>> as i said, we debated the funding twice yesterday. the amendment was rejected by a vote of 104-330. the amendment was rejected by the house 93-339. we debated them. the house considered similar amendments in the defense

reauthorization act and at that time the green amendment was rejected by a vote of 89 to 341. and the amendment was rejected by 70 and 385. these amendments were rejected because the house stands for preserving democracy. we stand for working with allies and preventing vladimir putin from seizing land. these were rejected because of strong bipartisan support and consistent funding for ukraine in the face of the defense will. ukraine security initiative has been part of the bill since fiscal year 2015. the support included training for ukrainian troops in missions, spare parts for vehicles, weapons systems and medical supplies and the department of defense has mechanisms to monitor our assistance.

that is the work of the dod security assistance group in ukraine. i also have traveled with republicans and democrats to review how training and equipping of ukrainians moving forward because i agree congressional oversight is important. the money has been critical to ensure ukrainians could withstand vladimir putin's invasion last year. congress began after russians unprovoked illegal seizure of crimea in 2014. five different chairs of the subcommittee across both parties have consistently included this funding in the base appropriations bill and that includes the chairman and myself. chairwoman granger when she chairs the subcommittee. we included funding because vladimir putin is a bully who threatens not just ukraine but

global stability. he uses paramilitary groups like the wagner group to destabilize nations using murder, rape, and torture to achieve his goals. in february he wanted to take all of ukraine and overthrow the democratically elected government. russia deliberately fired cruise missiles into apartment buildings, shopping malls, schools, day care centers and even hospitals. so it is clear, he is a war criminal and must be confronted. that is why congress is including funding is a priority in the bill, to help ukraine fight back against the illegal and unjust invasion. it is important that we along with allies continue to support the fight for freedom. the rest of the world is watching including other

of russia's invading forces. victory in ukraine allows america's enemies to know the price they will pay for unprovoked aggression is too high. it will deter vladimir putin from setting his sights on nato allies and will signal to xi jinping that the free world is able to -- in the case of taiwan. security assistance to ukraine since the invasion began has helped ukraine degraded russia's military without putting u.s. troops in harm's way. this is why continued support of ukraine is in the u.s. best interest. president biden has slowly rolled to the provision of critical weapons to ukraine. from tanks to longer-range attacks. not wise statesman she and it is weakness.

this is prolonging the war. colleagues, we must demand that president biden send weapons to ukraine with speed. we must utilize security to support ukraine's victory, not defund them. ukraine security assistance initiative has been funded by congress for years to support ukraine against vladimir putin's illegal annexation of crimea in 2014 and the subsequent war. president trump used the same critical funding that we are using today to transfer missiles to ukraine, reversing president biden's failure. and also, congress must ensure all u.s. citizens are accounted for by giving every single taxpayer dollar that is spent with precision. my bill includes $20 billion of

a lot of surprising and confounding things in my time in the house of representatives, especially in this 118th congress. but i do not recall a time that this body was an overwhelming bipartisan majority voting to appropriate funds stripped from a bill in the darkness of night. three hundred 39 members of the house of representatives including a majority of the majority voted yesterday to include support for ukraine in the defense appropriations will. 93 voted against it. then the republicans stripped the ukraine funding from the defense bill to placate an extreme minority over the will

of the my jury -- majority and maintaining the gavel over responsible governance. russian tyranny and aggression threaten more than just ukraine. we learned in georgia, crimea. if you stand by while russia takes an inch, they will take a mile. vladimir putin must be held to account for of ending europe's security and peace time for a pointless and bloody war that disrupted energy and disrupted food and security around the world. we must be clear about this and what it means. this is appeasement like the world experienced in 1938 and which led to a murderous result. ukraine's fight for sovereignty requires action and support from the free world. we must act like the leaders of the free world. we must not abandon our position as a beacon of democratic values.

we must not surrender to russia, china, or any group that threatens democracy. members of this body have come together again and again to reaffirm our commitment to helping ukraine defend itself against the vicious invasion. we did so again yesterday. regardless of which votes, the majority is afraid of taking, democrats will not be afraid of supporting our allies. funds for the ukrainian securities initiative should remain in the bank, that is where they have been since 2015. republicans have an 820 $6 billion defense bill that does not include any assistance for ukraine, the most urgent security crisis that we face in the world. even house republicans instead of abetting our process, we cannot abandon ukraine. i urge the speaker to lead those

never leaves the united states and supports american jobs. there has likely never been more accountability in place for u.s. foreign assistance with the u.s., ukraine and an agency working group. more than a hundred 60 officials are monitoring u.s. aid to ukraine according to the institute for the world economy. ukraine's total european commitments are more than double those of the united states. russia is china's junior partner. a defeat in russia means weaker china. japan's prime minister says the security of the indo pacific region cannot be separated from european security. vladimir putin started this conflict opposing democracies with rule of gun. democracies with rule of law, sharing their goal of death to israel, death to america.
