sunday afternoon . police say the sunday afternoon. police say the children who were eight, ten and 11 were in cardiac arrest when they came out of the water at babbs mill park in kingshurst . a babbs mill park in kingshurst. a fourth boy, aged six, remains in a critical condition in hospital. the children were reportedly playing on ice and had fallen through the west midlands fire service. as the search of the lake is continuing to establish if anyone else fell into the water. after reports that as many as six children may have been involved, hearts absolutely go out to the families and friends of the youngsters involved. but what we have to say thank you to the emergency services that were on the scene instantly and the people that went in clear that they went into the water , put they went into the water, put their own lives at risk as well . yellow warnings of fog and snow are still in place for much of the uk, causing widespread

death of her majesty the queen. we have the extra holiday and a lot of people frankly slowing , lot of people frankly slowing, down a little bit. so we had growth in october. then between august and october as, a whole that's what we call the third quarter of the economy, the third three months, if you gdp actually fell . 0.3 percent. now, actually fell. 0.3 percent. now, some people if we look at the next graphic, think that that now means a recession is looming because the bank of england there, mark, is predicting for there, mark, is predicting for the final quarter of 2022, that's october , november, that's october, november, december. they that gdp is going to fall again , 0.3% to six to fall again, 0.3% to six festive quarters are falling. gdp that is textbook definition of a recession. so, yes, the headunes of a recession. so, yes, the headlines about that little growth uptick in october . but growth uptick in october. but the bigger picture is of a slowdown. but do the statistic give us any clue as to how we could claw ourselves out of this situation , what sort of areas situation, what sort of areas were actually growing in that small period mean? were people going out and spending money on

anything specifically? retail sales hold quite well sales did hold quite well against headlines for against the headlines for positive because the value of retail sales in november was up again. if you look at the fine print, the volume of retail sales are down. how can that be? that's because we were spending more panels pence . but more in panels and pence. but because inflation, the cost because of inflation, the cost of getting less of living we were getting less for all money. so the retailers are actually getting value, are actually getting less value, but it hasn't been a washout christmas at and there's still a way to go this is the first christmas we've had lockdown looming over us for a couple of years mark. yes, there are strikes they'll pay a very important part in the economic outlook, not just in december but in january. and i'd say for the whole of the first quarter of 2023. but this christmas , by of 2023. but this christmas, by no means look like looks like a wash out despite the strikes that we're seeing. okay. so we got jeremy hunt, the chancellor, saying, you know, it's going to get before it gets better. get worse before it gets better. but about but one does wonder about clearly hanging tough on all the industrial . they are letting the

industrial. they are letting the strikes ahead. would it actually benefit the country's economy to actually solve some of these disputes? so you get the economy, you get people back on the trains, you get them with money their pocket to spend money in their pocket to spend out on the streets. it depends how you solve it. mark, many people the people worry that if the government does cave and say, oh, yeah, the nurses can have 90, that' s £10 billion. oh yeah, 90, that's £10 billion. oh yeah, we can give a few billion pounds to train operating companies private , companies, and then private, companies, and then they can pay those rmt workers drivers , guards and other staff drivers, guards and other staff who are on strike . then yes, you who are on strike. then yes, you would get immediate growth uptick, but you get a lot more inflation if . the government has inflation if. the government has to borrow lots of money in order to borrow lots of money in order to make those payments . then you to make those payments. then you might get another school , the might get another school, the bond market like we had after mini budget. so this none of this easy economics is not easy , particularly growth is , particularly when growth is falling and what they've when they're talking about inflation, they're talking about inflation, they're talking about inflation, they're talking inflation becoming embedded. that's not just the government's the bank of because of england as well because obviously put cash back

obviously if you put cash back into system too quickly , it into the system too quickly, it really things up much. really stokes things up much. when we were last, we had the winter of discontent. mark in the 1970s, what we had then the late 1970s, what we had then was price spiral. so was a wage price spiral. so wages go up. that means inflation goes because that's firms costs . that's because the firms costs. that's because the government has to , you know, government has to, you know, spend more money on those wages in the public sector. then you get inflation going up, then you get inflation going up, then you get wages going up, more inflation, it becomes an endless increase things spiral. that's how inflation can get up to 2020 5% as it was in the 70 know you know it feels enough at 910 11. imagine if inflation was double, you'd have even less investment. and let's remind that the only weapon they've got to actually try and cope with that is a monetary policy interest rate policy, which could push stuff up and get inflation number up and get an inflation number on wednesday . this week, on wednesday. this week, i suspect it will be slightly less than the 11.1% we have at the moment. i think will be nearer

nine or 10. but don't hold me to that. and then the day after on thursday, we'll get an interest rate rise. and here's a tiny little bit of good news up . little bit of good news up. until very recently, everyone expecting or people were expecting or most people were expecting or most people were expecting really big, 75 expecting another really big, 75 bafis expecting another really big, 75 basis point increase like we had last year as well. it may now be half a percent, 50 basis points with the bank england slightly easing away from these big interest rate rises because it's sensing not least because the economy is slowing , that economy is slowing, that inflation may be inside a last, last thought . we've talked about last thought. we've talked about the oil price. i lots of fluctuations going we were hoping that it might start coming . we saw petrol prices coming. we saw petrol prices coming. we saw petrol prices coming down at the full but it's starting to stoke again. there's a problem with a pipeline out in states and canada that's a huge amount. there's a huge amount of geopolitics and logistics impacting the oil market at the moment. just last, opec plus , moment. just last, opec plus, that's the oil exporting cartel,

plus russia , they decided to plus russia, they decided to defy the west wild again by maintaining their production cuts . the world economy slowing cuts. the world economy slowing more . that suggests that oil more. that suggests that oil pfices more. that suggests that oil prices should come down. and yet the they've obviously been clamping down zero covid they're now those protect the clampdown because of all the protests that means chinese factories going to reopen again that means old is going up the markets suspected that that chinese demand will be out for a long time but people power protest power in china incredibly is now the hand of xi's authoritarian government and they that oil at a time when the market squeezing the market squeeze now suddenly you've got the world's biggest oil importer which is the world's second biggest suddenly biggest economy. suddenly there's more oil demand there's a lot more oil demand there's a lot more oil demand there thought . even there than we thought. even though world economy is though the world economy is slowing that demand slowing, that chinese demand coming and action of opec coming on and action of opec plus is keeping prices firm. good and bad news as ever. liam, thank you for that. and of

surfaces may look frozen, clearly you don't know how the ice can be . you know. i mean, ice can be. you know. i mean, this time of year always brings , of course, a great deal of but the potential for tragedy as well as we saw it in solihull a terrible incident that unfolded and one of a number of that the emergency services told us about involve these leaks that are frozen over. but, you know we're not talking about subzero temperatures over many weeks where you can get a good thick covering on a leak are actually pretty thin layer these ice coverings and they just don't sustain the weight maybe of a younger child perhaps but the people that go on that ice , the people that go on that ice, the more potential there is for something really catastrophic to go wrong . wrong as we saw in go wrong. wrong as we saw in solihull yesterday , where i am

solihull yesterday, where i am at the moment, my kids in north london and primrose hill, as i say, it's great here. we've had the old we've been to aspen for our holidays brigade coming up with their skis and other sort of winter get up that they've been enjoying out here today they've been building snowmen and also sort throwing snowballs at each other the kind of things that you would just expect people to do to try to make the most this weather. but it's been causing a pretty horrendous chaos across . the south—east in chaos across. the south—east in particular around the m25 overnight for quite a few hours, hundreds of drivers trapped on various section of the m25 before the snow ploughs . the before the snow ploughs. the gritters could get to the to clear that. meanwhile, brutal to get the flowing again and not

holiday. there might have been a bit of spending, but there was a lot less. so overall , bit of spending, but there was a lot less. so overall, bank houday lot less. so overall, bank holiday actually took away from gdp in september, which made the october number look good in relative terms . but the much relative terms. but the much more important statistic is they're at the bottom of the screen. between august in october compared to the august to october, the so—called third quarter of in 2021, gdp quarter of the year in 2021, gdp actually fell overall by 0.3. and if look on the next graphic that suggests that recession is looming, recession , when you looming, recession, when you have two successive causes of gdp falling , the bank of england gdp falling, the bank of england now is predicting in the final quarter of 2022, that's obviously october, november, december . obviously october, november, december. this is a prediction. gdp will fall by 0.3 percent. again there's your recession. those two successive quarters of negative growth. it's not just british thing, it's all america . the world's biggest economy has been in recession several months now . the bank of england months now. the bank of england is suggesting we could stay in recession, the economy contracting for some time yet,
