why that mayor of san francisco is vouching for wellness hubs to be included in her upcoming budget and how they will be funded. good morning. i'm liz kreutz with lisa argen. with get a check of the sunday forecast. lisa: starting out with cloud cover and patchy drizzle at the coast. looks ready interesting -- a little moisture there but it doesn't amount to much. those multilayer clouds is will let dictate the forecast today and as we look at the exploratorium camera, mid-50's in half moon bay. 59 in san jose. look at the breeze from the roof camera. 56 in santa rosa, 58 by the delta. three to four degrees milder and the winds it will be with us and cranking up throughout the day. the next several hours featuring mostly cloudy skies. by the 3:00, 4:00 hour, we brighten up to mid or upper 60's, may be a 70 degree reading. a sunnier memorial day.

we will get warmer. i have the answers coming up. washington on the debt ceiling. legislators are crafting a package to share with lawmakers on a tentative deal between the white house and lawmakers. kevin mccarthy says he will speak to president biden about the agreement. sources say it's a two-year budget deal that would separately raise the nation's debt limit for two years. this invite has called the deal an important step forward. lawmakers raced to put together the deal just days before the june 5 deadline. >> we still have a lot of work to do but i believe this is an agreement in principle worth the of the american people. it has historic reductions in spending, consequential reforms that will lift people out of poverty into the workforce, rain and government overreach. liz: the agreement does not come with any new taxes or government programs. the next challenge will be pushing it through the house, which is expected to vote on wednesday. some hardline republicans are buttoning to sink it.

the house democratic leader is not saying whether a majority of his caucus will support it. it is memorial day weekend and there are several events planned in the bay to honor the men and women who died while serving our country. that includes one of the san francisco -- one in the san francisco cemetery. boy scouts planted flags for soldiers and notable figures laid to rest there. tomorrow's ceremony begins at 11:00 a.m. and will include a band concert and flyover by the coast guard air station san francisco. volunteers prepared the lafayette memorial for a vigil tomorrow. and east bay congressmen will speak during the service. the memorial was first created in 2006 by a small group of people who decided to build attribute for those dying in iraq. the volunteers included a bay area -- a group of bay area boy scouts. >> just preserve the crosses so everyone can see who fought and that their legacy lives on.

liz: organizers say the event will help her member the ultimate sacrifice and reflect on the consequences of war. the memorial is open to everyone and will begin at 5:30 tomorrow night, located right across from the lafayette art station. in the ongoing battle against san francisco's drug overdose crisis, safe injection sites could be a reality. the mayor says there will be room for what she calls wellness hubs. tara campbell shows that this could lead to nonprofits opening privately funded sites. >> at the end of the day, some people are going to like it and some people aren't. and that is just what it is because i am putting everything on the line to change what we need to do. >> a public promise from mayor london breed to get tougher on drug dealers and users while more quietly making way for privately funded safe injection sites. places people can go to use their drugs under supervision in

case of an overdose. a preview of showing room for what she calls wellness hubs, noting any inclusion of safe consumption sites in these wellness hubs will have to be privately funded. >> we are looking at receiving funds for the city for all the wraparound services. where the city is not going to help with funding is the actual overdose prevention site. that work will be privately funded. >> also known as safe injection are safe consumption sites are illegal under federal law. but the mayor believes the new york model could provide a path forward, using private donations to operate the specific space where drugs are used, not city dollars, making the city in theory less liable. sam rivera is the executive director of onpoint nyc. the nonprofit operating to consumption sites in new york city, the first in the country. he spent time in san francisco this week prepping nonprofits

and says the city's showing of support is critical. >> working with the city health department, a funder who not only sees their role as providing the funds that make it happen, but participating in a process where they can be creative and support other services that they know are key to allow the oversea to be successful. >> rivera also speaking at a fundraiser, helping raise those much-needed private funds. >> what kind of funding are you looking at to operate this power actual drug use happens? what kind of number are you looking at annually? >> annually, to find that, including having a medical profession -- professional, it's going to be $1.2 million. >> the city's portion of the wellness is estimated to cost $1.3 million year with the mayor ning to open three sites in

the next two years. liz: tara traveled canada to examine north america's first aber -- first ever safe injection sit you can watch the documentary, injecting hope, on demand right now on our bay area streaming tv app. in emeryville, police are investigating a deadly shooting. an officer heard several gunshots and that is when they found a man with multiple wounds. it happened near 41st street in san pablo avenue after 11:30 on friday night, not far from the oaks card club. this is emeryville's first homicide since 2017. a man is under arrest after he led police officers on a chase over the -- under the bay bridge before crashing under the tunnel. it shut down three westbound lanes, backing up traffic for miles. this is video of the bay bridge around that time. the pursuit started in san pablo. dispatch audio captured initial information on how it unfolded.

was wanted on a felony weapons charge. we don't know if anyone was injured in the crash or how may cars were involved. the person who was arrested tried to get away but they eventually caught up with them. state farm says it will no longer ensure new homes or businesses in california. one of the nation's biggest insurance company says it's due to high wildfire risk and increased constructional cost. cornell barnard explains what it means for those searching for insurance. >> the fact they just want to pick and choose who they covered doesn't seem the way it should be. >> she knows the slogan -- like a good neighbor, state farm is there. but she wonders how true it is after the company hempstead will no longer ensure new homes and properties in california do to wildfire risk and rebuilding costs. existing state farm customers likely so will not be affected.

she and her family have spent the last five years rebuilding the santa rosa home they lost in the 2017 tufts fire. houses complete but she worries about others will -- moving to the area. >> insurance is where things go wrong and fire is something where things go wrong. if you want to ensure in the state of california, one of the biggest areas where they insure, you should have to ensure everyone in california. >> state farm auto policies will remain the same. state farm says theade the decision due to historic increas in construction cost outpacing inflationrapidly growing catastrophe exposure d a challenging insurance market. it's necessary to take this action to improve the company's financial strength. california has experienced record wildfires in the past six years. state farm is the second company to stop offering coverage due to wildfires. last year, aig notified customers their policies would not be renewed.

hindu cardiologist who wanted to unite his community with all asian cultures. at the alameda county fairgrounds, hundreds showed up for a special night market that draws inspiration from the open-air markets of asia. ryan curry was at the event yesterday where people say the event holds a special meaning. >> there's a reason why the line for this booth is so long. not only does the food looked good, it's made by a family from japan. they've been in the unite states for about 10 years and have been traveling around the west coast selling in markets like this. >> do you usually have a line like this? >> ike five times. 200 people in the line. >> the 626 night market originated in los angeles but where is other cities. it came to the alameda county fairgrounds. wonders are small california businesses taking part in an event inspired by open-air air markets in asia.

a lot of things at this event are asian inspired, particularly the food. some vendors getting creative with fusion style. >> it is all based on family recipes and we put our own twist on it when we do hawaiian fusion. >> they run one of the most popular booths. they say they started as a food truck but have been using events like this market as their primary source of income. >> if you think of the original, we step it up a notch and we provide something different, reinvent the wheel basically. >> organizers say the goal is to bring community together to showcase california vendors. the main focus is the exotic food. >> it feels very homey. to see a culture being represented, it means a lot. >> he is -- may is aapi month. those we spoke with say it shows the importance of diversity.

for most of us. mount tam, temperatures in the mid and upper 50's. a little milder due to cloud cover. 59 in mountain view, the airport where we are looking at a cool afternoon. the winds up toward 28, 30 miles an hour. santa rosa, you have been in and out of the cloud cover day after day but it has not been a warm may for you. 59 in novato but mild elsewhere in the valleys. still a lot of green o from the shark tank, there's the clouds. with that, we will go into the afternoon but then thinning out. it will remain cool and we look for a sunnier monday, memorial day allowing for temperatures in the low to mid 70's as we get into the sun sooner. we have the influence of these upper-level systems for the next

several days. there is the possibility of those showers as you had further north into northern california and by your monday afternoon, earlier clearing, we have a nice, sunny day. the beaches remain cloudy. but look what happens on tuesday. with this system lifting out, it will disrupt the marine later and cloud cover. allowing for partly cloudy conditions. some the numbers come down and wednesday, very little change. over the next 10 days, the forecast model once to paint a little rain into san francisco. may be the june second or third time frame, so we will watch that. low 70's inland. 60's and 70's bayside and inland . 50's with the clouds at the coast. so tourists should know, come with your jackets.

liz: california's democratic party will wrap up its convention in los angeles today. it saw several prominent members speak ranging from nancy pelosi to governor gavin newsom. they told the crowd to stand firm for our liberties. that is the spirit of our time -- standing firm, standing tall and standing up for our freedoms and liberties which are under attack across this country. liz: during this year's convention, there was a spotlight on former speaker nancy pelosi and her accomplishments over 20 years of service. vice-president, harris became the first woman in west point

220 year history to deliver a commencement speech at the military academy. >> you stand on the broad shoulders of generations of americans who have worn the uniform. liz: she warned graduates they were in increasingly unsettled world were long-standing principles are at risk. in the history making speech yesterday, she discussed teams of global security and prosperity. she argued america's them a craddick ideals inspire billions. closer to home, we've heard a lot about struggling union square with empty storefronts and stores leaving the area, but there is some good ute -- some good news. union square is seeing luxury stores expand. as suzanne bonamici shows us, tourists are still visiting the area. >> union square is home to all sorts of luxury stores. >> clients come into feel what they like which is very important. whether they choose a cotton or linen or italian beachwood.

i think people coming out of the pandemic are looking for what they are calling revenge travel and experiences. luxury seems to be at the forefront. >> a few weeks ago, rodriguez told us luxury stores are expanding in the area. >> they move from a current location and created a flagship style location. the goal is to have three levels of luxury retail at the heart of union square. >> mayor london breed says she is pushing for zoning and tax code changes to make it easier for businesses to open up in downtown san francisco. >> we are changing our zoning across our downtown and union square to help fill empty spaces with more diverse uses. >> just on this block, there are 13 empty stores. >> this flower stand owner says changes desperately needed. >> i think it's a great idea. get people into the empty stores. liz: still to come, ariel

this morning, on the move for memorial day -- why federal authorities say the airline industry is holding up well this year as numbers hit pre-pandemic levels. good morning and thank you for joining us. let's start with other checkup the forecast. lisa: we are gray with the clouds begin to scatter out a little bit. mount tam, kind of a neat picture. 56 in oakland, 59 in san santa cruz at 56. some sun yesterday, made it to 70. that has allowed for temperatures to be slightly milder. although layered clouds. the breeze over 10 miles an hour in oakland. 15 by that delta. it peaks at 30 miles by the coast and look how the clouds stay put until 2:00 or 3:00. then we see partly cloudy skies and temperatures in the 60's to near 70. up toward santa rosa,

quickly come back but we have the holiday to talk about which will be sunnier. liz: airport officials getting ready for travelers returning to the bay area tomorrow. here is a live look from sfo this morning. the faa projects today will have the least amount of flights but airports will be the most busy in the mornings and early evenings. if you're traveling by car, here is when you can expect the most traffic. on monday, the worst time to drive is from newnan until 3:00 in the afternoon. some people are calling this weekend a travel nightmare with long lines at airports and traffic picking up around the country. the unofficial kickoff to summer is expected to be busy and that could mean a summer travel season will be busy as well. >> millions of americans are on the move for the memorial day weekend holiday in numbers not

seen since before the pandemic. >> security was very, very long line. but it moved quickly and getting it to atlanta was easy pc. >> the tsa says it screened two point 6 million passengers on tuesday and on friday, another 2.7 million. that's the highest number in a single day since 2019. >> the early data suggests we may have seen the busiest travel day since before covid and the system held up quite well. >> the department of homeland security says they are ready for a busy summer travel season. >> the volume of travel is increasing and that just means america is back and booming. >> on the roads, 37 million people are expected to drive to their holiday destinations, a six percent increase from last year. aaa says part of the reason for the large number of road trips is lower gas prices than last year.

this return to pre-pandemic travel numbers may continue through the summer. >> a robust memorial day translates into a robust summertime travel time. >> air travelers are being arrived -- being advised to arrive early to allow for long security lines and for those driving, experts say the worst time to be on the roads will be between noon and 3:00. liz: people are in custody after three people were killed and five others injured. that mayor of the town of red river says all of the members were members of eicher gangs. police arrived within 30 seconds of the call going out. police say there's no ongoing threat to the community. two horses are dead after injuries on the track at churchill downs. they are the 11th and 12 deaths in the last 12 months on the racetrack where the kentucky derby is held. they say the injuries were

inoperable. investigators are looking into the reasons behind the recent string of injuries and deaths. the last leg, the belmont stakes, sent -- is set for june 10. in a historic vote, the texas house of representatives decided to impeach attorney general ken paxton. the articles of impeachment accused him of bribery, obstruction of justice and abuse of the public trust. he is suspended from office pending a trial. one says paxton meant -- paxton -- >> i would like to point out several members of this house, while on the floor of this house , doing the state business received telephone calls from general paxton personally threatening them with political consequences in their next election. liz: paxton called the move a politically motivated sham on twitter. he's the third texas public official to be impeach in state

history. pope francis is back to work after taking a day off because of a fever. the vatican says he canceled all his meetings friday morning. the 86-year-old pontiff has recently seen some medical issues, including spending a couple of days in the hospital for ron kind us. pope francis celebrated mass overnight in st. peter's square. new this morning, and honor for veterans. the department of veterans affairs is looking to raise awareness for burial benefits for those who have served in the military. these benefits frequently go unused and they want veterans who served and their families to know the extent of their options. >> is expanding, adding 70 acres to the south of these hallowed grounds. an estimated 80,000 burial sites by 2000 27. >> the current physical expansion we are doing was the last available land contiguous, connecting to arlington national

cemetery. to do that expansion, we have had to reconstruct existing roads. >> the cemetery open to veterans of all branches will be able to accommodate a fraction of the current 23 million active duty service. >> without expansion, we would be closed as an active cemetery around 2041. the southern expansion will take us to about the mid 20 60's. >> about 30 miles south this quantico national cemetery, one of 155 national cemeteries across the nation maintained by the department of veterans affairs national cemetery administration. the a undersecretary for memorial affairs says the department is working with veterans groups to encourage those who have served to utilize their final benefits. >> we are working hard with arlington national cemetery and dod to make sure there is awareness. for those thinking about arlington, we want to let them

know there are other options as well. >> the network includes 120 one state run cemeteries funded by the v.a.. benefit that v.a. benefits which include no-cost interments and similar benefits for spouses is low compared to other v.a. benefits like health care and education. last year, just 22%. >> we want to make sure veterans know this is an option across america. >> they are working to improve rural access to burial sites. and indents areas, build aboveground opt when in los angeles. another will soon open in queens, new york. >> the way we look at it is this is the nation's last chance to thank that veteran for their service. liz: still ahead, anime

liz: here's a live look outside from the santa cruz camera. people already staking out their spots on the beach to have a nice start to their sunday. workers are getting ready to reopen the golden gate bridge parking lots which are closed to -- close most days due to traffic congestion. the parking lots are closed from 11 a.m. until 5 p.m. on saturdays, sundays and holidays. you can still park in the overflow lots on the san francisco side or take public transit, use rideshare or bike. northern california's largest anime convention is back.
