches of rainfall. so we're closely watching all of our water levels, the russian river at guerneville at 28 feet. flood stage is 32 feet. a lot of these numbers are very close including coyote creek at 13 feet. flood stage is 15 and the guadalupe and almaden expressway. we're going to potentially see major flooding issues over the next few days. all of this water has basically

nowhere to go. we know the ground is saturated and we add another few inches of rainfall with this storm system coming in tomorrow continuing through thursday, we are looking at a lot of big issues here. there's only a brief break on friday, and then we see another storm coming in on saturday, potentially a third storm coming in early next week. and for san francisco some of our coastal areas, we're watching out for also all of that heavy rain, some high waves along the coastline, and temperatures that will reach into the upper 50s but, of course, all of the water that we've had recently will be the biggest issue that we're watching for over the next couple of days. and, vianey, we still have some of the cars out there kicking up the water. we do and we have impacts from the previous storms, and that's going to get a little bit more difficult as we inch closer to the end of the week. let's talk about things impacting the morning commute. we do have another stretch to tell you about along southbound 680 before exit 53.

the number four lane is closed because of flooding. another stretch that's also closed to some extent is southbound 280 from monterey boulevard because of flooding as well and highway repairs will continue for niles canyon in both directions. it is completely closed and there's no estimated time on when that will reopen. i cannot imagine that will reopen anytime soon with this next round of showers. tri-valley drive times starting to slow down this is typical around the 4:50 hour westbound 580 from grant line road, 25 minutes. another update coming up in just a few minutes. back to you. >> thanks so much, vianey. it is 4:50 right now. the bay area's largest city has a new mayor. san jose mayor matt mahan says he knows his top priorities for the city. robert handa sat down with him to hear more. there's no doubt it's a busy

job. >> reporter: matt mahan is finding out how it feels going from a busy councilman to an even busier new mayor. >> my wife and i have two kids. i may be getting home later. >> reporter: that started right away with a new year's day tour at headquarters, a top priority is addressing the shortage of officers and dispatchers by way of the budget and recruiting. >> i plan to be personally involved in getting out there and spreading the word at our local schools and getting young people to consider a career in public service. >> reporter: mahan pledged more affordable and long-term interim housing, but said the city can't wait for those projects to address street homelessness. >> we need to expand our overnight warming locations by wednesday because we have another large system coming in and the ground is already quite saturated. we have to make sure we have more places for people to go. >> reporter: the mayor wants to adopt more technology. >> when it comes to blight, i want to expand our 311 application and get more residents on that tool so they can tell us where they're seeing blight, and we will be more

accountable for addressing it. >> reporter: accountability is a theme of his. >> it's not about ideology, it's finding what works. >> reporter: and what's the most effective way for the public to give that you feedback? >> we need to be more transparent. >> reporter: mahan has been reaching out to city council colleagues since not one supported his candidacy but says he's hearing only support now. >> i think we're going to find ways to collaborate and get along and it's going to be productive. >> reporter: his sole supporter was his predecessor, sam liccardo, who mahan credits with solving much of the budget crisis before he left office. the former mayor's advice? >> he texted me just after midnight on no year he's eve and said, tag, you're it. don't screw it up. >> reporter: in san jose, robert handa, nbc bay area news. well, we have a reminder of the importance of keeping drugs out of the reach of kids. next on "today in the bay," the alarming new numbers of accidental poisonings by cannabis in young children.

happening now, more than half of the unincorporated areas in marin county could be classified as high fire hazard zones. the office of the state fire marshal developed a new map. if approved more than 102,000 acres of marin county would fall into the high risk fire category. it would expand nearly 33% since the maps were updated in 2007. another approximately 26,000 acres would fall into the very high category. public hearings surrounding the new designations taking place. those in unincorporated areas will go through a similar

welcome back. it's 4:55. new data shows the alarming surge in accidental cannabis poisonings involving young children eating marijuana edibles. southern illinois researchers looked at reports over five years ending in 2021. cannabis edible poisonings for children 5 and younger rose in that time from 207 to more than 3,000. that's 13 fold increase. 97% of those cases involved edibles found in a home, at the same time not one case was fatal. suspected serial killer wesley brownlee will be back in court to answer new charges. last week prosecutors in the central valley filed four new charges in a string of murders in stockton and the east bay. among the new victims identified an oakland man shot and killed in april of 2021 shortly after a previously reported deadly shooting there. in all brownlee is now accused
