they need job creating entrepreneurs and that means a tax environment that is inviting and fighting corruption and curbing spending and regulations to get in the way of jobs. the government send spent over hundred billion and all gone down the drain. >> quentin, sending federal burrcrats telling them how to clean up their mess. >> that sounds strange, but it is a couple of people going out to each city and talking about how to better navigate the bureaucracy to get the federal funds that they will use anyway. now the cities could learn it through trial and error or hire private sector consultants to help them gain the system. this actually is a smart way to go because the money that is going to get there gets
8:02 am
their faster and more effectively because people who administrate it understand the city and the city understands how to navigate the bureaucracy. >> quentin outlined one purpose . it has two goals. help local officials tap resources. that's what quentin talked about . officials will provide techinal and planning . at ing there and tell them how to use the money. >> right, right. quentin said there is a couple of burrcrats it is actually dozens, talk about fun house. >> is that a lott? >> that is a lot and makes no sense. you have programs springing up. detroit, forbes has a great profile of detroit in the recent issue of the magazine and show how detroit is coming around thanks to federal funds . they are using hud funds to bull doze houses in areas that

are falling apart. do they need somebody from washington to tell them how to do that . >> apparently yes. it took them years. >> no, business leaders and entrepreneurs are getting excited about it. >> hold on a second. >> let me move on to mark. mark, one thing we learned that local officials can deal with their own communities better than the other folks. >> i think local officials can help but here they need outside help and i think it is prudent. we always talk about how great the private sector and business is on this channel. but what did business do? they deserted detroit and cleveland and all of the midwest cities . detroit, a third of the property is vacant there and 50 percent unemployment and business sector deserted detroit and it is not going to do.
8:04 am
you want to burn it down. >> have the federal government take it over? >> i think they ought to get involved. the private sector is not solving the problem here. i would like to see rich move his entrepreneurism to detroit. >> are you being sarcastic. we need them. >> and i understand what mark is saying, but the federal government is not state of the art when it comes to ways to grow the economy and help out entrepreneurs as mark said. cities for years are acting like the tin cans. look what happened in new york in 1975. jerry ford said we will not nationalize locall debt and i am not saying that happened here. new york city got federally backed loans . but the only 10 cities in default from 99 to 2009. they can grow their way and

8:07 am
guiliani used federal money as well. >> but the point is. and the point is. >> washington really want to help cities and going to have federal enterprise zones and you will see the come back again. remove them and entrepreneurs will do it >> i will give you a chance after viktor yampt we come back to the key that local people know how to use the resources better than the feds do. and telling people locally how to navigate the washington money maze. this makes no sense. on a level, the states are increasingly dependent on debt financing on a national level to fund their own programs. it is around 30 percent of the state budgets are now coming from federal funding and that
