tv   2024 Campaign Trail The Final Days Before Super Tuesday  CSPAN  March 3, 2024 4:33am-5:33am EST

4:33 am
4:34 am
■>> this week on 2024 campaign trail, c-span takes you to south carolina. and to virginia, where nikki ■%haley continued her push in super tuesday states. and to the u.s. mexico border in texas where president biden and donald trump both made visits. first a look at some of the house races currently held by republicans in california. >> erin kobe is a house analyst for the cook political report. you have done somenalysis on the importance of these california house seats. with their primary around the corner, why
4:35 am
taking attention to some of these california house seats? >> control of the houserepublicr seat majority in the house and the redtrcouple of states has thrown some curveballs into that. it looks like at the end of the day, democrats will only need to flip a few seats. we don't think either party has a huge advantage for control of the house. at the day, a lot of these competitive seats are either in new york or california. new york has gotten a disproportionate amount of attention but california is going to be really crucial for the house majority in 2024. 's start with california's third district, kevin kiley. >> this is probably among the
4:36 am
competitive and republican held. one of the less competitive ones. is a freshman congressman. this is a seat that trump won by a couple of points in 2020. depending how the presidential race plays out, it could be competitive. democrats have a strong candidate in jessica morse. we have this as likely republican at the moment. >> moving on to california's 13th district, you have rated this as a tossup. explain. >> we have four california districts. they are all held by republicans. a lot of folks that i have talked to think the 13th district could be the most vulnerable republican in california. he represents a seat that is in the central vy, contains
4:37 am
parts of bakersfield. the democratic candidate last cycle came just 500 away from winning. democrats do have an inherent ■l republicans have control of it. as the incumbent, he is going to have resources he did not have lastin terms of the primary its, this is not a competitive primary. adam gray is running again and he's the only democrat on the ballot and it's going to be a matchup between them. seats. this seat launched to the former speaker, kevin mccarthy. the only republican held open seat in california this cycle. it's also in the central valley
4:38 am
sfield area. in terms of control of the house, not going to be competitive. it's interesting that mccarthy . you have the regular primary happening on march 5 and then you have the special election primary to fill the vacancy happening two weeks later. in this race, the front runner is a state assemblyman and his mccarthy's longtime protege and once it was clear that mccarthy was not going to be returning for another term, he was thought of as the likely successor. he has a couple of opponents running to his right. this could be a competitive race initially. trump just endorsed fong. trump's endorsement is a game changer. i think he is the prettykj%nnnes
4:39 am
race. >> that's the 20th district. talk about the 22nd district. why should we watch this one? :>> the 22nd district is probaby one of the messiest primaries in district which is held by katie porter. the 22nd district is very competitive. technically the most democratic leaning republican held seats in california right now. david valid day-o has cut out a fairly moderate profile. he was one of the 10 republicans who voted to impeach trump in 2021. he was able to take in a lot of crossover votes. he does have a competitive race and the concern is that because he has a republican opponent on
4:40 am
two candidates, the democrats could get locked out of the general election. this is the case because california has an open primary system where the top candidatese into the general election. there's a good chance you could have two memrs party actually get into the general election. democrats have now spent over a $1 million boosting ray salas. h[he won't have any trouble getting into the general election and it will be another matchup. but this is a race democrats have had to spend a decent amount of money on just to make sure they actually have a candidate. >> moving on to california's 27th district. also a tossup.
4:41 am
it's held by mike garcia who has had t for the last couple of cycles. democrats have a new recruit, george whiteside. he is the presumptive nominee. this is a really interesting race to watch and whiteside■ys incredibly wealthy. formerly worked for nasa and now has a private spaceflight company. he has put a decent amount of his own money into the race as well and has a cash on hand advantage over garcia at the moment. for thiswe have it rated as a tossup. >> likely republican. talk about the incumbent. >> this is an interesting race. it's held by congresswoman young kim who was elected in 2020.
4:42 am
this is one of the few seats that biden won in 2020 but we have as likely1s r. we believe kim is the clear favorite in this race. this is the sort of district that will tend to vote democratic at the top of the ticket but also doesn't mind voting for republicans in other races. this is going to be an interesting race to watch. depending on how the es out, it could become more competitive. for now i think kim is the clear favorite. >> what is her appeal? >> she is one of the korean american women in congress in a district with a really large aapi population. she has been able to really take
4:43 am
advantage of that and to establish her own brand in the district and she has also carved out alane and some of the other republicans in congress. she is still conservative on a lot of issues, protect early abortion. she has demonstrated crossover appeal. >> the 41st district. >> this is another really interesting race to watch. ken calvert has been a long member of the 90's. but the seat changed a lot in the latest round of redistrict. it's most■ county. calvert has typically run in these safe seats or he doesn't have to worry about serious democratic challengers.
4:44 am
his latest opponent had strong fundraising and democrats were excited about the fact th he'thn leaning that some of these other tossup races. because democrats have such a strong■ candidate and because te republican incumbent has a more long conservative record compared to the other members of the delegation, democrats think this is one of their best opportunities of the cycle. california. >> it has one of the largest aapi populations in the country. it is inland to orange county and its represented by michelle steel who was elected in 2020 along with young kim as one of the first korean americans in congress. this ia competitive
4:45 am
and it is in the lien republican category. this is going to be probably a bit more competitive. democrats do have a competitivee interesting to see who comes out of that because a couple of the democrats running their have struggled to raise money. ned up behind derek tran who has demonstrated stronger fundraising abilitydate in the general election. the primary is quite competitive and there is not a clear front runner. >> -- california house republican seats. to follow her, you can go to cook political report. >> thank you for hing me on. >> californians will also be casting ballots on tuesday in one of the closest watched
4:46 am
senate races of the year. the latest poll of the states congressman adam schiff at 28% followed by republican steve garvey. the former san diego padres baseball player in second at 20%. democratic house members katie porter and barbara lee were third and fourth in the poll. the top performers in tuesday's primary will move on to the general election. some highlights from the final debate before the primary from nbc four in los angeles. >> when you vote for a resolution that says israel has to impose an immediate cease-fire. congressn lee? mr. schiff? >> no. >> i will have you explaini wour sentiment towards what the 45th president of the unid states mae united states america first,
4:47 am
they want us disengaged from the world. donald trump has said on a numberf occasis that he questions whether we should be in the nato alliance. there is concerns about us pulling out. what is the role of the united states in the world in terms of american foreign policy. you have 60 seconds. >> and global peace and security has got to be a priority for our foreign policy. i was the former chair of the appropriations committee. funded all of our development and diplomacy preventing wars. i believe it was about $60 billion. defense was 840policy, make sure into preventing warslitary budg. that is the only pathway to
4:48 am
peace. the united states needs to lead inat is the only way this planet is going to survive. the military option is going to always be there, but wiíe must t more of our investment into preventing wars and helping young people especially throughout the world■l. >> america's role in the world >> fir■c@l of all, israel has a right to defend itself. it was horribly attacked on october 7 and i don't see how there could be a lasting peace as long as a terrorist organization is governing gaza nor do i see how there could be a permanent cease-fire while that is true. israel must make every effort to avoid civilian casualties and we must get the parties to a two state solution. turning to ukraine, it has just
4:49 am
lost a city they had gained in reclaiming part of their land. th loss to ukraine and it was occasion to impart because republicans in congress would not approve aid to ukraine, which we should approve immediately and i'm calling on the president to seize russian to help fund ukraine war effort. we cannot abdicate that responsibility neither in the middle east nor in ukraine. >> the united states should be a beacon for freedom, democracy and human rights. that's the touchstone that should guide our foreign policy and we should be shed -- centered on those values. it's important to recognize that this conflict in gaza, the result of the horrific attack by hamas is one indetermine what wg
4:50 am
cease-fire for them. the united states needs to support peace. we need to recognize the incredible humanitarian disaster unfolding in gaza and we need to be firm and clear to israel that we expect them to be a champion for peace and democracy. i think it's important that we live our values this way and that we are investing in diplomacy. donald trump did terrible damagj to our standing on the world stage, allowing iran and russia to grow in power and we are all paying for the consequences. in the country believe we are overextended. we should focus on the mystic issues and not be the police officer for the world. what do you say? >> my campaign is based on common sense, compassion and consensus building. we are the torchbearer for democracy around the world.
4:51 am
the world is watching us and how we support our allies. we are supporting our ly at tai. i support israel yesterday, today and tomorrow and i believe all the countries we support have a right to their sovereignty. as everybody looks at us for strength or weakness, we have to maintain that strength so when people look at us, we are a deterrent for china, russia, iran. anyone who feels they can become a threat to democracy. >> i agree but how is that possible? [overlapping chatter] >> that he wasn't using. you can respond to that. >> i didn't understand what he was talking about. >> let me explain.
4:52 am
argument is that you voted for donald trump twice. defendant in your words the foreign policy agenda of the previous president. 30 seconds. >> look into this camera and talk to the citizens of california one-on-one. as your senator, i will do everything to maintain your security. not concerned with anyone being, i am concerned with 38 million californians and 330 million americans. >> miss porter, you have 15 seconds. >> mr. garvey has been unclea hd to donald trump. he has even said he might vote for joe biden. there is a republngerous in thit is trump republican eric early.
4:53 am
>> thank you, congresswoman. >> let's talk about endorsements. based on your website which i checked just before we came on air, you have one house member, robert garcia out of long acyo'o washington to make friends. why is that a good thing when a senator really needs to work with other people to come up with legislation and get them to vote? >> i'm tremendously proud of the relationships i have with my their trust in me, electing the deputy chair of the -- caucus. twice selected to be either a subcommittee chair or ranking member. because twith regard to endorsei
4:54 am
would say i'm tremendously proud to have the endorsement of state senators. >> these are not your colleagues, these are not people who work in your house with you. these are state senators, the attorney general for the state of california and elizabeth warren out of the senate. why not your colleagues? >> i have the endorsement of robert garcia and i'm tremendously proud of that. i went to congress to not be beholden to corporate special interests. i have a different position on earmarks. i have had people who have powerful special interests push back. they fund campaigns and it affects what they do. >> trump notched two more primary wins. michigan's delegates are set to be awarded at a state party convention.
4:55 am
next, a portion of president's victory remarks in columbia, south carolina. >> that was really something. was a little sooner than we anticipated. an even bigger win than we anticipated. i was just informed that we got double the number of votes that has ever been in the great state of south carolina. so that's pretty good. there is something going on in the country, some really great things are going on. you look outside and see all of the horror, millions and millions of coming across the border illegally. we don't know where they come from. they come from jails, prisons, all sorts places that we don't want to know, they come from mental institutions and
4:56 am
insane asylums. we don't want we are not going o stand for it. you have terrorists coming in, people coming in that we just can't do this. could sustain what's happening to the united states of america. so we are going to straighten things out. the border is the worst it's ever been. we won and we had a d border and i talked about it a lot. i said we are going to fix it, we fixed it very quickly. although we did get millions of more votes the second time. now there is a spirit i have never seen. we ran two great races. there has never been a spirit like this. i just want to say that i have never seen the republican party so unified as it is right now. a big part of that is the people
4:57 am
standing behind me. these are the biggest officials in south carolina. they are state figures but they are national figures and in the true sense of the word, they and they want to see our country succeed and be respected again. our country is going to be respected again like never!ñ before. so this is a fantastic evening. it's an early evening. you can all go down and celebrate for about 15 minutes, then we have to get back to work because the big day. michigan is coming up. the autoworkers are going to be with us 100% because they got sold out by this country. up and we are going to have tremendous success and
4:58 am
we tuesday. we are leading 91-7 overall. if you don't mind, may i have the pleasure of introducing some incredible people? because they stuck right from the beginning from the very moment we announced and they believe in make america great again. first of all, my family. ivka jared. tiffany and michael. they are so supportive ome and we really appreciate it and love them. we have a great family and we have incredible friends and we are going to be upe on november 5 and we are going to look at joe biden, he is
4:59 am
destroying our country. we are going to say joe, you are fired. get out. you are fired. >> republican rival nikki haley lost in her home state of south carolina prompted the cash-rich coke political networks to halt its funding of her campaign. she vowed to continue onward to super tuesday. her stops included this one in falls church, virgini outside of washington, d.c. >> eight months ago i dropped michael off at 4:00 a.m. for another year long deployment. and i watched him and 230 soldiers pickup their duffel bags of longings to go to a country they had never been all in the name of protecting america. they a to sacrifice their lives and their families because they still believe in this amazing experiment that is america.
5:00 am
so if they are willing to crifice for us there, shouldn't we be willing to fight for america here? [crowd chanting usa] because we have a country to save. the media is losing their minds going why does she keep fighting? and the honest answery kids and figure two in your grandkids. because the truth is looki'm se. they went through covid which was traumatic. they don't know what this $34 trillion in debt means to them and what they are going to have to be responsible for.
5:01 am
they are worried about getting a ends meet. they wonder if a war is going to break out. that wasn't enough, it's all under this tens of anger and division. and then we want to know why the' so much anxiety, stress and depression. our kids deserve to know what normal feelsit's not normal undn to allow millions of illegal immigrants to come in and not stop them. it's not normal for joe biden to worry more about gender pronouns than whether our kids can actually read that included -- then whether our kids can
5:02 am
actually read tm.it's not normap to spend millions of dollars in campaign contributions on his it's not normal for donald trump some mock members of the military. it's not normal for joe biden to be calling his opponents fascists and donald trump to be callg his opponents vermin. none of that is normal. i want to get us to a place. can you imagine a country where we could sit down at the dinner table and not have a political fight? can you imagine a country where we can go to work and say what we think and not worry about being demoted? can you imagine a country where we couldn't strongly disagree
5:03 am
but not hate each other? that's where i want us to go. because that's who . we are better than this. we are better than what is happening right now. when i announced that i was running, they asked me what my motivations were for doing this and i said my parents came here 50 years ago to an amwas strongf opportunities. i want them to know that country again. for michael and his military brothers and sisters. i'm doing this for my daughter it was for her and her husband to buy a home. the average home buyer in america is already nine years
5:04 am
old the american dream is leaving them. and i'm doing this for my son who is a senior in college and i'm tired of watching him right papers of ■othings he doesn't believe in just to get in a -- an a. and for the first time, 81% of americans don't think their kids are going to live asoolife as w. we can't be ok with that. i'm not ok with that. we do have a country to save. thishb(c■p is where it comes doo you. tuesday is election day. this is a chance for every one o vote and take 10 people with you. i want you to get a yard sign and if you can'tj/ have it in yr
5:05 am
yard, put it in the back of your car. and i want you to email, text and call everybody you know. ha of family and friends who are just general election voters. i want you to give them a message. in a general election, you are given a choice. in a primary,i know virginia kne the power ofer out there. i want everybody to get out and vote and this is my promise to you. ill join us in this movement, i will take the pain. i will take the cuts. i will take e i have done it up. because all good things don't come easy.
5:06 am
and i think that to get to a blessing, sometimes you have to go through the pain. but if you join me in this, i promise days are yet to come. thank you very much. god bless you. >> thisu year's two presidential front runners, president biden and donald trump were both at the u.s. mexico border on thursday amid a surge of migrants. next, part of biden's visit to the border patrol station in brownsville, texas. then part of president trump's visit to the border at eagle pass, texas. >> staffing has been flat. spending long hours patrolling the border, making major sacrifices. i know it makes a big toll on them and their families. that's why i signed a bill finally getting border patrol agent's overtime pay they deserve.
5:07 am
and finallit's ridiculous it tos long. it was long past time and i was proud to do it, but we need to it's time to step up. provide them with significantly more personnel and capability. we also need more immigration judges to help handle the backlog. 2 million cases. this deal would provide funding for more immigration judges establish the new process for the government to consider asylum claims. the process to get a decision on asylum claim takes five to seven years. it's far too long. we want to change the standard and make it harder.
5:08 am
y/what happens comic come back n five to seven years. maybe get a hearing from a judge stay. this encourages more people to come to the country. because they know they cannot handle the caseloads quickly and they will be able to stay in this country in the meantime. but new policies in addition to 4003 hundred additional asylum officers will be able tothe prox months. that would have a serious deterrent effect on those coming north. when the criminal gangs say we will get you north for 8000 bucks. and i'm going to get there and say six months they may be able to gida person thinking about eg
5:09 am
the united states understand -- they are less likely to come in the first place because they are not going to pay the cartels thousands of dollars. deal is they win for the american people. it's a win for the people of brownsville and that's why the border patrol unit endorsed it. the national chamber of commerce endorsed it. not known as a democratic organization. that's why the wall street journal endorsed it as well. this is a truly bipartisan initiative. that's why the bipartisan south texas alliance of cities endorsed it. i didn't get everything i wanted and not compromised, but neither did anybody else.
5:10 am
compromise is part of the process. that's how democracy works. compromise is a very partisan -- critical step. we need to have their bags. i want the people to understand clearly what happened here. this bill was on its way to being passed and it was derailed rank-and-file politics. the u.s. senate needs to reconsider this bill and those senators who oppose it aside ant on merit. it's about whether it benefits the american people. it's what the american people deserve. the speaker of the house needs to put this bill on the■é floor because it would pass. the majority of democrats and republicans in both houses support this legislation. until don't do that, it will
5:11 am
benefit the incumbent. we need to act. it's time for the speakers to show a little spine. pass bipartisan -- conservative leaders supported this. border security built. let's remember who we work for for god sake. we work for the american people. i understand my predecessors -- passed today. instead of telling members of congress to block this legislin you in telling the congress to pass this bipartisan border security bill. we can do it together. know it's the toughest most efficient, most effective border security built this country has ever seen. so instead of letting politics, why don't we just get together
5:12 am
and get it done. let's remember who the heck we work for. we work for the american people. and let's remember who we are. we are the united states of america. i mean it. think about this. there is nothing beyond ourcapar and of all things we should be working>> today we have presidep literally yxw?on the border its, a place that he has been too many times talking about all the things he's done to secure the border. at the very same time we have president biden down in brownsville, texas which wasn't an obligatory visit by him. the border. he is in some sanitized location in the brownsville area. not seeing the razor wire at the
5:13 am
texas has put up around brownsville and he announced he was going to brownsville after it was president trump was coming to the state of texas. it just goes to show that biden does not care about either texas or the border and what's going3c on. >> now the united states is being overrun by the biden migrant crime. it's a new form of vicious violation to our country. it's migrant crime. but that's a little bit long so we will just leave it. that comes from allowing thousandsbecause hopefully the t risk we have is nine months, that's a long time. a lot of bad things can happen. they always say in speeches and rallies, if you take the 10
5:14 am
worst presidents in the history of our country and add them all up, you can add themstun -- has. the general was saying he can't believe what's happening. last year almost a hell of all -- half of all ice arrests -- 3000 robberies. 6009 hundred burglaries. 7500 weapons crimes. this is all migrant crime. 4300 sex crimes. 1700 homicides and murderers. these are the people that are coming into our country and they are coming from jails anprisonss and insane asylums and their terrorists. they are being led into our
5:15 am
country and its horrible. i know many of the leaders of these other countries that are doing it. it's not just south america. it's all over the world, the congo. you look at the throughout the region but more importantly throughout the world. they are emptying out because they are dumping them into the united states and these guys try and make like isn't it wonderful. they don't have a clue. nobody's really been able to tell me -- in business you always want to understand the other side. you want to figure it■ro you can do something. but nobody can explain to me because everybody i speak to says how horrible it is. nobody can explain to me how allowing millions of from places unknown, who don't speak languages. we have languages coming into
5:16 am
our country we don't have anyone that even speaks those languages. they are truly foreign languages. &no they are bringing with them tremendous problems including medical problems. h to but they have terminated -- title two but they have terminated that. the judge said it would be horrible to do that and he let it go. in six months it expires. i just think you're are doing an incredible job. one week? ago, a beautiful nursing student was barbaric when attacked, almost unrecognizable while out on her morning run. she was keengerselfn shape, a beautiful young woman, great person, best nursing student there was. i spoke to her parents yesterday.
5:17 am
they are devastated beyond belief. but she was just so beautiful in so many ways andhorrifically bed and savagely murdered. the monster charged in the death is an illegal alien migrant who was released into our communities by crooked joe biden. he's crooked. i took the name away from hillary. >> next, a preview of what you will see on american history speeches series. this week you will hear two speeches from historic run ups to super tuesday. and then from 2016, republican senator marco rubio from his home state of florida ahead of that state's primary. >> lets begin to end the war in iraq and i have set on my very first day.
5:18 am
i will start to plan to bring our troops home within 60 days. i will do this carefully and thoughtfully because i know we have some veterans in this audience and you know how hard and dangerous it is to withdraw troops and equipment and we have to take care ofilians who are there. we've got to figure out what to do with the iraqis who helped us. we need a president and a commander-in-chief who understands that we have to withdraw from iraq unlike senator mccain who said he would perfectly happy to be there for 100 years. i just want you to think about this. i believe that we can have an election this time where all of
5:19 am
the issues including national security are ones that democrats can stand and proudly promote. i take a backseat to no one. and my commitment to protect and defend this country. but let's go i did a smart way for a change. >> of all the places in america and i have traled th■is country and i am so proud to be back. there is no place that undend american dream better than this community and this great state of florida. like our this is a place built by people who always worked hard for a better life. in this community, we have

all been raised by people who know how special america is because they know what life is like outsidef america. by millions of people who lost their homeland and their future. but thank god they found this great country where anything is possible, where everyone can go work will take them. -- and their work will take them. buwe know the things that make america special were not an accident. they did not happen on their own. they happen to because for over 200 years, each generation of americans did what they needed to do to leave their children better off than themselves. i know of no place in america who uerds we do here. every single one of us here is a generation removed from someone who madeha>> cnn reported that l

39% of the american people report they are regularlyippingy their rent. over half of bankruptcies come from medical debt. we are now living at a time where economic anxiety is experienced by the majority of people. the minimum wage not having been raed and increasing militarism. what's going on here? we the people basically don't own this country right now. said that people who died in the civil war for the union had died so that a government of the people, by the people and for the people would not perish from the earth. it's perishing now. and on our watch. we are a government of the corporations, by the corporations and for the corporations and we need a president who will turn this who inspires the american people. we can do different.
