hailing outside. we have this video a few hours ago. the storm is why we have team coverage to make sure we are capturing the weather where you live. >> let's start with our weather expert. >> it has been an interesting day. let me show you live doppler 7. you will notice we are continuing to see the mix of showers and snow. let's get you into street-level radar. first we are going to start with mount hamilton where we have been seeing the snow accumulating. now to the santa cruz mountains. highway 17, the summit getting a mix of rain and snow. older creek has seen a mix of snow down to 500 feet paired skyline boulevard seeing a mix of rain and snow showers. has we head toward the mount saint helena area, the hills around calistoga getting a little bit of the white stuff. running from oakland to skyline boulevard. santa clara in the south bay.

willow glen i'm a wet weather moving through the region. on our exclusive abc 7 storm impact scale it is a light level onar ts evening. it bomerate th storm later tonight into tomorrow morning. lightning strike showing up just off our coast. as we go into 9:00 p.m. we start to see more areas under rain or snow. the intensity picks up late tonight going into 2:00 a.m. tomorrow. there is a possibility of more hail. thunderstorms and snow as low as the valley floor. potential is there for a few flurries at sea level. we have a winter weather advisory :00 p.m. tonight. it is a winter storm warning going up at 7:00 tonight for all of our hills until 11:00 a.m. up to 12 inches of snow. i will be back with the rest of

the timeline to show you how much longer the storm is going to last. >> power outages have been an ongoing issue from this recent stormy weather. here is the current situation for pg&e customers. early all of the current outages are along the peninsula and making repairs means shutting down highway 101 for hours. menlo park between march and willow roads was temporarily closed. pg&e crews had to repair a damaged power line after a tree fell on it. workers first remove the tree and replaced a damaged wire. lanes in both directions reopened just before 5:00 p.m. southbound lanes reopened first at 4:45. the northbound side reopened 10 minutes later. suzanne phan joins us with impact power outages are having on the surrounding communities. >> tonight i can tell you the

cars are zipping by after a temporary shutdown on highway 101. pg&e says they were able to take some important steps. thousands of people still without power but that could be changing in the next couple of hours. pockets of menlo park and east palo alto are without power and that is hurting a lot of families. >> so many people without power. private homes and businesses. it has been affecting everybody. i'm wondering why. >> in east palo alto we spotted crews working hard making repairs. you are quite a few streets where traffic lights are not working. i east palo alto 360 students not in class because of the power outage. the superintendent says five schools and east palo alto are without power. at this department complex this man is trying to make the best of the bad situation.

>> the frost advisories in the past two days it has been a great. >> his power has been out since tuesday. > it definitely has been really hard. a lot of the stuff in my fridge is going bad. >> in a tweet pg&e shared at least 4000 customers have been without power. >> i live pretty close to downtown menlo park and i know it extended all the way across santa cruz avenue to root -- to grocery stores like trader joe's. >> sarah says her power -- her apartment has power off and on. > there are people on partridge in menlo park i was told that have been out for two or three days. that is a low cost building is like a hud building, section eight building where there are people with disabilities. >> pg&e says a trail along highway 101 toppled over and damaged a power line. traffic had to be stopped along

highway 101 between marsh road and will the road in menlo park. this afternoon pg&e offered this update. >> this is all hands on deck in san mateo county. the extent of damage has been beyond -- has been beyond anything we have seen in decades. customers and east palo alto and menlo park and expect to have their power restored by 10:00 p.m. tonight. these are people who have not had power since tuesday. >> a long few days. thank you. >> along the peninsula check out video from skyline boulevard in san mateo county near the pea ridge my creek redwoods open space reserve. some kids enjoying it. some people from pacific on this is their first time playing in the snow. in east bay check out how the day started with the oakland hills.

a home at an elevation of roughly 1200 50 feet. let's go to abc 7 news reporter on sare hutton. what are the conditions now? >> as the sun starts to go it is starting to get cold out here in the oakland hills. it has been dry most of the day but we started to see some of the rain come down. earlier this morning there was a bit more rain and some wind. something we don't often see, the snow. >> my husband was not awake yet and i was like it is snowing. >> patti woke up to some wild weather this morning at her house in the oakland hills. >> people say they are not seasons in california, there are. it is not like the midwest. n eve it is unusual but kind of fun and different >> >>. thursday morning snowfall was light compared to what could

come thursday night. the east bay hills could get up to a few inches of snow and elevations above 2000 feet. crazy to see snow this time of year? >> very crazy. it is cold up here in the hills. >> david bishop is with oaklands department of transportation. he is part of the many crews canvassing the area. they are preparing the hills ahead of the cold front moving in. snow is not the only issue they are facing. >> we are up here doing mechanical storm cleaning. throughout the hills and skyline boulevard. >> it happens every 10, 15 years. it is pretty unusual. >> joshua davies comes out to redwood regional park for a run even in the rain but early in the morning it was not rain but light snowfall that impacted the roads. this is video of his drive skyway -- skyline boulevard. > the rain really started to come down.

actually started to stick to the ground. i saw some people pulling over trying to collect snowballs. not a whole lot of snow to collect but it was kind of fun seeing. >> as we have been reporting tonight the storm will likely bring winter like conditions. that could mean reduced visibility, downed trees. caltrans remind drivers to check conditions. >> thank you and stay warm out there. >> in the north bay check out the snow falling on mount tam. our tower camera this just after noon today. you can see how breezy it was. the flicks look like they are falling sideways. abc seven news reporter cornell barnard is live in santa rosa. the worst part of the storm will arrive later tonight. > we have seen it all today.

it is cold and windy. some of the peaks around santa rosa got two inches of snow overnight and more is on the way. neighbors in mill valley stepped out to a hailstorm thursday morning. the day lucia of ty pellets lasted for several minutes before melting away. snow fell in the mendocino county town of willits. sky the dog was loving it and he experienced snow for the first time. several inches of snow fell over time. the face of mount st. helena was covered in fresh snow. state shouted in clouds most of the day. check out the flurries from our tam cam. this is likely just a taste of what is to come. several inches of snow is predicted here and ensure to draw a crowd to check it out. >> it is exciting. it is in our backyard so it is a lot cheaper to see the snow then drive to tahoe and drive a -- and spend a fortune in that endeavor.

we recommend if you're trying to get up here to park lower down and hike. >> in petaluma rain not made for some slick roadways on 101. the chp urging everyone to slowdown. >> we could see some wild weather tomorrow. take it slow. some counties like marin don't have snowplows so they may have to improvise with the trucks that remove debris and mud. if there is a lot of accumulation on mount tam they may have to close panoramic highway temporarily. if you're heading out tonight, tomorrow be careful and bundle up. don't forget the gloves. >> not forget the gloves. >> in the south bay the santa cruz mountains got enough snow to have a good old-fashioned snowball fight. commuters got the rare

experience of driving on a snow-covered highway nine which connects the mountain communities in silicon valley. the highway was closed early this morning when a truck spun out and hit a guardrail. >> you're going to hear from the parents of the two-year-old boy who was hit by a falling tree. he is hurt but we are so relieved to tell you he is going to be ok. stay with us.

the hills of st. helena. looking at the santa cruz mountains the summit is a mixture of wintry mix that snow rain mix is starting to show up around north of tassajara. diablo road. it is wet right now. let's take a look at how much snowfall we are talking about. tonight and tomorrow morning snow level between 1000 and 200 feet. east bay hills up to half a foot. santa clara hills is where we are expecting six to 12 inches. some of the higher totals. in the santa cruz mountains three to seven inches of snow. 30's and 40's on your temperatures. cold or than average today. now the winds are coming up gusting to 39 at oakland. 32 in hayward and napa. when advisory until 4:00 p.m. tomorrow. gusts could cause outages and

topple tree limbs. 7:00 tonight southerly winds continuing to ramp up going into midnight. over the hills it is going to be stronger winds. this is our east bay hills camera. you can see the bouncy camera not expecting as strong of winds as what we experienced a few days ago. here is the area of low pressure that is going to bring us our second round of rain, snow, wind appeared we have seen lightning strikes off our coast. it is a rainy view from our walnut creek camera. another frigid night wintry mix continues tomorrow. this is a level one for tonight. breezy. hale and thunder chance. a two late tonight into tomorrow morning. that is where we are expecting the widespread rain. snow increasing along with hale

states that does not require high school students to be taught computer science. a bill in sacramento would include california among 27 other states that already do. senior education reporter leah melendez tells us the next step to begin hiring more teachers in that field. >> the name of the san francisco high school speaks for itself. valeo academy of science and technology. >> usually they just asked me are you in ap computer science. >> in 2015 the school board voted to begin teaching computer science at all san francisco public schools from preschool to th grade. salesforce had been the main supporter in stem and commuter science education. >> students are going into a world where everything they are doing is on some sort of device. i think it is important for students to learn about how that technology works. >> 25% of public high schools in

california do not offer any computer science courses. that is about 429,000 students statewide. >> 27 states require at least every high school student have access to computer science. there are five states that already have computer science as a graduation requirement. >> those states are nevada, south carolina, arkansas, tennessee and nebraska. a summary member mark berman representing menlo park has introduced a bill to ensure every student in the state have access to computer science. in terms of employees going into these positions. californians that have the skills we need for cybersecurity positions or coding positions. >> while the bill will take time to make it through sacramento he hopes to see this kind of access state by 2027. he says it is time for the state to start investing in training more teachers.

camera. on getting answers andrew shorts from the central cr snow lab told us fluffy white snow is falling in the mountains which has less moisture and water content but the amount of snow might make up for that. >> the one thing that helps us as we are not talking about six inches of fluffy snow. we are talking about three to five feet on the summit and potentially eight to 10 feet by next week. even though there is less moisture content the sheer volume of snow we are expecting should help us with the drought. >> today's dusting of snow in the bay area was a curiosity that a real wonder in the sky. tara campbell compiled this look at some of the impressive sites from sky 7 today. >> our sky 7 tour begins in hayward heading or -- heading east toward mission peak overlooking fremont and just a dusting of snow. hiker still able to summit the peak.

does not explain to me what is taking so long. when police officers brandon neal and daisy missouri goes confronted a gardener over an open beer they asked for his id. he tried to explain he had to stand to retrieve it and it quickly escalated. >> take out your idea. >> i have to -- >> sit down. ok. stop >> you can see from his body camera the officer forces him to the ground over beer bottles, punches him in the nose and pushes his face to the rough pavement. it took the district attorney three business days to charge matteo with felony resisting and several misdemeanors kick she dropped the charges after seeing this video. nearly seven months since the conch -- since the confrontation she has not decided whether to

charge the officers with excessive force. >> why is it taking so long to make a decision about what to do with those officers on the can make a quick decision involving a member of the community? >> in his letter the gardener's attorney expressed his concern the da has a conflict of interest that has obstructed the prosecution of the officers who abused my client. basically arguing any action taken against the officers will have repercussions. >> those prosecutions that are ongoing involving those officers come into question and any past convictions the officers were involved in has witnesses or investigating officers come into question. >> the district attorney again refused my request for an interview. in the statement she did not address why her review is taking so long. she writes we continue to thoroughly examine the evidence to make a decision on whether criminal charges will be filed.

we will be transparent about the results as soon the conclusion is reached. on a different track the city of san rafael announced this week an independent investigation will be done in one month. >> the final report will be delivered to the police chief who will make a decision about what discipline if any to impose against the involved officers. >> the city atto report will not be made public if the officers are cleared. only if it finds the use excessive force. if the officers made a false statement. >> or the fourth exception an officer's use of force caused matteo to suffer great bodily injury. >> medical records provided to the i team show matteo did receive serious injuries. one thing that continues to bother some san rafael citizens,

the officers remain on paid administrative leave. the latest records show for 2021 the officer made $96,000. the other officer took him was $192,000. another important issue, with of the officers lied under the reports. they both wrote that he tried to get them on a headlock but the video shows that never happens. >> what a story. thank you. >> leronne armstrong has failed an official appeal a week after oakland's mayor fired him from his job as police chief. his attorney says this begins a process in which a hearing officer will review the case and make a recommendation to the city about whether to make any changes. report of armstrong's firing when we spoke live with the mayor on abc7news at 4:00. >> i have great respect for chief armstrong. i no longer have confidence he can continue to do what is needed to reform the police

department. we have a lot of work on our hands and i am focused on doing that work. that is reforming the opd system of internal investigations. so the situation does not happen again and potentially incorporating a civilian component into investigations. >> we also asked the mayor about the ransomware attack against oakland and what is being done about it. >> previously there has not been any investments into our i.t. department but i can assure you under this administration will be investing to ensure this will never happen again. i am positive a situation like this will not occur again once we are through without reading our i.t. department. >> the mayor says the city is working around the clock to resolve the current issues and get all systems back up and running. >> knew details from the ntsb about what caused the toxic train derailment in ohio and what the crew on board did in the critical moments before it

which could start this summer. he is charged with breaking in to the san francisco home october and attacking paul pelosi with a hammer. it is not clear which case is going to go to trial first. >> the focus of a highly toxic trained roman in ohio is centering on a burning wheel bearing, not the actions of the crew. that is in the plume at every report which came out today, the same day the u.s. transportation secretary toward the town. lindsey wants has story. >> this entire site will be completely remediated. >> how long that take? >> we will have to ask the railroad. >> as transportation secretary pete buttigieg surveyed burned out cars and debris the ntsb releasing its preliminary report on the catastrophic derailment of the norfolk southern train. >> this was 100% preventable.

>> the report focusing on a wheel bearing that overheated referencing surveillance video that shows what happened. moments before the train went off the tracks. the report says the wheel bearing and will set reached more than 250 degrees as critical alarms blared inside the train. at one point the automatic brakes engaging. >> we have no evidence the crew did anything wrong. >> the crew on board also slow down the train before it derailed. >> we will not wait for the process to run its course to continue doing everything we can to raise the bar on rail safety and to hold people accountable. >> at a press conference today buttigieg urged the rail industry to stop fighting safety regulations and addressed why he did not come here sooner. >> in terms of the timing of the visit i'm trying to strike the right balance allowing ntsb to play its role but making sure we are here. > he says he met with residents worried about their health and future. >> i've been getting headaches, sore throats. >> buttigieg saying they will
