>> we have a lot of shaking up people, including one of our muni drivers and other people who who saw this situation and saw people trying to save their lives. >> now, at nine, authorities are trying to find out what caused a driver to veer off the road and plow into a crowded bus stop, killing two people in san francisco. good morning. it's sunday, march 17th, i'm stephanie sierra. we'll have more on that in just a moment. but first, lisa is here with a look at the forecast. >> good morning. yes, we are starting out with a pretty beautiful picture here as we look at, well, the satellite picture. that's beautiful isn't it. because not much is going on. we're going to have that change the second half of the workweek. and this is a nice view of the low clouds in emeryville. 51, san francisco 53, in oakland, san jose and san mateo. and another nice view from the golden gate, where we have some clouds around mid 40s. it's chilly up in the north bay, with 47 in napa and 49 in livermore, so we are cooler from the east bay to the south bay and peninsula. this morning. low

clouds and fog patchy along the shoreline, but this is the trend where we'll see the fog just pull away from the marin county coast, set up to the san mateo county coast later on today for that sea breeze to keep going and allow for the cooler numbers at the shoreline. so with mid 60s inland, we'll keep climbing to the low 70s inland. and that sea breeze keeping the bay shore comfortable in the upper 60s. stephanie. >> lisa, thank you. now to our top story. a small memorial is up near the spot where two people died and three others were hurt after a car struck a bus shelter. one of those killed was a child. it happened in san francisco's west portal neighborhood. abc7 news reporter cornell bernard spoke to investigators. >> well, i can tell you what happened was a real tragedy. >> mayor london breed, speaking at the scene of a horrific crash at a bus stop on yolo street and lenox way car going eastbound on iola uh- struck a bus shelter which had four people, two

adults and two children. the fire chief says two people were killed, an adult and a child. >> obviously there are multiple calls to 911, so police and fire work together to treat all of the victims, to assess and treat them. and unfortunately, two were really, really critically injured. and there was no hope for them. >> three people were taken to the hospital, including the driver of this suv, which struck the bus shelter. at this point, it's unclear how the collision happened. we don't know if the driver had a medical emergency. >> that is all under investigation. >> the impact of the crash was so intense it could be heard a half block away. >> we heard a really loud crash and i thought it was two trains colliding, and then a bunch of people in the restaurant went out and looked and said not to go out there because it was, really gory. >> the crash happening just feet from the entrance of the muni

west portal station, which was busy on saturday afternoon. >> we have a lot of shaken up people, including one of our muni drivers and other people who who saw this situation and saw people trying to save their lives in san francisco. >> cornell, bernard abc seven news police did not confirm if the two victims were related. >> the mayor says counselors from the city's behavioral health department will be in the neighborhood speaking with people who may have experienced trauma, the nonprofit walk san francisco says it will hold a vigil for the victims at the crash site tomorrow in the east bay. now we're learning more about the man who drowned near encinal beach in alameda on friday. they say he was 32 years old and from the central valley town of atwater, the man was seen struggling in the water before divers and swimmers tried to rescue him. they were unable to get to him before he went under. his body was recovered about two hours later. bay area activists are pressuring lawmakers for new policies and funding for the unhoused. voters

are being asked whether billions of dollars in bonds would provide housing for the homeless and the mentally ill. prop one is narrowly passing at the moment, with 20,000 more yes votes. the no votes local groups held a demonstration. abc seven news reporter tara campbell has their message. where the people are finally held a call to action saturday on the steps of the state capitol. >> one painted fence plank at a time. local groups rallying to put an end to homelessness. >> tiny village spirit. we build tiny house villages for homeless people. currently, we're doing it for youth. we're doing a 100 homes for 100 youth. >> the nonprofit has also built a 25 home village in oakland, where they're cultivating community and providing resources. >> a lot of like supportive programs into it. we put art all over everything. we try to make it very beautiful, like a place that they would want to live. it's really exciting to see things that are like manifesting

in like real time, and it's happening and there are young people who are being housed and they have a community village and they have shared spaces and they have garden areas, and it's healthy and it's wholesome, and they just have new life. >> moni law is an activist and member of the way church in berkeley, joining about a dozen groups, putting pressure on politicians for better policy and funding for homeless support services and solutions. >> i think this is tying together what people in the community know on the ground is people that work with the unhoused and the legislators who are up in their offices, who may not see what's happening. >> and when it comes to being on the ground, o'neil fernandez knows the streets well. >> i'm from the unhoused community, you know, i'm lucky enough. me and my wife and my 20 month old got out of a tent two months before she was born. so i'm one to speak from the experience of myself. >> he's part of sos richmond, a nonprofit made up by staff who were previously unhoused, serving some of the community's most vulnerable. and he's hopeful his story can make an

impact. >> i've had to struggle, so i want to be here to get that voice, you know, i am one of those voices. you know everybody i brought with me from our crew is a part of those voices. >> tara campbell, abc seven news, aapi leaders and community members held a memorial in honor of the victims of the atlanta spa shootings. >> they had musical performances, mental health speakers, and stories from activists at japantowns hotel. kabuki. >> this journey of anti-asian hate crime is nothing new, but now we have so many more asian americans in this country, in the city, and so the intention is that we can come together, stand together, fight together, and thrive together for a country that we truly belong in. >> some of those in attendance are also demanding sfpd and the district attorney's office to look into attacks on asian elders as hate crimes. allies in new york city, l.a. and atlanta also hosted events called stand together. remembering 316. three years ago, eight people were killed in that shooting, six of

whom were of asian descent in the south bay. a longtime superintendent at the alum rock union school district has been fired. the district's board voted to end superintendent hilaria bauer's employment in a closed session on thursday night . she's held the position since 2014. the board voted to extend her contract in 2019. the board president said the decision to fire her was made after much consideration and deliberation. bauer's last day will be on march 25th. all right, let's check on conditions outside with lisa. how's it looking? >> well, you know, we're still pretty cool in some of our north bay valleys, but you can see the sun shining here from emeryville on this saint patrick's day, where we'll have temperatures a little bit above average. we'll keep that trend going to start the workweek, and then things slowly change for a return to winter, like weather by next weekend, i'll have the details coming up. >> lisa. >> thank you. also ahead, cease

group is calling for elections to replace the government, and another group is demanding the release of hostages in gaza. today's cease fire talks will be the first time officials from both israel and hamas will negotiate since the start of the muslim holy month of ramadan. international mediators hoped for a six week truce before the holiday began, but hamas refused any deal that would not lead to a permanent cease fire. in russia, people crowded outside of polling stations this morning. they appeared to be heeding an opposition call against president vladimir putin, who is expected to win the presidential election. ukraine launching a new wave of drone attacks on russia. as the last day of voting gets underway today for russian voters, many opposition leaders are either dead, jailed, exiled or banned from running. those unhappy with the war or putin were encouraged to visit the polls at noon local time to cause long lines. a

strategy endorsed by alexei navalny shortly before his death in prison last month. earlier this morning, bay area representative ro khanna spoke with abc news anchor martha raddatz on abc's this week. khanna, who represents silicon valley, gave his thoughts on the freshly passed tiktok bill two national security. it appears we're having some technical glitches with that. we will get that to you. he also discussed his support for president joe biden's reelection. here's that. sot two national security issues that proponents of the bill have cited. >> both are legitimate. one, will the data get to a foreign government, in this case, the chinese communist party? two will the chinese communist party have an influence on algorithms? we can deal with both with a narrowly tailored law. let's ban any data going to a foreign country and protect american data. second, let's ban any foreign interference in a social media app, whether that's tiktok or another app. and by the way,

those laws would also cover data brokers which are selling data to chinese companies. so this bill is not actually addressing the issues. >> turning to today's irish holiday, san francisco marked its 173rd annual saint patrick's day parade and celebration in downtown. and as you can see, there was plenty of green to go around. >> you know, when it started, 173 years ago, i'm pretty sure it was all about just, you know, the irish marching. but now we have everybody. we have all the heritages marching with us. we got the kids in the school marching with us. we got all the civic, organizations. we got the union. this thing is huge. crowds of people wearing green and shamrocks filled the streets . >> you see the dancers here? the theme of the day was unity. >> well, i mean, this is what we're all about. family togetherness. i mean, look at all the people. it's a great day and a beautiful day. saint patrick's day brings us together .

>> the parade went from market and second all the way to civic center plaza. happening now. the oakland marathon is getting underway this morning. here's the starting line for the half marathon runners. our very own 6 p.m. producer kate eby is part of the pack, running 13.1 miles this morning. she tells us the start was delayed by a little over 20 minutes. it was meant to begin at seven, but runners just started a few minutes before 730 this morning. race officials tell us the delay was because cones in one part of the course were in the wrong place, and they needed to reset them. for runners safety, more than 5000 runners are participating today. the route will take them around lake merritt, fairyland and jack london square. thinking of kate and all of the other runners hoping for the luck of the irish today. alyssa. >> yeah, but definitely, you know, we kind of experienced a cool down yesterday if you were in the city or at the beaches, parts of san mateo, marin county

certainly got breezy and we're going to keep that theme going today. high pressure is in a blocking pattern, which is allowing for dry weather to continue for the next several days, but it looks like thursday. this ridge of high pressure is going to break down, and forecast models are having a hard time resolving what's going to end up. it looks like an unsettled pattern by the end of the week. 56 in hayward and 53 in san jose with low 50. san francisco. a view of the airport there and low 50s in santa cruz today. as you can see, the cloud cover the marine layer just kind of scattered about the sea breeze returning later on today. 47 in napa, it's 45, still pretty chilly up in the north bay. we've had some fog here in the valleys with 49 in livermore, 52 in concord. and there is a look at the deck of low clouds, the stratus there from our sutro tower camera. so the patchy low clouds continue throughout the morning hours. then it burns back towards the coast. some patchy fog there, so saint patrick's day will feature the sunshine, cool conditions at

the coast and very pleasant a little bit above average inland. we should be about 66. in san jose we'll see some low 70s again and then our vernal equinox. the beginning of spring arrives on tuesday, and by that time we're still dry. we're still mild, in fact, a bit above average until we get to about thursday, when that ridge begins to drift away, allowing for several areas of low pressure to move in for friday into the weekend. looks like not only northern california, but southern california will see rain. we'll see a colder system that looks like snow in the mountains. and here we are stopping this on sunday and the uncertainty continues as the further out we get in the forecast. but you can count on cooler, wetter days as we arrive at the end of the upcoming workweek. 73 in san jose. beautiful day there on the peninsula. you've got that cooling sea breeze again, but still pleasant. upper 60s redwood city, low 60s, partly cloudy skies along the coast here up in the north bay 62
