so lawmakers demanded a hearing and it was a hot mess. watch. >> what has the money been spent on? >> they're working on finalizing the annual report and we hope to have that published in short order. >> why does it take it three years to get data? the system hasn't plummeted in 2021. >> it began in 2021, it was not fully implemented until 2022. >> that is still two years ago. why is it taking so long? you are the one who said it's urgent, i don't know maybe your sense of urgency is different from mine, you cannot tell us at all how many people we have helped? >> jesse: know they can't. it's like a car accident. you don't want to look but you can't stop. but how did it come to this? >> you're talking about what happened in those two years, a lot of that is using a data system they have never used before, getting used to it, getting substantial technical assistance, us getting that data and needing to have further conversations and then needing
