folks, thank you very much. all the governors, thank you for being here. one of my doing here -- jill enjoys traveling with advanced priorities. thank you to kamala for her leadership. the members of our cabinet, including two former governors -- are they both here today? he could be here tomorrow, tom. my republican friends, i have bad news for you. i actually like working with you. [laughter] it reminds me of the days in the senate. you argue like hell and then we get things done. i want to say a few words about

an important anniversary that we marked tomorrow. two years ago shortly before dawn, russian troops marched across the border in ukraine and putin believed he could bend the will of the people of ukraine. that he could roll into ukraine and rolled over them. two years later, he remains wrong. kyiv is still standing. ukraine is still free and the people of ukraine remain unbroken. in the face of putin's vigorous onslaught. this is due to their sacrifice and also due to us. the united states put together a coalition of 50 nations to support ukraine. we expanded nato. putin is betting on we will walk away. i was speaking to some of the heads of the european union and nato today.

i am announcing more than 500 new sanctions in response -- [applause] in response to putin's brutal war and conquest and in response to alexi navalny's death. make no mistake, putin is responsible for alexi navalny's death. alexi was incredibly courageous. his family is courageous, as well. i ensured them his legacy will continue to live around the world. we will continue to make sure that putin pays the price. let me be clear, the house of representatives must pass a bill that provides funding for ukraine. there is no question -- none --

that the speaker called for a vote in the house it would pass easily. instead they went on vacation. look, folks, all kidding aside, history is watching. the clock is ticking. ukrainian soldiers and civilians are dying. russia is taking ukrainian territory for the first time in many months. here in america, the speaker give the house a two-week vacation. they have to come back and get this done. failure to support ukraine and this critical moment will never be forgotten in history. it will be measured and have an impact for decades to come. i want to thank all you governors here today. i heard you. many of you agree with me. urge your congressional representatives to foresters bill to be brought up.

turned things around with your help. the american rescue in plan. many of you put that money up. bring half a million teachers and other school personnel back into the classrooms. to prevent foreclosures and keep 8 million families in their homes. the bipartisan infrastructure law, significant investment in history. [applause] over 46,000 projects already. 46,000. we are just getting started. it is just the beginning. modernize roads, bridges, ports, airports, public transit, clean water, high-speed internet.

from wisconsin and minnesota, governor beshear, governor dewine, building a bridge called the britain's prince bridge between -- rick spence bridge between kentucky and ohio. tens of thousands of trucks and commerce cross those bridges every day. building the first high-speed rail line in california and nevada. i wanted a governor newsom for his leadership. by the way, i'm not sure how many people who leave with two hours, go to vegas, will come back or not post all kidding aside, biggest investment in climate change ever.

dealing with the impacts of bad weather. i have flown over your states, particularly in the southwest and west, northwest, i don't know how many times. helicopters. timber burning to the ground. we have lost more forests than the entire state of maryland makes up in land in square miles. we are building cleaner, more reliable power grid. made in america. one of the things i did not know, maybe you did, i have been around a long time in congress, i did not know when they pass legislation related to lipid organize in the 1930's that there is a provision that said

if the president provides -- of congress gives the president money to invest in america to build things in america, spend money in america -- to spend money for america, they should do two things. one, hire americans to do it. two, use american products. guess what? did not happen in democrat or republican administrations for the longest time. guess what happen? we no longer -- we are no longer disclosing -- what was happening in the last 20 years. in all of our states, including delaware. people decide to labor was cheaper overseas so we export the factory and import the product. we're building in america now. [applause] so far my best in america has

attracted $650 billion in private investments -- so far my invest in america has attracted 650 billion dollars in private investments. the factory maybe only employed 500 to 2000 people and for generations family after family showed up and worked in that factory and all of this said it is gone. it is overseas. now they are coming back. for example, the governor in new york, macron investing $100 billion to build chip factories. [applause] an area the size of 40 football fields. across the country over the next 20 years, we will create 50,000 jobs across the semi conductor supply chain. by the way, if you work in one of their fabs, you don't need a

college degree, you make $110,000 a year. folks, we have ignited a manufacturing -- semiconductor, jobs boom. we have cut the federal deficit as well. we cut the deficit by doing all this. we cut it by $1 trillion so far, the biggest reduction in history. i signed legislation that will cut it by another $1 trillion over the next decade. it is clear we have the strongest economy in the world and that is not hyperbole. 15 million new jobs created come a record. growth is strong. inflation is down. folks are starting to feel it. the biggest jump in 30 years. we've got more to do.

america filed a record 16 new business -- everyone of those filings is an act of hope. think about it. act of hope, investing all they have. they believe they can do something. we're just getting started. we're going to keep fighting to lower the cost of families from prescription drugs to housing. for example, that cap for seniors a month. let's make it $35 available to everyone in your states. [applause] it saves the taxpayers billions and millions of dollars. reduce the deficit by $160 billion.

medicare is not paying out $400, paying out $35. taxpayers are being saved money as well. they're still making a profit. in some cases up to 300 sent. because we don't have to pay the exorbitant prices. we are also lowering housing costs. today record 1.7 million housing units are under construction nationwide. we know we need more. i sent congress an ambitious plan to do more. i appreciate your help to get it passed. we are partners. there is one other piece of unfinished business i want to talk about, the border. my first eight in office as president, the first bill, set up a comprehensive plan to fix immigration. i think you all have it at your table. i don't want to go in all the details. fact sheet on the bipartisan

border deal. it lays out all the things that it does. we traduced a conference of plan to fix this it -- comprehensive plan to fix the system. high-tech border security, legal pathway for dreamers. congress has had a long proud history of a partisan immigration reform -- bipartisan immigration reform. reforms -- something changed. laws and resources have not kept up with the immigration system and it is broken. months ago i instructed my team

to begin a series of negotiations with the bipartisan group of senators. led by conservative republican. to fix our immigration system. provided each of you the fact sheet with details of that bipartisan deal. bipartisan agreement represents the most fair and humane reforms in a long time. i did not get everything i wanted. it also includes the toughest secure the border ever in history. the border patrol chief himself said we need more people. we need more agents on the line. our bipartisan bill got what they needed. 1500 more agents and officers hired. 100 more immigration judges. more asylum officers. right now they come through the border in asylum -- they get a bracelet and get put in the

country and say come back in seven years. come back in seven years when were able to hear your case. provide smart inspection machines to detect and stop for no -- fentanyl getting across the border. helping governors shelter migrants. a win for your states. as we all know, politics intervened to stop speaker of the houses refused to vote on the bill even though there is significant support. republican -- talk to your republican colleagues. there are enough votes to pass the bill. all of the sudden, people started to go silent. they are in a tough spot. tell that to the border patrol. they support this bipartisan bill. tell that to the chamber of congress who supports the proposal. tell that to the wall street

journal. the editorial page supports this. there are governors in this room that supported. strong minorities oppose it but significant majority in the house and senate support it. folks, leaving and nothing is not an option. compromise is part of the process. i did not get everything i wanted in the deal. we did not do a number of things. but it is a positive, significant step. you know that. you deal with his every day. some of you deal with it every single day. you have real skin in the game. if this matters to you, matters to your state, tell your members of congress. show a little spine. past the bipartisan bill. -- pass the bipartisan bill. it is the strongest are countries ever seen. the most fair and humane reform.

why are we making the kinds of progress we are making economically when the rest of the world is at a standstill in agriculture, basically? let's keep working to fix the entire system. i hope you all can help. let me close with this. i appreciate governor cox's effort to make those of us who disagree -- to listen to one another, since of dignity and respect. i have seen you do more than most. that is how we get things done. that is how democracy works when it works. it needs to have that kind of exchange. when folks in your state look around and see more factories coming in, more shovels on the ground, more people going to work, access to affordable

internet, i hope they feel the pride in their home towns making a comeback, pride in america. folks, i know some people think i am a little too optimistic. but i am more optimistic about this nation then i have ever been. you just have to remember who the hell we are. we are the united states of america, forgot that. -- for god's sake. when have we ever set a national goal and failed? when? when have we ever come out -- not come out of a crisis stronger then we went into the crisis? nothing is beyond our capacity to work together. so let's keep working together. god bless you all. may god protect our troops. thank you.
