active rescue after a container ship rams francis scott key bridge sending multiple vehicles plunging into the river below. about 20 people are believed to be in the water right now and fire officials are calling it a deve developing mass casualty event. >> the francis scott key bridge is over the river and serves as the outer most crossing of the baltimore harbor, a busy commuter route. officials are telling people to stay away from the scene. madeleine rivera has more on this breaking scene. >> madeleine: this is a developing situation, we have a crew heading to the scene. griff jenkins and our producer james levinson spoke to the sp sp spokesperson and may believe

there are about 20 people in the water and they are treating this as a mass casualty situation. there are several emergency crews on the scene, there are dive teams and crews from surrounding counties joining on this massive response. big questions were how many cars were on the bridge when this happened and how many people were affected. baltimore city police started getting calls 1:35 eastern time with workers potentially in the water. the spokesperson says as many as seven people, cars and possibly a tractor trailer fell into the patapsco river. this is a difficult response. it is dark, the water is cold.

baltimore mayor said, at 3:00 a.m., i am aware and on route to the incident at the key bridge and efforts are underway. this morning people are being told to avoid i-95 southeast corridor, a major route for motorists, outer most crossing, this bridge is 1.6 miles, has four lanes. it was built and opened in 1977 to help ease congestion on i-95. marine data platform shows s singapore flag ship named dolly stopped under the bridge around the time the collision took place. dolly was heading for sri lanka. baltimore city fire department spokespersons they believe there

are about 20 people in the water. dive teams and crews from surrounding counties helping with this response. we expect another update around 60 to 90 minutes regarding this massive rescue effort. >> carley: madeleine rivera, thank you so much. griff jenkins is rushing over to the scene now, he and his producer have spoken to baltimore city fire public information officer kevin cartwright saying the dive team from regional coast guard and baltimore county fire and other counties are in assistance. dive teams are operating in the water. the water is 47 degrees and this happened at 1:30 in the morning. you have to wonder status of those people and how long you can survive. apparently, there were workers

that were working on the bridge, this is what we believed happened. we will wait for an update in 60 to 90 minutes. there were workers on the bridge when this cargo ship hit the bridge. there are cars in the water, as well. >> todd: how did a container ship not see a bridge that has been there for decades? the route has been mapped out by every shipping company in the world. did it not see the bridge or did it have a malfunction that p prevented it from stopping. then looking ahead and we want to be mindful of the fact this is a massive rescue underway and that is the fo us can right now. you have to ask the question, what happens to travel in and around the area in the future. this is not like the philadelphia bridge overpass

being treated as a mass casualty and we spoke with kevin cartwright of baltimore city fire department and says current number is 20 in the water with rescue crews in the water. behind me is where the francis scott key bridge would have been, chesapeake bay to paat that time -- hit the bridge causing the bridge to collapse. emergency vehicles are coming down this way. we are expecting updates any minute from officials about how large is this event is. this is just after 5:00 a.m., we're talking, the traffic is going to be greatly impacted. we were working up here and had

roadblock after roadblock to get through and we were allowed through because we are the press. i talked to one source that works in the bridge area, mar maryland transportation area. this is unchartered territory. traffic for city of baltimore and people's daily commute be imp impacted, into baltimore harbor will be affected, this is the main thoroughfare. we are waiting to get an update. this is being treated as a mass casualty event. they do not have an exact count on the amount of vehicles. we will get you more.

>> todd: what we're watching on the screen is video of the bridge collapsing, it is quite a scene to watch. entire bridge be in existence and mere matter of seconds collapse. we'll get into the traffic ramification, let's focus on the mass casualty aspect. you have been on countless scenes and you have for information, your sources and they give you the facts. there is a tone associated with their voice and mood, what is the sense you are getting from individuals you are speaking to about how devastating and horrific this could be? >> griff: great question, todd. the tone is urgent. this is not something they have dealt with before. the clock is ticking, time is of

the essence, it is cold in the water. this francis scott key bridge is a major thoroughfare in and out of the city of baltimore. right now you are getting a lot of emergency people coming, we were asking where we could go and set up, they are focused on trying to get in here and how they can rescue people and assess how significant the threat is. it happened at 1:30 in the morning, lesser traffic time of the day, yet there are 20 people in the river in the patapsco river behind me. >> carley: cargo ship hit a support beam, worst possible place for that collision to have happened and it came crumbling down. how does something like this happen? who or what is to blame for this?

>> griff: that is the question that we hope to get answers to, carley. i was trying to ask one of the maryland official sources i spoke to off camera, how could something like this happen? has it ever happened before? he said no, never in my lifetime tempe . it is unusual because cargo ships know where to go, it is common, all day long they are doing this. it is very much out of the norm. this is a singapore flag ship. was there a problem with the ship that hit that and why did it occur at the absolute worst location of the bridge to bring it down. as we look down the bridge, we can only see emergency vehicles and hear helicopters in the air trying to assess the significant

point of which it was breached and brought it down. >> carley: has anybody indicated they might be thinking this was intentional or is this considered an accident right now? >> griff: i don't know. we're waiting to get kevin cartwright, baltimore city fire department guy we talked to or somebody else on scene. it is a thing where all these questions are going to eventually be answered or we'll be able to ask authorities. in this case, 15 or 20 members of the media are responding almost as fast as they are in realtime as emergency vehicles come in. far too early to say if this was an accident or intentional. one thing for sure, it is an incident they have not dealt with and damage is significant

to have brought such a large bridge and thoroughfare to an absolute stand still as they are getting emergency crews in the water with time of the essence to try to rescue whoever is in there. >> todd: we are expecting a brief about less than 30 minutes from now. you mentioned the criminality possibility, there has to be asked the question, how could this have been an accident? the lights are all over this place, you can see there is a bridge there. did this vessel potentially have some sort of malfunction that p prevented it from stopping. getting back to transportation, the commute aspect, carley and i don't live there. you have been in the baltimore area for decades, just how much will this impact traffic in the

balt baltimore beltway going forward in coming weeks, months and potentially years? >> griff: it will impact it in the short term in a great way. baltimore is in the center of the midatlantic northeast corridor, south of washington, d.c. to philadelphia and new york and baltimore, you can't get there without going through thisirria. you are talking about interruptions in shipping, trucking, along with the commute up and down the northeast corridor and the shipping containers, again, right now there are ships in the bay that would be coming routinely through right now. this will be impacted on land and sea, you are talking about a very significant disruption in terms of movement and shipping and cargo. >> carley: how close are you to the bridge collapse?

officials are trying to keep people away, are you able to see it? if so, what does this look like from your vantage point? >> griff: sanford, my cameraman will hate me right now, we have our camera here, you can't see much. if you can try to give carley a look back in the distance behind me is where the bridge used to be and where the bridge collapsed and southern border vehicles have been coming north, we are on the northeast side. you see emergency vehicles and crews coming in on this road now. there are two helicopters above us. now three, i can see. if you were to go down this road, you would be going over the francis scott key bridge, carley and that is obviously not

there anymore. down the right here is where the bridge has collapsed and hope we can get a better shot at it as the sun comes up and authorities let us in. this is as far as we could get before state troopers stopped us. it is too urgent and dangerous of a situation. >> todd: i don't know if we can get this perspective from the video showing, based on stats provided by maryland department of transportation, 185-foot cl clearance, to the eye, it doesn't look that, nevertheless, any cars, trucks, vehicle plummeted from the bridge is certainly going to necessitate the mass casualty event we have talked about. this bridge constructed between

1972 and 1977 and cost 63 million dollars. you raise an important point, this is a major waterway for shipping, this is not first time a shipping vessel has passed through this area. there are policies and procedures with a draw bridge for when a large vehicle needs to pass and cannot clear the bridge. begs question we are asking all morning long and you will ask at the press conference in less than half an hour. how did this happen and so many questions this morning. >> griff: well, that is exactly right. there is great chance that the things you buy everyday, whether grocery store, clothing or otherwise, possibly came on a container ship into baltimore harsho and that is going to be a s significant and largely impactful takeaway. the story right now, as you

mentioned with the damage to this bridge, and the mass casualty incident they are saying along with the rush to try to rescue and find anybody they can in the water, it is the tatasco river, that is where all attention is. we are probably another hour before we get full sun out here and people can get a better perspective. emergency crews and rescue and dive teams can get a better perspective what they are dealing with. >> todd: we do have a post on x from transportation secretary pete buttigieg, i've spoken with governor moore and mayor scott to offer united states department of transportation support following collapse of the francis scott key bridge. rescue efforts remain underway and drivers in the area should follow guidance on detours and

response. >> carley: it is cold where you are right now, about 36 degrees. i was looking at the water temperature, said to be about 47 degrees and then searched how long people can survive in that water temperature. it is said to be between one to three hours. this happened almost four hours ago and there are about 20 people believed to be in the water. some are thought to be construction workers that were working on the bridge at the time of this collapse and collision, others are likely people in their cars. you have to wonder if they were able to get out of their vehicles. rescue workers have potentially tragic rescue on their hands right now. >> griff: very daunting task. it is cold, it is in the 30 and

water in the mid-40s. hypothermia would be coming quickly. even surviving the fall alone would be a question mark. if anyone were trapped in their cars, rescue teams have the to toughest of jobs to try to get in there and conditions to survive something like this is not certainly any easy thing you can expect to happen. now i think that may play a little bit into why they are calling this a mass casualty event because difficulty to survive something like this in the task to get to them, rescue teams are active right now, dive teams, seen multiple rescue and emergency personnel going down this bridge to get to that location to rescue and save anybody they can. carley. >> todd: hypothermia can develop

within 30 minutes. this happened four hours ago. they appear to be setting up microphones in preparation for the press conference. if there is any silver lining, this did happen at 1:30 a.m. in the morning because there is not heavy flow of traffic. think about the "fox and friends" oaudience, people that would be on the bridge, the truckers, that is our oaudience people we try to deliver news to everyday. people that are moving goods and helping people with services, this is a key demographic that allows our country to survive. less of a question, more of a request for prayers for these individuals. 20 individuals in the water, probably a lot of truckers or people going to a job in the middle of the night, that is

tough to think about. >> griff: it is. i spoke to maryland department of transportation is just beyond me. s sanford, show me the building, maryland department of transportation, at the north end of the bridge. we were talking to folks off camera, one gentleman was slated to get off at midnight, that was his shift and he had just called and they called and some come back. individuals here that operate this area every single day, there is a lot of prayers to go out here and people who work throughout the night to keep this main thoroughfare of t transit and commerce up and

moving everyday. you can't overstate how s significant baltimore is in the northeast commerce larger picture of things and the shipping containers that come through, there are thousands of ships coming through this area. this one for reasons unknown right now brought that bridge down and will cause a tremendous significant impact to the area from a transportation standpoint. >> carley: this will impact commuter traffic and shipping lanes, as well. standby, we'll get back to you. right now janice dean has weather conditions on the ground in baltimore. >> janice: we have a storm system in the midwest, not impacting this area. i am concerned with the temperature, the water temperature is in the low 40s. when you talk about hypothermia, you were talking about this

earlier, carley, if people are in the water longer than 30 minutes, close to an hour, that is when hypothermia sets in. your body starts to shut down. we are worried about rescue being out there. there was no weather in the area, no guesty wind or -- gusty wind or . temperature 36 degrees, water is a little warmer than that, your body starts to get exhausted if it is in the water for a length of time. >> carley: the current, too, trying to stay in a certain area to be close to the bridge and where lights are, hope the current was not a fact are, we

just don't know. >> janice: water temperature is low 40s, water shouldn't be choppy. now tomorrow we have a storm moving in, that is when i would be concerned. conditions are favorable for rescue crews, i'm concerned about amount of time people are in the water and treading water and getting exhausted and hypothermia sets in within 30 to 60 minutes, that is biggest concern for folks. >> todd: another issue we need to bring up, people not being able to get out of their cars. this is important public service announcement, everybody needs to have one of those hammers, i think ball pin hammer that can break your window if you go into the water. my wife and i had this discussion within the last 48

hours, because we saw an advertisement. this could happen and you need to be prepared. >> janice: and windows are electric, not roll down anymore. when panic sets in and you are in the water, it is hard to remain calm in that situation. >> carley: you are saying two things that are very important. one from vantage point on the ship, it was clear skies, the people should have been able to see the bridge. >> janice: this is not a weather factor, when you have airplane issue crashes, you think about the weather and a storm system, wind gust in expect of 30, 40, 50 hours. they do after action review, that is a question, was weather a factor? from what i can tell you, not

ship that hit the francis scott key bridge was a singapore ship c called the dolly. this bridge had stopped in baltimore for obvious reasons. it was in baltimore heading to sk sri lanka. it hit the support beam of this bridge, like we said before, worst possible place you could hit the bridge, it came crumbling down after. we have griff back. are you there? >> griff: can you hear me is this >> carley: yes. >> griff: we've been trying to talk, what strikes me, carley, trying to talk to any of the bridge personnel off camera and trying to talk to law enforcement sources.

trying to put in perspective, just waking up and hearing this story, it is a major bridge collapse in baltimore in a major shipping lane of ships from chesapeake bay to baltimore harbor and i'm trying to find out from the folks, how could this have happened and has this ever happened. we don't have major bridges like this collapse because shipping containers hit them, it is rare, if not unprecedented that would happen. this is a mass casualty event according to baltimore city fire department and they are under a major rescue effort right now with law enforcement and emergency vehicles going in. h helicopters are in the air and

dive teams in the water and conditions are favorable, it is not a storm, not windy, it is very cold and it is a hypothermia possible event for people that may have been in the water and if they fell from the bridge, question remains if they could survive falling 50 to 100 feet or more as dive teams try to get in there. trying to put into perspective. you don't hear of major thoroughfares or bridges be ing collapsed because shipping containers hit them, the shipping containers are all day everyday, very routine, very unusual to have this singapore ship strike part of the bridge that brought it down. >> todd: we're looking at a h helicopter shot, there are

reports the ship caught fire. from your vantage point can you see any part of the ship or is it underwater? >> griff: no, todd, we're stopped short of where the bridge was. the frairn francis scott key bridge was behind me and it is not there. the helicopter is right over us 500 yards down the road where this happened. hope hopefully once the sun comes up, we can get a better perspective. we're on the north end of where everyone that would cross that bridge would arrive. down this way. the location, proximity of where the container hit the bridge to collapse it is among the worst of places because it literally

caused it to bring the entire bridge down right now. if we could get perspective of this helicopter above us now, obviously first and foremost is the rescue efforts, search and rescue happening right now, we'll soon find out of just how much damage has been done to this bridge. it is impassable. whether it has been taken out. we'll unpack in coming days and weeks and months about how to repair that. this is a major part of the commerce corridor in the northeast passing through baltimore. >> carley: thank you, stick around, thank you for being eyes ander00s all morning long. bring in ted williams, former dc

homicide detective. this is your backyard, what are your thoughts on this and what are you hearing? >> i got to tell you, it is hard to wrap your head around what i'm seeing here on the television screen when you look at this bridge going down under the circumstances here. when you -- what we have here, i believe, is also a crime scene. we don't know what happened, but they have to treat this also as a crime scene. now they are under search and rescue effort there. i have crossed this bridge on many, many occasions and it is one of the main thoroughfares into the baltimore area. it is along the i-695 corridor. this bridge is about over a mile

and -- long. i can tell you, the way that container ship hit that column, we can see it and that is going to be a part of the investigation. you all have asked excellent questions with griff jenkins on the scene. that is how could something like this happen in any metropolitan city to include the baltimore area under the circumstances here. >> griff: ted, you raise crime potential, that is something investigators need to look at, as we see on the video, clear water, clear sky, lights lig lighting up the bridge and you can see it on a ship going toward that bridge. another potential, did whoever was piloting that vessel go to sleep or did something happen to the sheep that prevented it from

stopping in time? that begs the question, circumstances put it at the support team, why did it happen there? ted, the number one focus is the rescue, what can you tell us about the teams in your community in baltimore responding to the scene right now. how robust are these brave men and women going out there, how numerous are they, how prepared are they for a situation like this? >> they are well prepared for a mass casualty event in baltimore and surrounding areas. you have the first responders, you will have the coast guard on the scene there. you will have law enforcement ag agents from baltimore area and surrounding areas or you will have also dive teams, experts in

the water that know how to do a search and rescue of this nature. i can tell you, it is dark here in the baltimore area right now and that is an enemy of the rescuers because they only have so much light they can see in the area and that illuminated the area best they can. morning will bring on certainly another kind of scenario of where they will be able to find out more about what is going on. i can tell you, you are looking at a mass casualty incident where it is reported up to 20 individuals or more could be in the water. while it is in the 30-degree range here, it is very, very cold here and that water certainly would also be cold.

incident saying conditions are unsafe for rescuers, because cargo or retainers are hanging from the structure, there are freezing conditions and limited visibility. combine those things and take into consideration these rescue workers are also in danger trying to get these people out of the water. how will they be able to do that? this is worst case scenario, there are beams that are loose in that water. they are rescuers, divers trying to determine if there are anybody alive in the waterways, when you look under the circumstances of doing this while it is dark like it is here. it is a very unsafe scenario and

situation and when you look at the way this bridge crashes into the water after that cargo containership hit that column th there. it is chilling. but as i've said, these are experts in first responders, they are operating under conditions that are untenable. this happened 1 t:30 in the morning. they have been on the scene with search and rescue effort underway. >> carley: we're working under the ashsumption and latest information, 20 people are believed to be in the water. you have to wonder how they came

to the conclusion, how did they know how many cars or people were working on the bridge and fell into the water and how many people on the cargo ship could have been impacted, either injured on the ship or could have fallen in. do you know how they come to the numbers of impacted people at a time where there are so many questions that remain? it is dark outside and to our knowledge, there wasn't one single eyewitness. >> excellent question here. i would have to believe that they have video feeds of individuals that are going on to the bridge and getting off of the bridge and as a result of the video feeds, they would have to possibly know how many individuals were on that bridge at one given time.

so that is certainly one of the things that they are taking into consideration. guys, i got to tell you, this is just so devastating for this area. that bridge, that area, where this bridge is collapsed is one of the main thoroughfares and now i'm sure they are working on ways on how traffic can get in and out of baltimore by going in some other direction. it is unbelievable this happened. this bridge was built in 1977 and it is a very well-known, very well-traveled bridge. as a matter of fact, i traveled over that bridge several days ago temperature is unbelievable that when i look at it on

local, then the state and then feds. what do you see this coordinated effort looking like when the sun comes up in a few minutes? >> coast guard probably will be in charge of the investigation. some information provided here, that is that the ship, the container ship the dolly, those individuals may have been safely rescued and if they are, they are going to be witnesses and be able to offer information to the authorities as to what happened. why did that ship or container ship veer off course and head toward that column? was there something accidental? something intentional? those have to be answered in this circumstance and i believe

at this stage, law enforcement officers and first responders or coast guard have some answers and i'm sure they may share some of the information with us, it is public. you are looking at an investigation that could go on for months, if not years. >> todd: not just the investigation, it is rebuilding of this bridge. we make the reference to the collapse of the overpass in philadelphia and how quickly they were able to repair that and get traffic moving again. this is not that, this is not something a few dot crews can work and put this bridge back. this will be a major project that could take to your point, ted, months, if not years. you need to do the investigation and complete the investigation

before any thought of rebuilding and this investigation is going to take some time. because of the sheer massiveness of this bridge and not like to the point we've been making all morning long, a section collapse. this will be a long-term project and going to impact you and the folks in the baltimore beltway. people up and down the i-95 corridor. your thoughts, ted? >> you are correct. not only would individuals in the baltimore area be affected, the travel, commerce is going to be affected for sometime. they are going to have to find a way to get around all of this in order to get commerce in and out

other to try to determine what took place and why it took place here in the baltimore area. >> todd: i know a lot of you set your alarms for 5:55 a.m. to get a 5 minute head start on the 6:00 hour. if you are just waking up and turning on your tv we are following breaking news out of baltimore, maryland where the francis scott key bridge has collapsed after being struck by a container ship. we have been following this for you all morning long. our conch will continue, "fox & friends" will take it over from us in about five minutes. but just by way of background, here is what we know at this point. there are approximately 20 individuals in the water or at least that was the number when we went on the air there is no sense of the money of vehicles in the water. but this incident did happen around 1:30 local time this morning. you have to keep in mind as we

have been saying all morning long the concern right now is for anyone still in that water. this happened over four hours ago. this water is cold. it is cold outside. we are still in march. so the water temperature is not breaking 40 degrees. concern of hypothermia setting in is great. a few other information points about this bridge. just way of history. carley did a good job putting out most of the key things. there is a draw bridge that allows ships to pass through because, you know, these ships are large. they aren't necessarily going to clear the bridge unless there is a draw bridge that draw bridge would go up in a situation where a ship wanted to go through. did not, obviously. in this situation but there is also the historical aspect of this. we need to tell you why it's called the francis scott key bridge. it's located in an area where scholars believe the span crosses within 100 yards of the site where francis scott key

witnessed the bombardment of fort mchenry september 12th, 1814. that battle inspiring key to write the star-spangled banner. >> carley: all four crew members have been accounted for with no injuries reported. the owner of this ship said in a statement there has been no pollution, that was a statement i believe is he referring to no pollution in the water. how he knows that i don't know if he is trying to down play this quite possibly. this company is going to have to answer serious questions here. what will that look like? >> you are absolutely why the. but at this stage in the investigation, i'm sure that investigators are wanting to talk to each and every crew member on this ship the dolly. they are going to be the eyes and ears of investigative it try to make a determination of what they saw, when they saw it, and how it happened.
