see just a mile there, half moon bay. so we will be looking at the mile numbers to start out, but with all the cloud cover and the showers on the way, it is going to be a cooler day, a wet day and a gusty day. if you're on the roads throughout the mid morning hours. so as we look at the upper level winds, you'll see they are quite breezy and as we go through the next several hours it will be rainy, the rain spreading from north to south. highs around 60. those gusty winds and we'll talk rain totals in a few minutes. good morning gloria. >> good morning lisa. good morning everyone will likely see also. had a little bit of drizzle on my drive in this morning. so you might experience that as well so far. if you're looking at the roads here in the bay area, we see mostly green, so no major issues other than from tracy to dublin, which we see most every day. there's usually a little bit of a delay there and then a live look outside right now at our emeryville camera. this is on 80 and from highway four to the toll plaza, it will take you 18 minutes. right now, guys. >> thank you. gloria, oakland needs a new police chief that's been that way for a year. tonight, the community will be

able to meet the four people who are now up for the job. abc seven news reporter lena howland is here with a look at the candidates and why the mayor says she's not going to be attending tonight's forum to select this new chief. lena reggie, after the city of oakland has now been without a police chief for more than a year, community members will finally have the opportunity to hear from the top four candidates vying for the job tonight. >> it's a diverse group with only one local candidate. abdul pridgen is the former san leandro police chief. he left the department last week. floyd mitchell was the chief of the lubbock, texas, police department. lisa davis is currently a lieutenant colonel in cincinnati. lewis molina has an extensive resume and is currently the assistant deputy mayor for public safety in new york city. we talked to an oakland market owner ahead of the forum who says his store gets robbed almost daily. it's come to a point where he's considering leaving the city, and he says without a chief, it feels like city leaders don't care about business owners. right now, i love this city, but

i just this crime rate is just pushing me out. >> uh- sometimes i think about, you know, just going to a different state where it's more safer. we just want to be like a normal city, just want to be like everybody else. but unfortunately, it's chaos around here. >> on tuesday, mayor tao sent this letter to the city's police commission informing them she won't be attending tonight's forum. according to the letter, tao says a public forum does not help recruit the best candidates. a forum identifying candidates places those individuals at unnecessary risk with their current employer. it may also force oakland to enter into a premature bidding war with an individual's current employer. the meet the candidates forum starts at 630 tonight at oakland city hall. however, all candidates will be appearing virtually on zoom instead of in person. live in studio. lena howland abc seven news. >> thanks so much, lena. now to the closure of the macy's flagship store in union square.

while there are questions about what will take its place, some believe union square may be on the verge of redefining shopping for the next generation. retail experts say stores that are successful online no longer need big stores. many are shifting to smaller footprints, luxury brands that traditionally have small stores are thriving and expanding, we're told, and that reality is bringing a mix of emotions. >> so it's very sad because this is, um, where we would come to go shopping at christmas time and see the window. >> while any departure is a loss, the ability to do something new and forward thinking, uh, is welcome and exciting. real estate company cbre says in the last two months it signed three long terme leases in union square. >> all are smaller, under a 10,000ft■!s. a family run deli that once had 16 restaurants in san francisco has closed its last two shops in the city. lee

kwan, the owner of lee's deli, tells abc seven news. business is business has really suffered since the beginning of the pandemic. a lack of foot traffic, inflation and minimum wage increases have all played a role, kwan says. people who are around the financial district are usually there only three days a week for breakfast or lunch, and that's not enough to pay the bills. >> we tried opening, i think, 6 or 8 stores in the beginning. in 2021. it was ugly. there was just nobody around. you can't. we can't do business. >> we spoke with mayor london breed about the current state of the financial district. she says revitalization takes time, time and her office is working to reduce fees and taxes for business owners. and we have put together a map showing the notable store closures in san francisco since 2020. each blue pen and there are many of them indicates a store that is closed or has announced it plans to close. if you click on the pen, it will give you the business name, the address and the closure date. there's also a link in each one that goes into

greater detail about why the store decided to close its doors. >> president biden and former president trump will visit the southern border today. both have very different ideas on how to address the growing migrant crisis. gloria at the live desk with details of their visits. gloria. good morning. >> rajeev. president biden is expected to meet with border patrol agents and local leaders in texas. he is set to defend a bipartisan border security deal that house republicans killed earlier this month. the bill called for hiring more officers and immigration judges. it would have also sped up work permits for migrants. former president trump says the deal was not strong enough to secure the border. if elected, he's promising to begin mass deportations of migrants. >> we took four months for months of us, the white house, working with republicans and democrats in the senate to get that done. and obviously, republicans have rejected that because of politics. >> president biden is considering executive action to address the migrant crisis,

including tougher asylum laws. but the white house says no such announcement will come today. it could come during next week's state of the union address, but officials insist any real solution for the border crisis needs to come from congress. >> amanda, thanks so much, gloria. this morning, a succession battle is beginning in the senate after mitch mcconnell announced he's stepping down as republican leader. it's a job he's held for nearly 20 years. mcconnell announced yesterday he will leave the position in november. however, he plans to continue as a senator, serving out the rest of his terms, which ends in 2027. >> father time remains undefeated. i'm no longer the young man sitting in the back hoping colleagues would remember my name. it's time for the next generation of leadership, mcconnell is the longest serving republican leader in history. >> he has helped deliver major legislative victories for the gop. mcconnell turned 82 last

week, and there have been persistent questions about his health. twice last year, he appeared to freeze mid-sentence during news conferences ahead of this week's storm work is being done to make sure something like this never happens again. >> severe flooding from coyote creek devastated san jose residents in 2017. abc7 news south bay reporter dustin dorsey explains what's being done to protect people who are in that flood zone. >> with every major storm that hits san jose, residents that live near coyote creek can't help but say a silent prayer. a wish that nothing like what happened in 2017 ever happens again. everywhere we're standing right now was basically underwater at this. >> yes, you'd have been standing at least ankle deep in water up here if you had gone over to like 17th street. there are some houses where you would just see the peak of their roof sticking up out of the water. >> valley water is trying to give residents along the creek a little more peace of mind. the flood protection agency is literally building a barrier

between water and land. a nine mile stretch of the coyote creek from montague expressway to tully road will soon be protected by these flood walls. >> when a creek overflows it, it basically exceeds the capacity of the water that the creek itself will carry. so when you build flood walls on either side, you're providing more of that space or volume for the water to be held back. >> a large stretch of the walls are installed near berryessa. they stand between 3 to 10ft tall, depending on the creek capacity. in that area. what you don't see is the 30ft of reinforced steel below the surface, providing a strong force to keep flood waters at bay. engineers tend to avoid the word never, so while they can't say 2017 will never happen again in valley, water is confident these walls will work 20 years. >> tom is essentially the design year. um, that that we are designing this project around approximately and. likely that that kind of recurrence interval storms will not cause cause as as much of a damage as we saw back then for people who lived

through that damage, a little peace of mind for the next storms, it should work. >> we'll only we'll have to wait and see. i'm willing to wait 100 years to find out. >> construction started last summer. the first 40% of the project will finish by next summer, before it's on to the next phase in san jose. dustin dorsey, abc seven news. >> all right. good morning to you thursday morning. we've had some rain already in marin and sonoma. a lot of cold air to the north and west of this cold front that will be pushing through the bay area later on today. and as we get in closer, you can see just a little bit of a return here from our radar. and this is some mist and drizzle in the north bay. but the front a couple hours away, it is 52, in hayward. good morning fremont 46 for you. and up in the north bay we're looking at temperatures right around 50. santa rosa, 47 in sonoma. and as we look outside, dry pavement there for the bay bridge cooler, wet and windy today looking at friday, the chance of a thunderstorm as that cold air moves in behind the

cold front. and then this weekend we could see some snow around mount hamilton and perhaps a mount saint helena. here's a look at the rain as we go through the morning hours. it's midday. you'll notice the heaviest rain in the north bay continues to sweep south and east through the bay area, allowing for a wet commute for the evening. but rainfall amounts will be will be light with this level one system a third of an inch for you in san francisco, a couple hundredths around fremont st and the south bay and as we look at the rainfall totals adding up friday, saturday and sunday, it's a rainy couple of days will be over an inch in the city, maybe two inches in hayward, but as for today, get set for a change in the weather pattern. looking at temperatures from the upper 50s with scattered rain showers, those breezy to gusty winds in the accuweather seven day forecast level one system today, a level two system tomorrow as we get the colder air chance of a thunderstorm and some of those downpours and a wintry mix saturday and sunday. reggie. >> thanks so much, lisa. the incoming snow has skiers and

of the storm. they have equipment ready in case power goes out, including power generators, snow blowers, ice melt and light towers. the county's clerk recorder says if the storm becomes a blizzard, they have a backup plan. it's one that hasn't been used in 30 years. >> if they say that the road is not passable, then we will take the ballots to the sheriff's facility up in tahoe and we're going to put that behind a jail cell which has a camera. >> interesting. he says. volunteers will be shoveling sidewalks and parking lots for now. voting centers will rely on caltrans snow plows to help deliver the ballots to the election office, and if you're waiting for a weekend to work on your ballot this weekend, this is the final weekend to get it done. election day is tuesday. polling places will be open 7 a.m. to 8 p.m. mail in ballots can be dropped off. there at drop boxes or at county election offices. if you prefer to mail

will be moving into the bay area. well, it will be modified as it moves over the pacific, but we are looking at much colder ■temperatures. in fact, we're only going to see highs near 50 on saturday after this cold front pushes on through. so our blizzard warning 4:00 this morning through 7:00 on sunday, 5 to 10ft of snow, 4 to 8ft above 7000ft. and this gives you an indication thursday to sunday , the rainfall in the bay area. two and a third inches of santa rosa. and look at that. kirkwood 99in that dark purple. all the way down the sierra nevada. the spine there, even san jose could see over an inch of rain right now we are 52, in san francisco, 51 in oakland. so numbers are milder with the cloud cover. we also have a high surf advisory tomorrow. that's when we could get into some thunderstorms and a level two system. today it's a level one system. you can see the spotty showers, then they'll gather together by the noon hour and sweep through the bay area for a messy evening commute with

air follows it. we will have breezy winds later on. a closer look shows the spotty showers. marin, sonoma and then pushing southward into san francisco. so not a whole lot happening right now. but there is fog where it is raining over two miles. visibility in santa rosa, 51 san rafael, with all the cloud cover . temperatures have been held up from the upper 40s to low 50s. so we're looking at the warmer start. but once the front and the rain moves on through throughout the middle of the afternoon, you'll feel the colder air. so by about 8:00 you can see the spotty showers and then by 11:00, 12:00, the main rain line is up in the north bay. it will continue to sink to the south and east throughout the middle of the afternoon. the winds kick up the south bay and the east bay will be wet for the evening commute, and we'll talk rain totals coming up. gloria. >> good morning. well, we're going to go right outside to our san mateo hayward bridge camera. and right now it is looking like traffic is flowing nicely here. and also the roads do appear to be dry here, but depending on where you drive you could experience some light showers. so keep that in mind. from the

toll plaza to foster city right now. it will take you 11 minutes and then a look at your drive times for this morning from tracy to castro valley that will take you 79 minutes, guys. all right. thanks, gloria. >> new developments. the house is expected to vote today on a temporary bipartisan deal to avert a partial government shutdown. the senate will vote soon after house and senate leaders reached an agreement yesterday, just before tomorrow's deadline. the legislation is expected to pass in the house, but it could face procedural hurdles in the senate if any member objects to expediting the voting process. the supreme court has agreed to hear former president trump's claim of absolute immunity from prosecution for his actions in office. this is tied to the election interference case brought by special counsel jack smith, abc news reporter perry russom has more on what's being called a victory for trump of 350, a supreme court win for former president trump. >> the court agreeing to hear trump's claim that he's immune

million. officials say while it looks for buyers right now, they're considering removing the graffiti, but they don't want to entice taggers with a clean canvas. 28 people were arrested at the complex in just the past month. the spring break season is approaching fast, and this year could see some big changes for college students heading to florida. >> gloria. in some places, the drinking age and prices are going up. >> that's right amanda, some businesses in fort lauderdale are planning to raise the drinking age to 23 for out of state visitors. now, the beaches of south florida have always been a spring break destination, but violence in years past is prompting law enforcement to take new action this year. last spring break, there were two deadly shootings and about 600 arrests in miami beach. in addition to more police patrols, the city is adding a midnight curfew and increased dui checkpoints and $100 parking garage rates for visitors. also, access to the beach will now close at 6 p.m.
