sandhya patel. doppler 7 because the showers are still going and it is not just the rain showers. we are going to get you in closer to them how to -- timeout hamilton. they are seeing the snow. pretty cool stuff right around highway 35 around the san mateo county peninsula area. page mill road we are seeing the wintry mix. as we go around to other parts of the bay area snow showers closer to sea level starting to get picked up along with some hail. there have been reports of snow around bodega bay. don't be surprised if you do see some down to the valley floor. a light snore through -- a light storm through this afternoon. the area of low pressure is going to drop down and the intensity and coverage will pick up.

highway by 6:00 tonight. the power outage impacting people in menlo park and east palo alto. everything is shut down for the repairs. some people have been without power since tuesday. w nearly 20,000 bay area customers currently without power. the majority of the residences and businesses are in the peninsula and the south bay. > roads leading to like observatory on mount hamilton are closed due to dangerous conditions. the observatory got two inches overnight and the storm coming is expected to dump 33 inches more. almost three feet before it is done. we also saw a lot of snow in the santa cruz mountains. >> that is where we find zach fuentes. i don't see any snowballs.

in long time in california. me and my girlfriend woke up at 3:00 in the morning and it was coming down. it was prey nice. >> the snow accumulating throughout thursday afternoon but much of it was gone by midday. locals did not waste any time preparing for power outages. something they already endured for a short time when they woke up in the morning. >> taking pictures. for the short time enjoying although i did not have any power i was on generator power for the whole time. >> the snowplows work throughout theight to clear roads. the snow brought other disruptions to some of the santa cruz menton communities. traffic was blocked early in the morning when a pickup truck spun out hitting a guardrail. most locals agree it has been a treat to have this rare view right in their own backyard.

we will have more on the snow and what is ahead in a few minutes. first we are talking the oakland mayor. >> the mayor is turning us live this afternoon. thanks for spending time with us. let's dive right in because it has been a busy two months. let's start with the recent news and crisis. the ransomware attack on the computers. how is the investigation going and how confident are you the city will be able to prevent other attacks in the future? >> i know it is completely frustrating. i'm equally frustrated. previously there has not been any investments into our i.t. department but i can assure you under this administration will be investing to ensure this will never happen again. i'm positive a situation like this will not occur again once we are through with upgrading our i.t. department. our city team is working around-the-clock. they are trying to resolve and making strong progress every day. we are focused on fixing the

problems. i am very optimistic we can get back to business as usual. >> please keep us posted on the upgrades. i want to talk about the firing of police chief armstrong. you're getting a lot of criticism and pushback over the decision. did you anticipate you might get protests and recall threats? >> look, at the end of the day i have great respect for chief armstrong. again, unfortunately i no longer have confidence he can continue to do what is needed to reform the police department. the federal judge overseeing the city -- we are in the federal oversight said he was profoundly disappointed. the independent report demonstrated significant cultural problems in the department. we have a lot of work on our hands and i'm focused on doing that work and that is reforming opd system of internal investigations of the situation and potentially incorporating a civilian component into investigations as well.

i know that there -- we have heard from a number of community leaders they understand and support my decision. i understand some folks will feel differently. that is ok. for me i am always going to put oaklanders at the forefront pair the residents and businesses as well. we are moving forward in that way. >> i have a few more questio regarding the oakland a's. they have been very quiet lately. you have not said much about the situation. billy thing we have heard is commission around manfred said he has yet to talk to you about a project that is six to $12 billion. are you going to talk to the commissioner sometime soon and what is your sense or level of confidence phase will remain in oakland? >> i continue to one to keep the a's in our town. i understand they have had talks with other cities. regardless we want to upgrade our infrastructure to make our city more sustainable and safer. i'm going to fight for the funding. i've been talking directly

today's. those have been good conversations. this is been a long standing issue for many years before i became mayor and we are going to keep working together to forge a path forward. >> one of the hangups has been the infrastructure money the city proposal said they would have or the city would have. it does not appear all that money is available. how do you bridge that gap? going to ask again what is your level of confidence you can keep the a's here. >> the way we bridge the gap is to have these hard conversations with the oakland a's like i stated i am fighting every time i am in d.c. to ensure we have the infrastructure funding so we can move forward with this project. in regards to whether or not -- how i feel about the way we are moving forward i am very up listing. -- i'm very optimistic. >> the first

devastating fire. what can you tell us about that? >> such a devastating tragedy for a tightknit and long-standing community. i have the honor of visiting last sunday. for me it fell on the energy in that space, just being in the building itself walking into a historical building where people who were turned away from having an education. people of color were turned away for having an education where they were educated in that space felt really strong and so for me the mayor's office is going to help them make sure they rebuild and recover from this. folks can also join in. they do have a gofundme account and it is on their website. california state of emergency declaration will end next week so what is the city of oakland doing and are you ending the city public health emergency? >> we are going to be able to resume in person council and commission meeting starting next

week. we will be in a hybrid form. the hybrid option is going to be completely important because we need to have the ability to be in person and hybrid for our constituency. that will be some setting along with the states. there planning on opening city hall so stay tune for all that information and how we are activating the public spaces for city hall as well. for the city of oakland right now in the main future -- in the future? >> i ran for mayor and we had big challenges that has been underscored by my first few weeks any office but i set an ambitious goal for more affordable housing for oaklanders so that is number one. obviously public safety paired public safety ties into safer streets, cleaner streets. ensuring we have those resources. and of course activation of public spaces in cleaning up our streets. i am excited we will be announcing pretty soon as well

>> no snow but it is cold out there. we have seen 70 shots of snow from various locations. it is so captivating because it is so rare here. >> if only we could get some snow at sea level in the city. i don't think that is going to happen but the level is going to come down really low. >> it is already there. we have seen snow in boulder creek to 500 feet. looking back at previous years there have and a handful of times we have seen snow near sea level. it is a small possibility but i think i can still happen. don't let your guards down. i want to show you snow that is fallen from ever suffer covert camera.

50's. we have a few areas in the 30's. well below average for this time of year and the winds are getting to pick up out of the south gusting for 25 between nine miles per hour until 4:00 p.m. tomorrow. could cause some issues so be aware of that. hour-by-hour were the winds picking up in intensity at 11:00 p.m. you are over 30 miles per hour scattered showers, breezy conditions. snow over the hills. it becomes a two tonight through tomorrow morning widespread rain and we are looking at dusky weather. the snow will be increasing. hail and thunderstorms are possible to the showers remain scattered the intensity in the coverage ends to pick up at 8:00. at midnight we are seeing more of the wintry mix. snow as possible lower elevations down to the valley floors so don't be surprised do

blizzards. heavy snow, strong wind, ice and bitter windchill. over 60 million americans impacted by those alerts right now and it is still snowing. all of it moving south and east. the storm that hit oregon wednesday now swinging south into california prompting the first blizzard warnings and a los angeles county in over 30 years. >> this is the first time i have seen snow like this coming down like this hard and at this level of elevation. southern california but the heaviest snow is expected friday into the weekend. the california highway patrol is telling drivers to have food and water under their cars and their cars in case they get stuck. highways would likely get shut down change l.a. area drivers are not used to driving in snow. > we'll most never see this. >> already a light dusting of snow around the hollywood sign. all of the weather is impacting flights. portland and minneapolis with the most cancellations.

so i think it is important for students to learn about how that technology works. >> 25% of public high schools in california do not allow -- do not offer an computer science uses. >> 27 states already require at least every high school have access to computer science. there are five states that already have computer science as a graduation requirement. >> those five states are nevada, south carolina, arkansas, tennessee and nebraska. assembly member mark furman representing menlo park has introduced a bill to ensure every student in the state have access to computer science. >> we have such a huge shortfall in terms of employees going into these positions. californians that have the skills we need for cybersecurity positions or for coding positions. >> while the bill will take time to make it through sacramento he hopes to see this kind of access

>> i am a to alcohol so a great alternative. how do you get this nonalcoholic but it tastes like it has one? >> glad you guys enjoyed it. it is definitely a new trend. it is a process that has been developed over the past 10 years. to make it as a real wine and then remove the alcohol. it is as close as possible to the real thing. >> interesting. the ladies will joke about this but in general i'm philosophically opposed to wine or anything nonalcoholic but was stunned when i tasted it. are you getting more requests for nonalcoholic wine at your bar? >> we certainly are. it is definitely a trend around the country. you guys mentioned dry january. dry january brought it on this year.

we had so many requests over the bar in early january. -- in jerry drain away. -- in early january. when we sent you is by far the one we found. >> at indy wine and beer bar what percentage of your customers would you say opt for the nonalcoholic? >> it is tiny but rising. 10%. four or 5%. definitely growing. a lot of people don't drink wine at all but also people who occasionally don't want to drink wine so they will opt for something without alcohol for a certain evening. >> so you have some food you think goes well with nonalcoholic wine. >> absolutely. we have been working on pairings with this wine. we tasted everything earlier you guys are enjoying. >> real quick i don't know

whether it is a cause and effect thing here but when we were in the real throws, the early stages of the pandemic you could not find beer, wine. people were drinking everything they could get their hands on. do you think you are seeing the reversal now we are coming out of this pandemic state and people are going i don't need the alcohol? >> it is a good point they probably had too much alcohol during the pandemic so this is a little bit of a result of that. i'm sure that is not a coincidence. >> i will add that this nonalcoholic wine -- it is sparkling wine by the way. tastes like the real thing. that is incredible. i would enjoy this. >> kristen has taken all of my food here. where is your bar located? right down the street from you guys on 175 green street between buttrey and samson. you guys are neighbors. >> i will see you in five minutes. >> he wants the real thing.

a legacy. ♪ >> thank you. ♪ west oakland it is all about building. not just this new apartment building but legacy, community and wealth. >> i feel like i quit one more -- i put one more footstep in the sand of time. > this is the woman behind it. dealing brown. she named the building going up the black panther. do you feel like this is a continuation of that legacy? >> i absolutely do. >> elaine brown served as chair of the black the party, an organization founded in oakland in 1966 dedicated to fighting for housing, health care, food,

employment and education for the black community. now brown says that work will continue in this building. what makes you proudest when you stand here? >> to know that this community that is predominately black that has been abandoned has been destroyed in its beauty from 7th street from esther's and slim jenkins supper club and we may resurrect the spirit. >> between the 1940's and 1960's 7th street in west oakland competed with san francisco's fillmore district for the title of harlem of the west its bustling music scene and black-owned businesses. several urban renewal projects uprooted the black community. for more than 30 years the slot stayed vacant until the nonprofit ground founded oakland in the world enterprises get a license from the city of oakland to develop it. brown s set her sights on a

buildin with businesses and affordable housing. the biggest challenges, the $80 million price tag. >> nobody knows how i did it. i don't even know how i did it but i forced my way into the system to get enough money to do this. > worthen have the money to build the 79 units came from the state. all the units will be for people with low income and brown says the ground floor be a commercial space with four businesses owned by people formerly incarcerated or economically marginalized. brown made it a priority t higher black contractors to build the black panther. antoine long is a project manager and says it is something you don't see a lot. >> it is very significant. it means a lot. when people see that, they get a different sense of i can do that. i can be there. it can be possible.

>> the building is not set to be finished until 2024 but oakland and the world is already working with prospective residents. misty crossed into in king, actavis who occupied a vacant home in the area for two months to highlight the housing crisis are part of the team engaging with them every week. >> it gives them an opportunity to be part of oakland's development as we see all these nice buildings going up your they are unaffordable for us. to see a nice project being affordable for like people to live in is a great opportunity. >> at 80 years old brown says she never imagined she would be doing this. >> i did not even think i would be a live past 30. we all thought we were going to die but we did not. if you did not die, i had a duty excuse me to remember why did i start the work of the black panther party? i have to hold onto it and do what i can as an individual. >> continuing the black panther legacy while building a new one.
