with weather because a flash flood warning is now in effect in san francisco. after just a deluge of rain, nearly an inch in just one hour, it was really coming down. let's take a look at this video. you can see water just covering sidewalks and streets in the hayes valley neighborhood, and water overflowing from a manhole right

there. we're going to zoom in there for you. this is octavia and ivy street. you can see heavy rain and. and the heavy rain is also triggering flooding in the north bay. look at this. rescuers in sonoma county had to rescue a woman from that submerged car in forestville this morning. flood waters are covering waller and river roads. fortunately that woman is safe now. the latest storm, the bay area, is experiencing right now is really hitting us hard. you can see it live on live doppler seven radar. just about the whole region getting green or yellow with some of the heavier stuff. we're talking about thunder and lightning. let's turn to abc seven weather anchor spencer christian, who is here with what we can expect next. spencer okay, chris. >> and it's easy to see how we get this kind of flooding just depicted by the video when we get these heavy rainfall rates of one inch per hour, that's a lot of rain. and again, i'll add on top of already saturated soil from recent rainfall. so here we go. here's a look. let me move

that sign over a little bit okay. flash flood warning in san francisco until 4 p.m. looking at the bigger picture there you can see the areas of orange and yellow and red indicating where the heaviest rain has been falling continues to fall. but that's been there. it's been sort of stationary there almost for the last couple of hours with steady rainfall and periods of heavy downpours up and down the peninsula, up in parts of the north bay as just shown by the video of the flooding, there in the north bay. and of course, here in san francisco, where, as indicated by this warning, a flash flood warning is in effect has been for a while now until 4 p.m. so at least for another hour, we can expect that that warning to be in effectand affects all parts of the city, from uh- up in the marina district and the areas near the golden gate, down through the nset, over into the financial district, downtown, the bayview district, a down into daly city. an the rain continues to fall here so that pooling and puddling that we showed you in the video is likely to get even

worse over the next hour or so. now, let me take you over to the peninsula uh- from bayshore, from brisbane down into. well, we're waiting for the radar sweep to come back. there you go. so it's been refreshed from brisbane down into the oh, let's see, millbrae, burlingame, foster city, san mateo, all of those areas have been hard hit in the last hour or so. but notice it's just green in those areas now. so the heavier rainfall is now pushing out over the bay and moving into the east bay. so oakland, san leandro, union city, hayward, castro valley, san ramon, they're all getting some heavy downpours right now. let me skip ahead to another image here. i want to show you an and here we go. this is a satellite radar image of the pattern that we're in right now. and you can see we've had a steady flow of a wide line of showers and downpours coming up from our southwest, moving northeast. and for the last few hours or so, most of that rain

has been falling in one concentrated area. it's now just beginning to show a little movement toward the east. so on the exclusive abc seven storm impact scale, this is a level two storm for the remainder of the day and into the evening hours. we expect bursts of heavy rainfall, along with the steadier, lighter rainfall. thunderstorms are possible. there's enough atmospheric instability here that thunderstorms could occur and localized flooding, of course, is already happening. now we are fortunate that the winds have been relatively light today. we don't have those powerful gusts, those damaging gusts we had yesterday. however, if thunderstorms develop, they can trigger isolated heavy gusts of wind and that of course could be problematic. but at the moment we don't have reports of that. so here's the forecast animation starting right now. going into the later afternoon and early evening hours. notice i mentioned that eastward shift of that line of rainfall. you can see that will occur in the next couple of hours going into the 5:00 to 6:00 hour. but for our

evening commuters, it's just going to be a mess because we already have pooling and ponding and localized flooding. and the rain continues to fall. so just if you're driving anywhere this afternoon or evening, just exercise caution and give yourself some extra time on the roadways by 7 or 8:00 tonight, we expect the storm to have weakened significantly. the rainfall won't be so widespread. the downpours won't be so intense, and of course, we're not expecting any significant increase in the winds right now we're looking at rainfall estimates just from now to 11:00 tonight. we've we've got some totals that have already accumulated from this morning. but from now until 11 p.m, about a 10th of an inch or more in parts of the north bay, nearly 1500 at fairfield and brentwood, about a 10th of an inch here in san francisco. so, uh, and of course, a flood watch has been in effect for the entire bay area for several days now. that remains in effect through tomorrow morning. uh, again, flooding is occurring right now. more seriously, in san francisco

, but on any part of the bay area and creeks and streams and roads and low lying areas, flooding is likely to occur back to the winds. i mentioned there were fortunate the winds are rather light right now, and they are. and i'm just going to move along and give you a look at conditions. we expect going into the evening and nighttime hours, temperatures right now in a range sort of a cool range, low 50s for the most part. then overnight, right as the rain diminishes and we get little patches of clearing, a low temperatures will be mainly in the mid to upper 40s and then highs tomorrow with still a few morning showers likely. highs in the low 60s. good news is we'll be drying out quite a bit after tomorrow, but until then we have some serious weather to contend with. kristen. >> wow. and spencer, of course you had warned us about the flash flood warning possibility and that all the creeks and rivers ground. everything is so saturated in that localized flooding was possible. but the fact that, as you mentioned, this thing is just kind of sat over us for a relatively long period of time just dumping and

dumping that worsened things dramatically, didn't it? it did. >> and that's unusual. we don't have that happen very often, but sometimes these systems just stall because of lack of steering in the upper atmosphere. and so that, as you pointed out, that rain was just dumping on us for about two hours in pretty much the same areas marin county, the golden gate, san francisco, and the northern part of the peninsula. and down in the santa cruz mountains. that's where the heaviest rainfall totals have been so far today. and of course, there is flooding in virtually all of those regions. >> boy, it is crazy. spencer. thank you so much. we'll keep checking back with you. meantime, you heard spencer, san francisco, one of the worst areas, hardest hit right? the heavy rain caused some deep waters in some neighborhoods. abc seven news reporter stephanie sierra is live now with more on the drastic storm rushing across the city, steph. >> yes, kristen. we're here at franklin and green where the rain is certainly coming down. the heaviest downpours we were

seeing really within the last 13 to 30 minutes. and really some heavy accumulations across the street. you can notice it's gotten a lot better here. again, this is at franklin and green, but it's much worse in hayes valley. i want to show you this video where you can see several parklets. just, uh, taking a swim here easily a few inches of water that's accumulated in this area in hayes valley. so you know, a good reminder to take it slow. we've. as i was driving here, uh, along market, i noticed a few accidents on venice as well as one in on lombard. um, so the area, you know, certainly. um, take it slow. it only takes, uh, over a 10th of an inch to hydroplane in this, uh, in this type of weather. so that, again, that flash flood warning is in effect until 4 p.m. and we'll be tracking the impacts. kristen, back to you. >> wow. and steph, you know you mentioned the accidents that you

witnessed. i tell you if you see an intersection folks or maybe an underpass, especially where you see flooding and can't gauge how deep that is, do not attempt it right. especially when you've seen how hard it's been dumping their. >> yeah, know exactly. that's a it's a good reminder to take it slow. i know that um the san francisco department of emergency management has been up staffing for these storms. and so you'll definitely see crews out on the road as you you head home from work this evening and certainly give yourself some extra time cut out. >> thank you steph. in the meantime, we're looking at this incredible video in, uh, in san francisco. you can see that manhole cover all that water just gushing up and pushing out from it. and this is just an incredible scene of flooded intersection. there's so many of them in san francisco. and that park let that is also drowning in water right now. and you can see gage's from that tire of that car, how deep it's gotten, just very, very quickly. all right. so we're going to cover this continuously. you can get

that is right next to me. tracking our storm. and you can see orange and yellow really heavy stuff there in orange. we don't see a lot and a whole lot of green in the rain. but you know, yellow means the torrential downpours that we've been seeing in san francisco for

the last couple of hours. it is just crazy out there. spencer christian of course, has been tracking that storm. this storm has brought us thunder, lightning, hail and a flash flood warning for san francisco until 4 p.m. and it is starting to move east now. so those areas are really. getting it. but let's give you some live camera shots. i just want you to see what what is going on right now in the bay area. here is downtown san francisco and the greater area. you can see just gray skies and amidst these clouds that are over us, some of them are just dumping some heavy, heavy downpour right now in downtown san francisco. this is not zoomed in. of course, if it were you would see a lot of localized flooding. some of the intersections us and this is one of our reporters who's actually out there driving live right now. so we'll just follow along for the ride. as you can see, this particular street seems to be doing okay, although it is very wet, very wet street. there on hayes and webster in san

francisco, you can see definitely it is treacherous driving. and let's just take a look, because some of the areas, especially the lower, lower portions, like if you have an underpass or you can even see it in this intersection, right? there are parts of the intersection where it dips a little bit, and there may be some pools or ponding. that is going to be pretty common after you have a couple of hours of dumping an inch an hour. now let's turn over to the embarcadero camera. this is at kgo-tv. you can see definitely the lens looks very wet, very few people are out there right now because because it has been pouring so hard. although it is lightning up now here in san francisco, now we're going to turn to the san mateo bridge. give you a live look at the difficult drive. both directions right now, they are in the thick of it, which spencer has been telling us about. so you can see definitely slow going, especially eastbound. direction going home. that's on your left there it is crawling. but that's

the way it should be because you don't want to take it too fast. some of these freeways don't drain that well or that quickly. and when the downpour is coming down hard, it can't keep up. so you might just hit a certain area on the freeway that is flooded. that can certainly cause an accident. so you'll want to be careful and do we have any more shots? because i do want to bring in spencer as well. once we get spencer's microphone up, because spencer has been saying this thing is now moving east. so yeah, spencer, it makes sense that the san mateo bridge is really in the thick of it. now that's true. >> in fact, some of the heaviestrillionainfall in the bay area, right now, some of the steadiest rain. kristen is right out over the bay. so our bridges, the bay bridge and the san mateo bridge and the dumbarton bridge, they're all getting some of this rain right now as it's moving into the isolated, the inhabited areas, the populated areas of the east bay. so let me start by giving you well, you can see on this shot if you want to. and then when you're. ready to go to live

doppler, i'll show you what's happening there. because look how slow the traffic is. i mean, it's just a mess there. and it's even worse in places where there is actually pooling and ponding on the roads, like parts of san francisco, where, as you can see, we have a flash flood warning that's been in effect now for. yeah, well over an hour and will remain in effect until 4 p.m. there's so much water standing and some of the streets, especially in low lying areas, that of course that that's a problem. but for motorists, if you're driving and you see a pool of water ahead of you, unless you're out on the freeway and you have to get home and you can't get off at an exit to get around the roadway, there, try to avoid those those pools of water because you can just get stuck there and stranded. and then someone may have to come and rescue you. so let me move this thing over a little bit. that indication of the flash flood warning and show you exactly where in san francisco, san francisco this is happening. it's the whole city. it's everything from the sunset to the marina to the financial district, to the bayview and the rain is now shifting over to the east bay. so if you live in,

whether you live near the bay, in the east bay or in the inland areas, you're going to get a drenching over the next hour or so. >> spencer, talk to us about the urban and small stream flooding that could be caused by this. >> yeah, well, let me pull up the graphic and show you that we've had a flood watch in effect for the entire bay area for several days now. >> that's not going to expire until tomorrow morning. but in terms of the urban and small stream flooding, that's happening right now, parts of the north bay, especially parts of sonoma county, where there have been some heavy downpours. and so when we get this kind of rainfall on saturated soil, any small streams and creeks are likely to experience some flooding, as well as road ways in low lying areas. so if you go across the golden gate into parts of mill valley, you know, we have all these low lying areas there that tend to flood when you have high tides. well, right now they're flooding because of saturated soil and rainfall. so even if the rainfall totals are light, even if we're not getting more than a few tenths of an inch because

office renaissance. joining us live now is kevin v nguyen, who wrote this article about the business office boom at of all places, kevin. the presidio. no. huh. uh, explain what is happening there. the presidio. >> yeah. it's good to be back with you, kristen. um, so, yeah, we have this federal park, uh, in which, uh, you know, the us military used to be based out of. and they're taking these old wooden or brick boxes in this case, and rehabbing them and turning them into desirable office spaces that are being snapped up. >> so how long has this been going on? and i guess how much of it has been populated now by office workers? >> yeah. you know, the redevelopment efforts at the presidio have been going off and on for, uh, you know, a couple of decades now, ever since the government took it over in 1994. but according to the leasing agents, we're looking at two point 2,000,000ft■!s of commercl space. and they're saying they've leased already 97% of that. and compare that to the

downtown san francisco numbers. it's a stark difference, right? >> i think san francisco numbers are what was a 40% vacancy or occupancy. i'm not sure. but clearly it's a tale of two cities right now. what do you think accounts for that? what is it that the presidio has to offer that downtown perhaps doesn't? you know, you know, it's a little apples and oranges, right? >> i think we have a couple dynamics at play here at the presidio. um, for one, you know, these are smaller office spaces. they're not the huge big boxes that the tech companies are snapping up that we saw in the last decade. but we're also seeing that, you know, they this this government run agency doesn't report to, say, shareholders in which they have to turn over a certain amount of profit, all the revenues that they derive from leasing at the presidio goes straight back to, you know, upkeeping the park. so it's kind of a perfect confluence of factors where, um, they're just motivated to take their time and open the right places that fit people.

>> i see now, i assume you've talked to a bunch of people who work there. what is their feeling about what they like about that environment? right? >> yeah. for starters, it's almost like its own little island in the northern tip of the city, right? because cause it's on federal land, it's protected by federal police. so people right off the bat, the first thing they say is it's really safe. i spoke to a founder there who says she keeps her her car door unlocked most days, which is something that you usually wouldn't do in the city. so they prefer, you know, obviously the views sell themselves, the atmosphere and then there becomes a whole network effect where, you know, these venture capitalists start bringing each other over and it, um, establishes like a reputation amongst other people in the community. and yeah, it just adds on itself. >> you say vc, so does that mean it's a lot of tech companies? what are some of the businesses that have signed their recently? >> yeah, we're seeing a good mix of venture capital firms have outposts there. you have real estate development firms, professional services firms like law firms or developers. and

then, um, tech companies are starting there. like if, for example, if you're into the crypto currency or the blockchain technology wave, the place to be right now is that the house of web3 in the presidio. >> all right. so for those who haven't been back to the presidio in a while, what else is going on there? what else is being redeveloped and brought in and breathing new life into the space? >> well, yeah, it's all self-contained. kristen sze. i mean, there's like seven restaurants you could eat at there. there's entertainment, there's bowling. um, so it's not just office space, you know, uh, bay fc, the new women's soccer team, launched their brand there at that park. so, you know, san franciscans and bay area locals have been coming to that park for its scenes already. but now they can come there for a whole myriad of things, including work. that's fantastic. >> but while that is certainly a bright spot for the city, right, given the economic environment, is it not reproducible? that is, does it have a unique set of circumstances such as, you know,

the federal park? um, you know, that it's not something you can take the lesson and apply to somewhere else, like downtown, right? >> it's like like i said, you know, it's apples to oranges. the presidio will have things going for it that other places in san francisco just will not. but in terms of, you know, it does fit into the conversation that everyone is having in this region about how do we reuse places, how do we find new life for them? um, and understanding that the whole return to office situation is in flux, that, you know, we probably can't expect to fill the same big spaces that we used to. so um, taking care during the remodeling process and figuring out what people want, making them comfortable, that's going to be key. >> yeah. all right. certainly inspires ideas. kevin v nguyen thank you so much for joining us . >> thanks for having me. >> you can check out kevin's article and more of the san francisco standard's other original reporting on their website. sf standard.com and abc7 will continue to bring you more segments featuring the standards, city focused journalism twice a week right here on getting answers at 3

warning, not a warning because it's been dumping so very hard and there's certainly a flash floods is possible everywhere. let's check in with spencer and get the latest on this situation. >> okay chris, we've been under this warning for a while now. it will be in effect until 4 p.m. let's close in, give you a closer look at san francisco, and you see the box around it indicating the area of the warning. it includes the whole

city from the sunset district of the marina to the financial district downtown to the bayview , and a lot of the rainfall. i'm going to go back for just a second. a lot of the rainfall right now has moved across the bay over into the east bay. so even though san francisco is the location that's under the warning at the moment, we can hear, move, let's move this over here. notice how heavy the rain is right now from o. richmond and berkeley and orinda to moraga to walnut creek. so the east bay is getting the brunt of it at the moment. and along with the flooding, of course, in san francisco now, this is a level two storm on the exclusive abc seven storm impact scale. for the remainder of the day into the early evening bursts of heavy rain thunderstorms are still possible. and of course, localized flooding is already occurring. and here's the forecast animation as we get later into the evening commute, we'll see the heavier rain shifting eastward, but that doesn't necessarily mean it's going to be clear. sailing if you're driving over the peninsula or in san francisco right now, because those areas have already been hard hit by heavy rain. but later in the evening, the good news is, after 7 or 8 p.m, we're going to see the area of rainfall diminished
