bay area lawmaker weighing in on the political fight over tiktok. why, he says banning the social media app is not the answer to national security concerns leaping leprechauns at saint patrick's day. the celebration is underway from the south bay to ireland. abc seven news starts now. >> always live abc seven news starts right now. >> a growing memorial now sits where a san francisco bus shelter once stood, a tribute to the victims of a terrible crash. tonight we're learning more about the collision that has now claimed the lives of three people, including a small child. thanks for joining us. i'm j.r. stone. police say a fourth family member, another child still in critical condition tonight. the crash happened saturday when the driver of an suv slammed into a bus shelter
6:01 pm
on uloa street. abc seven news reporter cornell bernard spoke with family friends who say the victims were all related. >> there's an outpouring of grief in san francisco's west portal neighborhood, where a muni bus shelter once stood. anna and her friends overcome with emotion as they left flowers at the scene for people they knew. >> we were friends from san francisco, a really close friends, like very good people, like, very full of life. >> she's portuguese and then his brazilian, like they're living here. >> family, friends say the couple and their two kids, a toddler and a baby, were waiting at the bus stop saturday for a trip to the zoo when the driver of an suv crashed into them. rosario falero says the father and toddler were killed. the sfpd confirms a woman died from her injuries on sunday. rosario says she was wife and mom. >> a lot of things that we knew about, like love was then, you know, like they were like amazing couple. like they had like no issues with anything. they were just like love, love,
6:02 pm
love and taking care of their, their kids, you know, like then they were like going to the zoo. you know, like to have a nice day at the park. >> police say the baby survived the crash, listed in critical condition sunday, vilma franco brought her daughter to the growing memorial for the victims. her husband witnessed the crash and tried to help. >> obviously, i have my child. i have a kids and i. i don't want to imagine what the family feel in this moment, how hard it is for all the community. >> it's devastating. >> jody medeiros from walk san francisco, a nonprofit advocating pedestrian safety, is heartbroken by the crash. her group planning a vigil here monday afternoon. >> nobody should die this way. we shouldn't. our community shouldn't be losing members of our community this way, it's absolutely devastating. >> medeiros points to vision zero, san francisco's goal to eliminate traffic related deaths and injuries like that. >> we're not there means we need to be doing more. the city needs
6:03 pm
to be doing better. >> our goal is to make sure that we're doing everything we can to ensure the safety of the people in this city, and it may mean changes, but we would need to wait until the investigation is complete. >> investigators still don't know why the driver crashed into the bus shelter. >> we don't know if the driver had a medical emergency that is all under investigation. that driver still in the hospital while the community mourns in san francisco. >> cornell, bernard abc seven news. >> just heartbreaking images there. we wish them the family the best. desperate situation in haiti is deteriorating further now. there are fears roughly a million people are at risk of starvation. that alarming estimate is being made by the world food program and comes amid a political crisis in the country. gangs have attacked key institutions and shut down the main airport. they're calling for a quick transition of power after forcing the prime minister to resign. today we heard about
6:04 pm
some progress on that front. >> we do see the political process moving forward. there was a terrific meeting in jamaica. secretary blinken represented the united states, where haitian led haitian groups came together and decided on this transitional presidential council to appoint an interim prime minister. so that's a good thing. >> hundreds of american citizens are currently trapped in haiti. the u.s. government says it will organize a charter flight for them from a more stable area in the north of the country, but getting there could be difficult, with gangs also controlling the single highway to that region. bay area representative ro khanna is weighing in on the political battle that could get tiktok banned here in the united states , a bill that would require bytedance to divest itself of the video app or sell it passed the house last week by dances, the china based parent company of tiktok. this morning, khanna appeared on abc's this week. he voted against the bill and says it unfairly targets tiktok when the real concern concern should
6:05 pm
be protecting data in general. >> two national security issues that proponents of the bill have cited. both are legitimate. one. will the data get to a foreign government? in this case, the chinese communist party? two will the chinese communist party have an influence on algorithms we can deal with both with a narrowly tailored law. let's ban any data going to a foreign country and protect american data. second, let's ban any foreign interference in a social media app, whether that's tiktok or another app. and by the way, those laws would also cover data brokers, which are selling data to chinese companies. so this bill is not actually addressing the issues. >> it's still unclear if or when the senate might take up the bill, but president biden has said he will sign it if it makes it to his desk. saint patrick's day celebrations are in full swing in the south bay, celebrated the holiday with a
6:06 pm
high flying tradition. a saint patty's skydive capped the festivities at the hiller aviation museum in san carlos. yep that's a leprechaun leaping out of a helicopter and parachuting through the air. he landed at san carlos airport just outside the museum. there was face painting, planes painted green, and more leprechauns hidden throughout its exhibits. no pinches for children who forgot their green. just prizes for kids wearing the festive colors bagpipers there? dublin, ireland is the home of the holiday. thousands of people lined the streets of the irish capital to celebrate. organizers say this was their largest ever saint patrick's day parade with half a million spectators. saint patrick's day observes the death of the patron saint of ireland, but it's evolved into a celebration of irish culture around the world. and at the white house, the fountains were flowing green for saint patrick's day. inside, the president was hosting a brunch
6:07 pm
for catholic leaders. president biden thanked them for their work around the world and praised the resilience of the irish spirit. >> that belief inspired generations of irish women and men to keep going, even in the face of enormous setbacks, and it convinced millions of irish immigrants, including my ancestors and many of you here who are here today, to leave their beloved homeland and began a new life in america. >> president biden is america's second catholic president. it was a beautiful day for a run. thousands of runners in oakland thought so, too, and they set out for the 15th oakland marathon this morning. 8000 entrants hailing from 40 states and 15 countries, powered their way through a winding course that went through the town. 26 year old simon richie, from san francisco, was the fastest runner, finishing in two hours and 28 minutes. we have to give a big shout out to our abc seven news 6 p.m. producer kate eby, who finished today's half

starting today, the retailer is limiting customers to ten items or less in the self-service lines. target began relying on self-checkout as as a contact less option during the pandemic, but that created a different kind of problem. >> this yields quite a few challenges, but one of them is this funny little notion called a partial shrink, which is when a shopper, perhaps either
6:12 pm
accidentally or intentionally, doesn't scan all of the items in their order. so some of the stuff goes out the door without having been paid for. >> target has tested the self-checkout change at some stores and said in a statement, we did see a reduction of theft in our test stores, but the program wasn't directed in targeting theft, even though we did see it was reduced. other retailers like walmart and dollar general are currently in the process of changing their self-checkout procedures, some stores eliminating it completely, others limiting it, limiting it to certain customers. it's the last day for another longtime business in san francisco's union square. the north face will close for the final time in about an hour. the outdoor retailer traces its origins to san francisco's north beach. it has no other stores in the city. the company was purchased by the vf corporation in 2000, which owns other brands like timberland and dickies. we've put together a map showing
6:13 pm
the notable store closures in san francisco since 2020. each blue pin indicates a store that is closed or has announced it plans to close. if you click on the pin, it will give you the business name, the address, and the closure date. there's also a link in each one that goes into greater detail about why the store decided to close its doors. 30 years ago, california adopted the three strikes law, but our longer prison sentences the answer to recent spikes in crimes. a new abc seven originals video tackles that question. >> you could just say, let's just lock them up, but it doesn't work. >> our prisons aren't overcrowded, but our streets sure are. >> struck by justice looks back at the kidnaping and murder of petaluma's polly klaas and the so-called tough on crime era that followed. did it make us safer and at what cost? struck by justice, the impact of polly klaas is now streaming on the
