city's corporate yard. >> residents were limited to ten bags each. good afternoon. i'm kristen sze and i'm dan ashley. >> thanks for joining us. now throughout this newscast, you'll see this qr code on your screen that you can scan with your phone to track this storm live with the same doppler seven that our weather team uses. >> let's go right to spencer christiansen to explain what is happening right now. spencer. okay kristen and dan, as you pointed out, we've had a stormy day already and it's going to get stormier here going into the afternoon. >> and evening commute. here's a look at live doppler seven. once again, you can see it's already wet everywhere, but there is more intense rainfall off shore, indicated by those colors of orange and red. so we'll get oops. this isn't moving, so i'll hit another button and on we go to a look at the wider view and you can see we've got wave after wave band after band of showers and downpours moving onshore. and that will continue into the evening and late night hours. this is a level three storm on the exclusive abc seven storm impact scale through tonight. we expect more rain heavy at times, gusty thunder, storm chance,

flooding and power outages are possible as well. so on we go to the forecast animation starting at 530. notice the red showing up in that line of storms. showers moving on shore later. that's the heaviest rain that we're likely to see, and there will be more of it all through the evening commute up until about 830 9:00 or so before the intensity of the storm eases a bit as it moves to our east. but even after midnight going into tomorrow, we'll see trails of showers and bands of rain following the main body of that storm. so the wet weather isn't going to end late tonight we have a flood watch in effect for the entire bay area until 4 a.m. tomorrow, with the chance of flooding on streams and creeks and roadways. wind advisory in effect for the entire bay area until 4 a.m. tomorrow. we may see wind gusts up to 45mph or higher in that those areas outlined by purple higher elevations. the coastal mountain ranges, east bay hills it's a wind, high wind warning with gusts up to 60mph or higher. and we have a high surf advisory in effect until 3:00 tomorrow afternoon. wave heights are

climbing to dangerous levels. i'll give you a closer look and the accuweather seven day forecast a little bit later. dan and kristen spencer thank you. all right. >> we have team coverage with crews across the entire bay area as this storm moves through. >> let's begin in the north bay with abc seven news reporter ryan curry. ryan >> hey, dan. kristen. ever since noon hit, it's been pretty much nonstop rain from the edges of solano county in vallejo, where we were earlier today up to here. now in napa, where you can see it is coming down. people are not taking this storm. likely. vallejo. plenty for people to get those necessary sandbags. got a flood in the garage last year and it messed with everything. >> reporter. >> this woman asked us not to use her name, but says she wants to avoid another major problem. >> it flooded the whole garage. everything got like all wet and soaked. it messed with like, we

have exercise equipment in there . >> she made sure this storm would not bring any more water into her family's home, and it's easy to see why the rain all over solano and napa counties was coming down. hard visibility on the roads was limited as cars took it easy on the slick pavement. flooding is front of mind for this region. >> we will send crews out to you know, patrol our storm areas and we'll check all of our critical infrastructure. make sure that if there's anything that needs to be addressed, we'll get that tightened up. justin keating with the vallejo flood and wastewater district, says his workers are staffed for the next 24 hours, ready to respond to any flooding. >> there's certain times during these really critical rain events that we may have. >> it's like an all hands on deck type situation where we'll have our entire department here working throughout the night, he says. >> they are focused on clearing all the underground storm drains prior to the storm, but with an atmospheric river, he says you need to have people ready to deal with floods.

>> sometimes we'll get ones that sneak up on us and you know, they'll really get us. so we just approach it to be prepared for everything that comes in, no matter what. >> and the rain actually just intensified really within the last minute or so. here in napa, we were speaking with some tourists who tell me that they have hotels booked in san francisco, but with the way the rain is coming down now, they told me they're most likely going to have to find a place to stay and wait the storm out. we're live in napa. ryan curry, abc seven news. >> sounds like it. okay ryan, thank you. >> from the north to the south, let's head to dustin dorsey. live in the santa cruz mountains. now. dustin >> yeah. kristen. you know, it's been a relatively calm winter for these residents, but they know it's about to ramp up steady rain falling. but as it intensifies, fallen trees and rising rivers may be a problem. >> so i want to prepare a lot of people are talking about it's going to hit pretty hard. they

haven't had a real hard one. this late last year to now. >> so people in the santa cruz mountains are bracing for heavy rain, high winds and flooding. >> they said it might go 18 hours and you could get maybe seven eight inches of rain is a lot. >> neighborhoods like soquel village and rio del mar flats, along with felton grove in the interlochen area near watsonville, have been notified about the danger of flooding from the storm, something heather azeem knows all about. >> that's how high the water was last week when that rain came and that really just it shot up in in a matter of just that day. >> azeem's neighborhood was waterlogged last january. you can see the high water marks left behind on the stop sign from past floods. everyone is hoping this storm will not be severe enough to leave a new water mark, that the ground is already saturated and there's nowhere for that water to go, which is why we're concerned about flooding in some of these areas that frequently see flooding. paradise park residents will have their eyes on flooding and the wind as

well. this house was crushed by a tree earlier this month, and strong gusts could lead to more issues. >> those trees come down, they affect the roads. they take out power lines. they cause outages. they take out communication lines and it takes us a while to get that cleaned up. >> now, of course, where a tree may fall is harder to predict, but the county says taking the steps right now to prepare for everything else. the storm may bring may save lives and prevent further damage. in the santa cruz mountains. dustin dawsey abc seven news thanks, dustin. >> all right, while it's hard to predict where all the trees are going to fall, it's going to happen. and let's go now to abc seven news reporter anser hassan with a look at the situation in the east bay. unser dan, good afternoon. >> we are along the san ramon creek in danville. many people remember it flooded last year that led to that massive street flooding this year. not so bad. you can see the debris has been cleared, branches have been cut, many of the residents that we

spoke to say they're happy. any of the prep work that's been done in danville before the rain comes. crews were out trimming trees, protecting power lines. this neighborhood saw historic flooding last winter, flooding, rain in the morning. >> so we thought might as well get the dogs out before it gets strong. sister sarah and emily bach live on an elevated property, but even so, their front lawn still flooded last winter. >> they say they cleaned their gutters and prep their backyard ahead of this storm. they're also happy to see crews getting ready. >> ever since the last year, they've been a lot of cleanup, which was much appreciated, especially since down the road there were like cars underneath the water, which was crazy. um, and we went to go check it out and it was up to our legs like our knees and stuff. >> last winter, danville, small streams and creeks over flowed and overwhelmed the drainage system that led to 3 to 4ft of flooding, which damaged homes in nearby san ramon. fire officials say the heavy rain and poor drainage caused the roof to collapse on the big five.

sporting goods store. >> as always, we encourage our customers to be proactive to make sure that they're cleaning up leaves, clearing their drains and gutters and checking their properties for any trouble spots, kelly bach is with the contra costa county public works department. >> she says it's important for residents to check areas for erosion and where water may be pooling. know your flood risk and call the city or county for help immediately. once a problem arises, we have something called our customer portal as well as mobile citizen app, so there's a lot of great ways for people to contact the city or town or the county right away to let them know about any issues that arise . officials want to remind residents to check city and county social media, sign up for their alerts, and fire officials want to remind everybody, we hear it all the time this time of year. do not drive through standing water. you don't know how deep it is or what's in that water. you don't want to get stuck reporting live anser hassan abc seven news. >> yeah, having to be rescued.

all right. answer. thank you. state agencies across california are mobilizing resources to prepare for this round of storms . the governor's office of emergency services gave an update today. >> california's leaning in and being very proactive to do everything we can do to prepare for these storms on the front end. >> that includes opening a state operations center run by cal oes. staff will help coordinate the state response with local agencies in communities that are impacted. the department of water resources is ready to respond to flooding. they've pre-positioned flood fighting materials in 64 locations statewide. flood fight specialists are standing by for deployment, so our units with the california army national guard and cal oes is doing outreach with the many unhoused residents across the state to make sure they have appropriate shelter away from flood prone areas. >> expect some disruptions if you're flying today or know someone who is, here's a live

and yellow. we've got a lot of rain coming down. strong winds as well, which you can see reflected as well on the right where you see the san francisco embarcadero, those palm trees dancing in the winds. >> and again, it's only going to intensify as we go forward. well, new details on a deadly plane crash in concord. >> the plane nosedived into an intersection around 1030 yesterday morning, not far from buchanan airfield. we've learned it was a two seat homebuilt plane with just the pilot on board. about an hour ago. the national transportation safety board said it was looking into witness reports of engine trouble.

>> we're we're looking at the pilot, we're going to look at the airplane and then the environment that he's uh- actually flying in that day. >> the pilot's name has not been released, but the ntsb did confirm that he is from the area. a preliminary report on the crash should be out in three weeks time. a car accident in san francisco caused delays on u.s. 101 near candlestick park. >> one of our abc seven news crews drove by the crash just before 2 p.m. you can see that rollover in there. video that car. the toyota prius was badly damaged. it's unclear if there were any injuries. >> scary. all right, let's go now to washington. and an apology from facebook ceo mark zuckerberg today on capitol hill . $30 million later. >> accountable. and no one should have to go through the things that your families have have suffered. >> this comes as lawmakers grilled several top tech ceos over online safety. abc seven news reporter melanie woodrow has some of the key moments. a

>> the mayors of california's largest cities joined the governor today to push for support of a state measure to expand mental health care. >> this is a game changer. the reality is what we're doing right now isn't enough. too many people are still suffering on our streets without access to resources that they need to get better. >> prop one is about using the dollars we have for mental health care more effectively. it's about greater focus. it's about greater accountability. it's about going to where the greatest need is. >> proposition one on the march ballot would authorize more than $6 billion in bonds to build treatment facilities for people with mental health or addiction challenges. >> it also includes funding for unhoused people. opponents say the proposition is vague and would cost taxpayers more than $10 billion. >> all right. we're in the middle of a pretty sizable storm . it's a level three. and look at it outside in. >> yeah it is already intensifying. it's going to get more intense as we go along. spencer christian is tracking it for us. spencer

>> dan and kristen, that image behind you pretty much tells the story. so let's take another look at that. that's live doppler seven showing that the rainfall, of course, has spread to all parts of the bay area. the more colorful parts of the image show where the heaviest rainfall is. it's pretty steady right now all through the central part of the bay area. from san rafael on the north bay, down through san francisco, onto the peninsula, san mateo getting a pretty good soaking right now across the bay to hayward, castro valley, san ramon. it's just wet everywhere, and the wind speeds are quite impressive. we've got gusts over 35mph at half moon bay, 38mph at oakland, and we will probably see even stronger gusts going into the late afternoon. and early evening hours. 54 degrees in san francisco right now, mid to upper 50s. also at oakland, hayward, san jose, san mateo and half moon bay. other temperature readings right now looking across the breezy, gusty embarcadero 54, in santa rosa, 52 petaluma and low to mid 50s at napa, fairfield, concord, 60 degrees at livermore and these are our forecast headlines. it will remain rainy and windy through the evening. tomorrow we

expect more showers a lighter rain than today, but still is going to be wet. a chance of thunderstorms tomorrow as well and going into early next week through the weekend. we expect more wet and unsettled weather. taking a look at our storm impact scale, the exclusive abc seven storm impact scale. this is a level three storm that we have through tonight with rain, heavy at times, gusty wind, thunderstorm chance and also the likelihood of flooding and possibly some power outages. forecast animation starting at 6 p.m. notice the reds and oranges here indicating heavy downpours that will reach from the north bay all the way down to the south bay at 6:00 through the 8:00 hour into the 9:00 hour before. after ten or after midnight or so, we'll see the most intense elements of this storm pushing to our east and moving out of the bay area. but they will be followed by other periods of showers and rainfall through the overnight hours and through the day tomorrow. now, with all that rain, you might imagine a flood watch is in effect for the entire bay area until 4:00 friday morning. flooding on rivers, streams, creeks, roadways likely and up

in the uk area. see these lighter greens indicating a flood warning which means that flooding has already begun or it is imminent. wind advisory in effect in these areas in the lighter color for the entire bay area, gusts up to 45mph or higher. that's until 4:00 tomorrow morning. the purple color here over the higher elevations of the coastal mountain ranges and the east bay hills, indicate that a high wind warning, where gusts will reach or exceed 60mph. and we have a high surf advisory in effect until 3 p.m. tomorrow with large breakers likely to reach heights of 22 to 26ft. and of course, that means dangerous swimming and surfing conditions. moving along, take a look at the main storm concerns the high concern for flooding on creeks and streams, and low lying areas. high concern for shallow landslide, high concern for downed trees and power outages. lower concern for river flooding. although that is a possibility. and in the sierra winter storm warning in effect until 4 a.m. saturday for heavy snow, 1 to 2ft of snow generally up to three feet in the peaks

and gusts up to 65mph. temperatures tonight low temperatures upper 40s to about 50. highs tomorrow, mainly upper 50s. a few places may reach 60. and here's the accuweather seven day forecast. level one storms tomorrow and friday. uh- a slight chance on saturday that looks like our best chance for a dry day. uh- maybe a few peeks of sunlight here and there, wet and windy and stormy again on sunday with another level two storm followed by level one rainfall on monday and tuesday and maybe next wednesday. oh boy. showers this this is totally this is what we mean by an unseen old pattern of weather. we just don't see a major break for drying out anywhere in the next seven days. >> okay. thanks, spencer. the closures are coming in the oakland zoo posted this video on x today, writing that they will be closed tomorrow because of all this rain. >> the san francisco zoo closed early today. also because of this weather. >> and remember, you can track the storm with the same live doppler seven that spencer and our weather team use every day.

rain. let's check in with spencer for the latest. >> yes, that's right, we're all getting rain and the wind gusts are getting a little bit stronger as well. here's a look at live doppler seven once again. and you can see it's wet everywhere. but there are lines of more intense downpours just offshore. and the pattern going into the evening hours will be a surging bands of rain moving onshore. strong for heavier rainfall. so here's a look at the storm a close up. this is on the exclusive abc seven storm impact scale, a level three storm through tonight. more rain, heavy at times. gusty wind, thunderstorm chance and flooding possible and a wet uh- power outages as well. the forecast animation starting at 6 p.m, shows that line of red from north to south, indicating the heaviest downpours we're likely to see in the next couple of hours. reaching from the north bay, through the golden gate, down onto the peninsula and onto the santa cruz mountains. by 8:00, heaviest rain will be over in the east bay and down into the south bay still, and the south bay still getting pounded and drenched. by 10:00 tonight. but after midnight we'll see the heaviest storm activity moving to our east, and then we'll see showers and pockets of rain moving in overnight. and tomorrow a flood flood watch

everyone to stay ready. frightening images from saratoga wednesday a large redwood tree toppling onto a truck, trapping a girl sitting inside. she was waiting on her father, who justrillionun back into the home. she amazingly suffered non-life threatening injuries. the national weather service, reporting 30 to 60 mile per hour gusts at the time, officials saying the cause could have been those high winds and saturated soil. >> we're expecting to see moderate to heavy rain fall here in our county and we have been preparing for this storm since maybe two weeks ago. >> where do you live? right now? >> pastor scott wagers is an advocate for the unhoused. he says many in those communities don't have access to weather forecasts and can be caught off guard by storms. and it's days like today where people end up caught unaware to the weather when it's cold, when it's hot, when floods come, you know, the unhoused are the most vulnerable. wagers have been handing out clothes and supplies throughout san jose encampment to help them stay ready, and we need to do it quickly because,

storm continues to roll through. right now live in san jose. zach fuentes, abc seven news zach, thank you. >> and zach touched on and imagine what life must be like for those living on the streets in this kind of weather. so let's turn now to the homeless point in time. count that's happening in cities across the country. >> it's essential to securing federal and state funds and getting the right number is essential to building a better bay area. >> last night, abc seven news reporter lyanne melendez went with volunteers to count the unhoused in the tenderloin in san francisco. what did you see out there, leanne? >> you know, i saw a lot, and i have to say that it was disconcerting, really. but i also saw a lot of volunteers who really wanted to get this right now. did they manage to count every single homeless person in san francisco? no no, this was meant to get a somewhat accurate number of people who are unhoused now. they started at eight last night, and we're told to count people while giving them the respect and space. they deserve. >> we're going to go to larkin

and eddie, started larkin. and eddie on this clear, mild night. >> groups of volunteers are ready to comb through the streets of san francisco to find and count. the number of people who are unhoused and went through alleys, some of them to be at the pier, some of us will be under bridges. >> i say we go, what do you think? go like this. and then down and then up. sounds like plan, plan. all right, let's do it. >> each group is assigned a specific area. the question, are you homeless is never asked. that's not how the point in time count is conducted. instead, they do a site inspection at times offering resources like in the case of this woman. then they jot down whether they think the person is confirmed suspect or if no one on the block is unhoused. and how do you know she's homeless? >> uh- well, that's a good question. i'm assuming it's

because he's out here and she's sleeping, but it helps that many of the volunteers and people working for the nonprofit code tenderloin know many of the unhoused in the tenderloin neighborhood, or were once homeless themselves and know who's who. >> two weeks ago, i was homeless , sleeping on the concrete just like she was. so a lot of them. i do know del seymour is out counting tonight himself, once homeless for 18 years. >> how should people approach the unhoused tonight? >> no different than you would approach someone if you walking up the front stairs to their home. >> so this is their home? >> yeah. there's no such thing as encampments. those are for yosemite. these are dwellings in san francisco. >> the count runs from eight in the evening to midnight, because that's when people are believed to be settled in for the night. and less likely to be moving around people in cars and in city shelters are also counted. the purpose of this nationwide count is to determine if the number of homeless people is going up or down the results

will impact services and federal dollars, but no one is expecting the numbers to be entirely accurate. for example, as they go by a closed tent, they'll never really know how many people are inside, so they are counted as one individual. it's impossible to get an accurate count. >> yeah, in no way can you know, this is the closest that we can get to, you know, a perfect count as a result, some groups are undercounted. >> margot kushel is with the ucsf benioff homelessness and housing initiative. >> homeless families do everything that they can to stay out of the public eye because they're really worried with good reason that their children will be taken from them. >> young people are also undercounted because many are couch surfing or staying with friends. >> we know the number from last point in time count was a little over a thousand youth experiencing homelessness, and we know that number is much higher. >> that's why volunteers in the haight ashbury neighborhood conducted their. count in the

mid morning hours, when young people are more likely to be hanging out on the streets. >> we'll split up, have one team go this way and the other team on this side. okay, we'll meet up at the end and get a count back in the tenderloin this evening, we counted between six and 21 unhoused people on each block, including. forrest byne, who had just claimed a spot on the sidewalk to set up his new tent. >> i had to do with the addiction. you know, and the choices i make and how i live. but i've learned a lot through being homeless, and my journey is just as important as anybody else's. i believe now in the spring, they will have the first set of numbers out, but we won't get the full report until this summer. >> and that's when the city will find out how many people are homeless here in san francisco. and during that last count, two years ago, the number was 7754 people who were homeless. so
