but breaking news terrifying moments on campus a student describes the panic caused by a gunman on the loose three people were killed and five others injured at michigan state university. it has happened again our nation dealing with yet another mass shooting good evening and thank you for joining us md on limb and i'm dan ashley just about half an hour ago investigators said the gunman is a 43 year old man with no known connection to the university. this truly has been a nightmare that we are living tonight. but we have remained laser focused on the safety of our campus our students and the surrounding community several hours after the shooting investigators found the gunman dead from a self-inflicted gunshot wound during those terrifying hours while he was on the loose students and anyone in the area were told to shelter in place and people were warned to stay away from the campus. we were there locked in the rooms and the guys were telling us to run out the back door as quick as we can and run for our lives and i sprinted out there

as fast as i can into the woods, michigan state police released this surveillance video snapshot of a suspect police believe he acted alone in two separate shootings near two buildings on campus. we are relieved. to no longer have an active threat on campus. while we realize that there is so much healing that we'll need to take place after this. investigators are still working to determine the gunman's identity and are not sure right now of his connection to the university itself. the motive is still unknown. so they're looking for the motive and police will not say at this point if those students were msu students abc 7 news sent out a push alert as word broke about this shooting and we first learned about multiple injuries. you can download the abc 7 news bay area app with innate at two enable push notifications to get breaking news updates sent right to your mobile device. night, we're getting our first in-depth look at the report into one of two misconduct cases that

led to the suspension of oakland police chief lauren armstrong more than three weeks ago abc 7 news reporter jr. stone examined the report and joins us live in the newsroom with its findings. jr. this was a very lengthy report. it certainly was dion. we have 57 pages here in a previously hidden report detailing what outside investigators found as they interviewed a number of officers within the department. all eyes continue to be on embattled oakland police chief laurent armstrong currently getting a check but not working after mayor sheng tao put him on leave for dereliction of duty this for his handling of misconduct allegations involving one of his officers in 2021 new documents detail the hit and run accident involving oakland sergeant michael chung an investigation by a law firm gave background on that accident saying the surveillance video also shows that immediately after the collision sergeant chung stop the vehicle for four

to five seconds going on to say that officer chung was in the vehicle with another oakland officer that he was romantically involved with previously hidden report says either chung nor officer brand would exited the car instead the video shows the vehicle driving away from the scene of the collision sergeant chung was later interviewed about the incident but said it had happened four to five months earlier and he had no recollection of specifics like seat belt use volume of the radio or who was with him according to these documents chief armstrong's response to that incident and one where sergeant chung fired a gun inside opd headquarters has been questioned in a credibility assessment of the chief investigators did not find cheap laurent armstrong to be credible as he knew of information that hadn't been discussed at a meeting saying shows that he had been involved in discussions with other commanders about the facts of the case before the

presentation meeting and his own testimony that revealed he was aware of certain specific facts, that weren't raised at that december. 2021 meeting the chief fired back to any and all of those allegations when we spoke with them last friday. that's a completely inaccurate statement. i clearly made my statements clear to the investigators. we have that recorded statement. we also have read those reports and we know that no one in the investigation said that they advise me regarded this particular case. the lawyer representing the chief wrote me a statement tonight saying the reports authors acknowledged that the chief was walled off from this investigation relatively early when it was taken over by outside investigators. this police commission meeting is set for wednesday jr. stone abc 7 news. we will follow it closely jerry thank you new details tonight police are searching for a man who sexually assaulted a woman inside a building on grand

avenue monday morning. it happened across from lake merritt and children's fairyland about 11:30 this morning. the man is described as 25 to maybe 30 years old about five 10 roughly 140 pounds the suspect forced the woman into the building's restroom where the sexual assault police say took place anyone who recognizes this man is asked to contact oakland police departments special victims unit tomorrow, san francisco supervisor. hillary ronan will introduce a plan to sanction a red light district and legalized sex work in the meantime the san francisco municipal transportation agency set up garrett cades to curb prostitution along some mission district streets temporary barriers were installed on cap street between 18th and 22nd streets last friday residents. say the city's attempt to deter prostitution is becoming a hazard drivers are seen running over barriers and alleged sex workers are spilling over to nearby streets. always got this frustrator neighborhood. have you noticed anything this

advisor for san jose state student homeless alliance he weighs in on the recent study by united way what you need in to have success, you know, if you're a k through 12 student is you have to have stability in the family and if you have if you don't have housing you don't have stability the study found for every 100,000 people nearly 85 residents between 18 and 24 years old and nearly 38 teens and children under 18 are experiencing homelessness in san jose the numbers go up. there's so many people that fit in that category that you would never think. it has experienced homelessness abc 7 news has documented years of advocacy by sjsu students like lana gomez gomez also works directly with homeless youth and families at the bill wilson center in san jose. it is all of our problem. you see somebody outside on the street in san jose that shows there's something wrong with our community that shows there's something wrong with their system reason state senator. dave cortez is reintroducing a

a wintry mix. let me show you a live picture right now from our east bay hills camera. it is still a bouncy view even though the winds are coming down still gusting to 36 miles an hour at half moon bay. sfo earlier was over 55 miles an hour wind advisory remains up for san francisco in the coast until 6 am tomorrow those gusts up to 55 could cause some wind damage. here's a look at live doppler 7. the system is coming in from the north and it's going to drag down some colder air. so as we head towards tomorrow morning 30s and 40s at 6 o'clock. there are going to be a few showers that pop up but very fast very much going through quickly and even the possibility some snow showers following that is freezing cold weather coming your way for mid-week and this freeze watch is going to be in effect for most of the bay area on wednesday. i'll be back with a look at those temperatures coming up dion. what a difference. all right. looking forward to it sandia. thanks. well over on the peninsula take a look at this video and 80 foot

cypress tree crashed down blocking street and el granada cal fire czu shared video and photos of the scene as you see here officials say wind uprooted the giant tree and three cars and a fence were damaged or destroyed the good news in all of this. there we nthe city of santa crus seeking federal recovery money for the damaged cause to westcliffe drive from two major atmospheric river events this winter a city officials held a meeting tonight on zoom to update the community about all of this. they say 5,000 tons of rock and bluff eroded in the december 31st and january 4th storms, which were coupled with high tide and extreme surf events the city estimates the initial damage at 5 million damages that we sustained isn't necessarily necessarily new. we do know we have different ways to address these issues and we'll have to work again with our funding partners with the community with the coastal commission it kind of talk about these different avenues that we

vicks vapors for fast-acting relief you can feel. vicks vapocool drops. fast relief you can feel. raising concerns over apparent targeted attacks members of one group say drivers would get close to the cyclists intentionally trying to hurt them. abc 7 news reporter ryan curry spoke with members of that group who now fear going out on the road. dash cam surveillance video shows what cyclists in the east bay say is happening frequently here a car is seen getting close to a cyclist the passenger opens the door trying to knock them off. it is one example of a group of cyclists say as part of a series of targeted. x on people on bikes now other people said that they were being kind of intentionally ran from behind as well to be not over charlotte. hirsay is one of the main volunteers with east bay bike party. she says many of their cyclists were targeted at their latest gathering on friday at rock ridge bart their group has now

counted over a dozen people recently claiming to be targeted in oakland emeryville or berkeley in total like 14 people said they were targeted maybe about eight people sustain some injuries and two people or hospitalized cyclist within the east bay bike party utilize shafter avenue and its bike lanes for their meetup spot here at rock ridge park, but after what happened on friday those cyclists say they're not worried about their safety going forward. my friend and i were leaving pretty after. the first stop your biking to get food and then this car was coming in the other direction and crossed the line. like buzz me lizzie siegel was there on friday and said she felt targeted after bike party feeling that was like a reminder harsh reminder that it's not always safe hearsay's group is informed to oakland and berkeley police about these incidents. they say there's not much cyclists can do to protect

themselves if someone is intentionally targeting them they're focus is shifting to oakland and berkeley city councils to push for them to make some roads with bike lanes even safer. the real answer is gonna be getting like the infrastructure and the streets to just be built in a way where you can't have that conflict that violent conflict as easily. we reached out to oakland and berkeley about this we haven't heard back yet here says for now their next bi-party gathering will be held in a different east bay city. ryan curry abc 7 news we are learning more about a terrifying close call on a united flight back in december united airlines. pilots are undergoing additional training after a flight to sfo nosedived dived off the coast of maui. that plane came with an 800 feet of the ocean before recovering and finishing the trip authorities say united pilots gave a voluntary safety report to the faa. both pilots had a total of 25,000 hours of flying time. and orphan black bear cub is on

the run in south lake tahoe, california fish and wildlife officials. say the 13 month old bear escaped from the lake tahoe wildlife care facility last week. it had been rehabilitating there since mid-december after he was found weighing just 20 pounds officials say the bear is not believed to be in immediate danger and is not a threat to the community. if any bear is going to make it from what we know about this guy. he's pretty tough and he does not like people and he's very wild. officials say a snow bank along the fence line of the facility could have helped the clever now 50-pound cub escape. okay new at 11 now valentine's day is less than an hour away and those without a partner still found a reason to celebrate tonight abc 7 news reporter. tim. johns takes us to a new taylor swift themed breakup bar that popped up in san francisco's marina district. it may not look like much from the outside but inside this room at the westwood bar in san

so yes, it's going to feel like winter 40s and 50s on those numbers right now as we take a look at your morning temperatures anywhere from the low 30s to the mid 40s certainly a windy one to start off the day, especially near the coast and remaining that way going into the afternoon. it is going to be blustery tomorrow temperatures dropping mid 40s to the low 50s to mid 50s at best. now. here's the hour by hour forecast when that system comes down. there will be quick shower or two 11 am you're looking at higher elevation snow showers going into noon time crossing the north bay into san francisco and very quickly by 2 o'clock, maybe a shower or two around the santa cruz mountains certainly snow showers over mount hamilton. that's the wintry mix we're talking about and it's done so less than 10th of an inch where it does rain behind it though. we're going to have that. are settle in a freeze watch for the entire bay area except solano county two to nine am wednesday sub freezing conditions, and we're talking upper 20s to low 30s for the coldest spots and that means
