their plan, to keep people safe as another system has our way right now. good evening and thank you for joining us, i am dion lim. the bay area is waterlogged after four storms in the past week, and there are more ahead. we have live team coverage for you tonight. first, a at when the first round of rain will arrive. . we have weather anchor spencer christian joining us. we are not going to have a single dry day in the next seven days? spencer: that is exactly how it looks, we have a strong storm coming overnight into tomorrow. let's look at live doppler seven right now. there is not much happening. that huge area of green offshore is the storm approaching. it ranks a level three only exclusive abc7 storm impact scale. late tonight into tomorrow especially in the morning hours, look for moderate rain, there is a flood threat and maybe some mudslides and possible wind damage, as wind gusts will be quite strong. the storm will start pushing on shore probably before 9 p.m.

during the overnight hours it will get intense. it will be intense for the morning commute tomorrow morning. it will start to wind down by midday into the early evening hours. we have a high wind warning in effect for most of the bay area till 10:00 tomorrow morning, with gusts up to it even above 60 miles per and of course, a winter storm warning remains in effect for the sierra until 4:00 a.m. wednesday. i'll give you a closer look at this timeline a little bit later. dion: spencer, thanks. much of the bay area got another serious soaking overnight like here in the north bay, the storm bringing thunder, lightning and chaos to the region. reporter cornell barnard joins us live in forestville and shows as with every new round of rain comes another round of storm damage. reporter: so much and more to come. tonight floodwaters have

overtaken places like waller road here in forestville. it is closed to traffic. firefighters say the forecast for the russian river is improving by the hour, but some residents have already been flooded out by the overnight storm. >> we have two or feet of water in the garage. inside grace's apartment in forestville after the storm saturday night. grace says it happened so fast. >> i can see there is water rushing down the hillside so we were a little concerned. 10 minutes later, i come back out there is a foot of water outside. cornell: grace said she grabbed what she could and moved to higher ground, but sadly, she lost most of her belongings. >> i was worried about my clothes. i realized as it got higher, in a matter of minutes, he realized they needed to get out my birth certificate and my money. my computer. cornell: lightning lit up the sky, bringing thunder and heavy rain. winds blew down this carport on

snyder lane, damaging the cards beneath it. in healdsburg, a possible lightning strike split this power pole in half, cutting power to a neighborhood. and countless victories felt like this one, which closed west side rooting for surveil. not far from that, a mudslide closed part of that road. in santa rosa, one person was injured after this tree fell on the car they were working on. check out this flooding on mark west station road in windsor. a few brave drivers plowed through, some cyclists included. the rain and floodwater has left many a standard. >> on the one hand, it's good. we really need the rain and the water. on the other hand, it's extreme. this big extreme from droughts and fires to this, it's a lot to handle. cornell: firefighters say there is better news for the russian river, the flooding forecast could be lower than first start, but all of that remains in flux.

>> forecasted river levels at the flood stages continue to change because these are dynamic storms. river levels continue to fluctuate and we are continuing to monitor that. cornell: back at grace's apartment, few things can be salvaged, so she is looking for a new home, but offers this advice to others -- >> if you are near where flooding can happen, i would pack a bag, because it happens too fast. cornell: really good advice. by the way, grace is no relation. firefighters are asking everyone living near flood prone areas like the russian river to watch the weather and have a go-bag ready in case you need to leave quickly. and at the just hours away. live in sonoma, i am cornell barnard, abc7 news. dion: certainlydion: good advice from you as well. thank you. governor newsom says the state government has mobilized resources to respond to flooding. he is urging you to use common sense and avoid putting yourself in dangerous situations. >> just a foot of water and your car is floating.

half a foot of water, you are off your feet. half a foot of water, you are losing control of the vehicle. we are seeing people go around these detours because they don't see any obstacles, they think everything is fine, and putting their lives at risk and putting first responders' lives at risk. dion: the california national guard has mobilized troops and has four rescue helicopters on standby, including one here in the bay area. ambulance strike teams have also been activated around the drivers are being asked to postpone travel if possible. in the east bay, tense moments in castro valley. we brought you the story last night. firefighters spent almost one hour trying to rescue a man. he was pinned down by a massive eucalyptus tree that fell on his home. his wife and four children were able to get out safely. >> if he hadn't been on the couch right where he was, or if the whole family had been there, it would have been worse.

dion: authorities say the tree would close to 200 tons. it fell through the house, and onto the street, bringing down power lines. residents say they have complained to city about the massive trees and the threat of them falling. pg&e estimates the power should be back on by 6:00 tonight. crews stabilized a landslide that was threatening homes in richmond today. a crack was discovered on a hillside in the sea cliff neighborhood tuesday, and 15 homes had to be evacuated. a slide area was secured with traps to prevent further damage, but they blew off last night because of the high winds. crews have now secured them with sandbags. the city manager says the evacuation order will remain in effect until further notice. crews in livermore cleaned up several fallen trees overnight, including this large eucalyptus tree, 60 feet long and seven feet wide. the police department tweeted today that the staff have secured hotel rooms for 22

unsheltered people. with another storm approaching, police suggest people in alameda county sign up for emergency alerts at their all the downed trees and high winds are causing power outages across the state. pg&e's online map shows you the trouble spots, they are lit up in yellow and green. at one point there were more than 180,000 customers without power, a majority of them in sacramento where roughly half of the city woke up in the dark. here in the bay area, more than 20,000 pg&e customers are without power, including 7400 in the north bay. the utility is bracing for tomorrow's storm, which could bring even more outages. to the southbay, where flooding remains a concern. . today, the national weather service issued a flood warning for the guadalupe river. it says excessive rainfall will lead to increasing flooding concerns throughout the day tomorrow. minor flooding is forecasted for the guadalupe river, including

dion: president biden got a firsthand look at one of the busiest ports of entry at the u.s. mexico border. he visited el paso, texas, for the first time at president and following in the avalanche of gop criticism. he was greeted by the republican governor, and governor abbott says he gave the president a proposal with solutions to immigration problems. mr. president biden is calling on congress to act. >> now that you have a choice. they can keep using immigration to score political points or they can help solve the problem we had last week the administration announced a plan to expand more expulsion of migrants, but also, a new pathway to seek refuge in the u.s. the president is in mexico city ahead of the two day north american leader summit. now to the weatherwatch. powerful winds troubled trees in sacramento this morning, some at more than 70 miles per hour. residents who live along the kasam rockets river are being urged to evacuate immediately in

dion: storms have brought an awful lot of snow to the sierra. this is what you can expect if you plan on driving to the mountains. pure white. currently, chains are required on all vehicles heading eastbound going to the tahoe area between kingvale and the donor interchange.

there are no restrictions on highway 50, but caltrans warned that could change and he should be ready to put the chains on. it winter storm warning is in effect for the greater tahoe area through wednesday morning. look at this video from palisades tahoe ski resort, you can see heavy snow is falling. 6-18 inches are expected tomorrow through tuesday night. two to five feet could fall above 7000 feet, and there may be more than five feet on the sierra crest, west of town who. then gusts above 50 miles per hour are expected with waves up to four feet on lake tahoe. sweeping internet is developing offshore. we have no reports right now of any significant rain occurring. here is the view, clouds over san francisco and the entire bay area. 59 degrees in the city, 59 in san jose, palo alto, 60. a cooler 55 at half moon bay. there is a few clouds over the bay vrbo east bay heels camera. upper 50's in santa rosa and napa, 55 at fairfield, and the view from our rooftop shows things look pretty, the moment, but they will not stay that way long. these are our forecast headlines. a strong level 3 storm will move through the area tonight and tomorrow morning. more rain and showers will arrive tuesday and periods of rain can be expected each day through next weekend. the approaching storm on the exclusive abc7 storm impact scale is a level three, strong storm. so late tonight and early tomorrow, moderate, heavy rain,

elevating the risk of flooding and mud sliding, and there is a possibility of wind damage as well. by 9:00 we expect the storm to be pushing on shore. it will intensify later ■tonight during the overnight hours, between midnight and the beginning of the morning commute, by 6:00 a.m., with commuters ou be careful because the rain will be pouring and the winds will be gusting up to 60 miles per hour at times. finally, the storm will start to push out of the area in the afternoon hours. we have a high wind warning for most of the bay area till 10:00 a.m. tomorrow. in the north bay it is in effect until 8:00 a.m. tomorrow morning. wind gusts will easily reach 60 miles per hour at times. flood watch remains in effect until tuesday afternoon for all of the bay area, steady rain's just coming nonstop. infall estimates from the approaching storm through tuesday evening, we expect anywhere from 1-3" on topready .

in the sierra, winter storm warning in effect until 4:00 a.m. wednesday. it will get warmer after the storm. looking ahead to later in the week, notice every single day there is rain coming through and perhaps even some stronger storms next weekend. overnight, look for low temperatures in the 50's, highs in the upper 50's to around 60. the accuweather 7-day forecast paints the picture i was just describing, some periods of rain every single day through next weekend. when is it going to give us a break? [laughter] that, i don't know yet. dion: i've made the mistake of saying that i was sick of the rain, and someone said, you can say that because we need the rain. i know it's true, but it would be nice if it was more sporadic. spencer: we can say that we are sick of its impacts. dion: yes, thank you. better said.
