♪ now it's time to choose a chief. the bay area's most populous city is extending the invite to help find its next head of police. and we went out to hear what you have to say. >> a close race, getting even closer tonight. california's primary election for the 16th congressional district, covering parts of silicon valley and the peninsula. the count now coming down to just a small stack of votes.

>> and tomorrow kicks off a tasty week in oakland. but can a good bite change a city's narrative in a real way? we try to find out in the hopes of building a better bay area. well good evening, i'm ama daetz and i'm dan ashley. >> thanks for joining us. we'll begin with that search for a new police chief in san jose. the city has the highest population in the bay area and will see its current chief, anthony motta, leave for a new role after almost three decades with the sfpd. >> abc seven news south bay reporter lauren martinez is hearing from residents tonight about what they want to see next . >> if they're under a lot of duress and stress, and how are they going to come to the next call. >> san jose residents are providing feedback to help the city find a new police chief. the city managers office said before they start advertising the position online, they are gathering input from the community, so we will use that to build out a desired candidate profile that we'll be looking for and that ultimately will become a job posting that we go out and recruit for. san jose

police chief anthony mata is leaving the force at the end of this month. he'll be taking on a new role in the santa clara county district attorney's office. chief mata has been at the helm of the department through several personnel controversies. >> first and foremost, i think we want someone that really understands and that wants to be part of the san jose community and the san jose way. and then second of all, someone uh- that is going to be creative and nimble, and that can address problems as they come up during the month of march. >> the city is encouraging the community to speak up, either through an online survey or one of several in-person meetings. they have translators for vietnamese or spanish speakers el con los con los jovenes mario ortega is a member of the cadillac winchester neighborhood association. as a mom and college student herself, she wanted to voice problems she sees needing to be addressed. the trucks alcohol games, but also encourage those around her to advocate for the safety of their children and families.

>> and i bring my neighbors because i need to speak what's concerning the community? >> francisco bueno said. an officer was once a mentor for him in high school and talked about how valuable a positive presence is for youth. >> being able to have that connection with police and just kind of having them in my presence and being able to talk with them really helped change my perspective on them. >> and he encourages younger people to get involved in these conversations. >> at the end of the day, all these things impact us. and so, you know, if they have an idea of a community that they would like to live in, they can come in, you know, make their voice heard in san jose. >> lauren martinez, abc seven news. >> now to your voice and your vote. and every vote counts, especially in the race for district 16. in the u.s. house, it includes most of the south bay and peninsula stretching from pacifica to los gatos. sam liccardo is in the lead. he'll be one of the two candidates in november's general election, but the race for second place flipped today, with evan low moving ahead of joe simitian by

59 votes. simitian held the lead since election night, but low has slowly chipped away at that. professor of political science melinda jackson, has this explanation. >> what we're seeing now is a little bit of the votes that come in later. those those last minute procrastinators who who get their ballots in, you know, at the last minute, more likely to be younger voters, less engaged voters. and that seems to be trending toward evan low, santa clara and san mateo counties must have their final tallies by april 4th. >> it's up to the candidates whether they would like to have a recount. we'll see. the only statewide measure on the ballot is also still too close to call tonight. proposition one would use billions in bonds to provide housing for the homeless and the mentally ill. currently it's 50.2% for yes, which is making slight gains tonight. the margin is now about 25,000 votes happening. >> now we are starting to see the winds pick up in parts of the bay area. this is a live

look from our sutro tower camera. it's only going to get gustier up there heading into tomorrow. let's check in with abc seven news meteorologist sandhya patel, who is tracking everything we need to know. sandhya yeah. >> ama. and as we take a look at a live picture right now, the city by the bay, the view isn't exactly a still image. and that is because the camera is bouncing around tonight. skies are clear right now. wind gusts mount diablo 48 miles an hour, reaching 53. just a short time ago. a wind advisory is in effect until 11 a.m. friday for the hilltops and solano county. you will notice those wind gusts 45 to 55 miles an hour for the valleys that advisory expires at 5 p.m. tomorrow. i want to show you the winds, hour by hour. tomorrow morning at the lower elevations. you're going to see 3035 mile an hour winds. they continue to whip us. calistoga 45 tomorrow at 11 a.m. and still gusty into the afternoon with another round of wind coming our way early friday morning. as you take a look as to what you can expect, this windy pattern until

friday morning. strong gusty winds watch out for toppled trees and possible power outages . i'll be back to let you know when those winds will ease and that warmth will continue to build. coming up. >> dan okay sandy, thanks a lot. 16 deputies are hurt after an explosion happened inside an fbi training facility in irvine, california. all of the officers were members of the orange county swat team participating in an indoor training exercise. as one of the officers will undergo surgery for a leg injury , while others had to be transported for dizziness and ringing in the ears. everyone was wearing protective gear. it's not a good feeling anytime an injury happens to anybody, including members of our own staff, which i am encouraged to say that we acted properly. we have medical plans in place and they were activated immediately because the safety of all our members are is our utmost. anytime we hold a training like this, it's not immediately clear what caused this explosion. the

fbi will help investigate. of course, but was not involved in the training itself. >> travel is back to normal at sfo tonight as we look live out at the tarmac. everything is running smoothly at the airport after a different kind of delay this morning, protesters shut down part of the airport for more than three hours. the group was calling for a permanent ceasefire in gaza, along with wanting the u.s. to cut financial ties to israel. part of the off ramp to the international terminal was impacted, along with two security checkpoints inside, and they blocked the road. >> so we stuck there for almost 25 minutes. >> we know that there's people that were inconvenienced. we want to make sure that we have our message be heard loudly and clearly. >> international passengers had to be rerouted to other terminals. airport officials say things ended peacefully. no one was arrested. no flights were delayed. >> major news out of washington tonight. the house passed a bill that would ban tiktok in the united states if its parent company, bytedance, doesn't sell the app. lawmakers are concerned

about security with its ties to the chinese government. the bill now moves on to the senate if it passes there. president biden has promised to sign it into law. so if the ban does become reality, what happens then? >> then there develops all sorts of new legal questions. so if i try and skirt the ban by like using a vpn, for example uh- am i going to be held liable for that? is the vpn going to be held liable for that? like a lot of these questions, i think are going to emerge as this if this bill moves forward, if tiktok's owners do choose to sell the app to avoid the ban, it's estimated to be worth $60 billion. >> and that's just for its business in the us. >> keep in mind, building a better bay area is what we aim to do here at abc seven and every night. we love highlighting the people or communities out there making a difference. >> we do. it's fun to do that. and our first abc seven news building a better bay area breakthrough takes you to oakland, where we're just hours from the start of restaurant week. and even beyond the special deals and discounts, local businesses are excited

that. >> j.r. stone, abc seven news a new set of murals unveiled at oakland's uptown station just in time for restaurant week. >> oakland native and acclaimed graffiti artist timothy b designed the artwork to include homages to social justice and the town. the murals are visible at uptown station's retail space, called uptown market, which features products from a variety of local vendors. >> all right, our other abc seven news. building a better bay area breakthrough tonight is the effort to revitalize downtown san francisco. >> organizers are planning to start downtown first thursdays in may and to hold them monthly. the plan calls for several blocks of second street to be shut down south of market. the production company behind the bhangra beats. night market, is involved in the project, which could see beer gardens, dance floors and live music. their goal is to draw 10,000 people to downtown every single month, which would be great. >> all right, coming up, olivia munn opens up. the actress says

on disney. well, tomorrow we're gonna tell you and reveal a new song only on good morning america. thanks taylor. >> for tonight, one celebrity is hoping her battle with breast cancer can shine a light on critical detection tool. olivia munn's post on instagram today is getting attention around the country for its honesty and message for other women. it's a battle that munn has been fighting for the past ten months, but she is now making it public. >> reporter denise dador from our sister station in los angeles, has more on her emotional journey and the help that she hopes to provide. >> right here in beautiful, beautiful, this moment on the red carpet at this year's oscars gave olivia munn an extra reason to celebrate. >> it may not have happened if she hadn't undergone a risk assessment for breast cancer in february of last year. on instagram, the actress says she was being proactive and took a genetic test that looks for 90 different breast cancer genes. she says she was negative for

brca, but her ob-gyn decided to calculate her breast cancer risk assessment score. two months later, she was diagnosed with an aggressive form for him. >> do it for your baby. >> munn may not carry brca 1 or 2, or the dozens of other genes known to raise a woman's risk, but doctors remind us there are other genes we can't test for yet there are other mutations that we're simply not aware of and other contributing factors that may put one at high risk. munn then underwent a breast mri. doctors diagnosed her with luminal b cancer in both breasts, a fairly aggressive cancer that can grow quickly. rednet breast radiologist doctor jason mckillop is not munn's doctor, but says the assessment, called the breast cancer risk assessment score, helped the actress and new mom catch it early. >> risk stratification certainly contributed to her imaging workup and ultimately her diagnosis on social media, munn says. >> she would have been unaware until her next mammogram a year later. munn's risk assessment score was 37. doctor mckillop's patient don mccarthy score was

25. anything over 20. doctors will recommend genetic testing and more specialized imaging, such as a breast mri. >> they take into consideration your hormones, your age when you first had your period. >> but there are other contributing factors reproductive history, for instance, breastfeeding uh- smoking history. >> doctor mckillop says every woman should about getting their breast cancer risk assessed. but he reminds us that most breast cancer cases are sporadic and often occur in average risk. women. >> virtually all women, all women should be getting screening mammograms on a yearly basis. >> starting at age 40, munn underwent a double mastectomy and now, ten months later, she wrote she hopes sharing her story will help others find comfort, inspiration and support . denise dador, abc seven news. >> a disturbing story from southern california, where 16 year old school student says a classmate circulated nude photos of her. some made it onto a website. the teenager says a

former friend secretly took photos of her showering, but also alleges she used i to put her face on other people's bodies. >> i, i never thought that if i left the door cracked a little open because my shower gets too steamy, that pictures of me would end up all over my school. >> which really got the students so angry. is her classmate at calabasas high school has yet to face any consequences. she says the school has told her it cannot disclose what's going on. >> i believe the school should have reprimanded the student via expulsion. they should not have allowed her to remain on campus, and they should have given me. they should have made me feel safe. >> in a statement, the superintendent said, quote, we take our student safety very seriously and we're in the middle of investigating claims from both students against each other. we have also shared all of the information we have with lost hills sheriff's office, but they don't seem to be pressing any charges at this point. a

similar incident happened in beverly hills and five students were expelled just last week. all right, let's move on. you may have noticed your car insurance rates going up lately. you're not alone. it's part of an ongoing national trend across the nation. car insurance rates are up by an average 21. many factors are to blame for the rising cost, including inflation rates, the cost of car repairs and a rise in traffic deaths. insurers also say 27% of collisions in 2022 were considered a total loss. three points higher than the previous year. >> well, happening tomorrow. it is march 14th, but if you're into math, it's actually pi day. >> yeah, we want to take just a live peek out of the exploratorium in san francisco. you see it there at the bottom of your screen in the center. actually started the whole pi day celebration back in 1988. now it's celebrated all over the country. >> yeah, there are numerous events planned at the exploratorium, starting with a parade as well as a serving of pie and get ready for pi. after

than we did earlier today. let's take a look at the peak wind gusts so far. mount diablo and mount eminem 53 miles an hour 45 los vaqueros. you will notice over 30 mile an hour winds from big rock to rose peak to middle peak. and we're just getting started with those winds. here's why. high pressure is building in. and as it nudges in behind that area of low pressure that came through a few days ago, the wind is funneling right through california out of the north, and that downsloping wind is resulting in gusty conditions, strongest winds over the hills. but at the lower elevations, we're starting to see those winds pick up as well. 28 miles an hour, half moon bay sustained to 23 in fairfield. here are your temperatures in the 40s and the 50s. some areas, like hayward, even 60s. and that's because of that downsloping wind that is developing. most of you are running anywhere from a few degrees to ten degrees warmer compared to this time yesterday, and it is certainly going to be
