♪ >> this week on 2024 campaign trail c-span takes you to south carolina where former president trump claimed another of two primary victories in the past nikki haley continue to push in super tuesday states, and to the r;c border in texas where president biden and donald trump both made visits. look at some of the the house races currently held by california where voters will have primary ballots in presidential house and senate races on tuesday. >> erin covey of the analyst for the cook political report, you've done some analysis on the importance of these california house seats with their primary around corner. why should people be paying attention to some of these california house seats?

>> yeah, so just remind folks control of the house line this year. republicans only have a four seat majority in the house and they are redistricting and a some curveballs and that. looks like at the end of the day democrats only did the flip a few seeds of the going to take back control of the house. we see that as a toss up or we'll think ofwe the party has a huge advantage for control o the house. but at the end of the of these competitive seats are either in new york,fornia. i think new york has gotten a disproportionate amount of coast but california is going to be crucial for the house majority in 2024. >> let's dig into some of these seats. let's start with california's third district kevin kiley. >> this one is interesting dlob are competitive and republican held one of the less competitive ones. he's aom freshman congressman elected after redistricting. this is the seat that trump won by a couple of points in 2020,

and so depending on how the presidential race plays out at the top of the typically they could be competitive if democrats have a strong candidate here in jessica morris. but we had t republican at the moment. >> moving onto california's 13th district, this as a toss up. explain.n. >> yes. we have for my california districts in our tossup category. they are all held by republicans but even among the four tossup seats a lot of folks i talked to think the 13th district couldost vulnerable republican in california. he represents a seat that is in the central valley, parts of at the democratic candidate last cycle came just 500 votes away the beginning of the cyclist is going to be a a competitive race. we haven't rated as test that according to rpg also democrats do have an inherent advantage in the seat. republicans have control of it, incumbent will have resources

that he did not have last cycle. ou this is going to be one those to watch. in terms of the primary itself, there's not a competitive primary. so adam gray who was a estate the sentiment is running against an easyis only democrat on the ballo it's going to be a matchup between those two. >> before we get to thep other tossup races let's talk about the open seat. belonged to the former speaker kevin mccarthy. >> yes so this is thein only california this cycle. it's also in in the bakersfield area.ts in terms of control of the house is not going to be competitive. it's interesting that is open out that mccarthy has resigned. you have that the regular primary that is happening on march 5 rest of california's primaries and in the special election primaries fill the vacancy that is happening two weeks later. runner is a state and is mccarthy is longtime protégé and once it was clear that mccarthy was not going to be returning for another term, he was thought of as the likely

successor. that he does have a of opponents are running to his right. it looked like this could be a bit of a competitive race initially. that was up until a few days ago because trump just endorse phong. obviously in the red c with republican primary voters thompson endorsement is a game changer. i think is a pretty clear front runner heading into this race. >> that's the 20th district. talk about the 22nd distr in california. why should we watch this on? interesting and is probably one of the messiest primaries in california along with the 47thie porter. the 22nd district is very competitive. it's a d+ five seats a technical the most democratic leaning republic held seat in california right now. the congressman represents a has cut out a fairly moderate profile among the house republican conference. he was one of the ten republicans voted to impeach trump in 2021. he's a lot

of cross over votes from folksht the typically over the years. he does have a competitive race as he always has and the concern the cycle is that because he has republican opponent on the and democrats have two candidate on the ballot, the democrats couldet locked out of the general election. this is the case because california unlike most states has an open top two primary systemit of what party they'rehe running under moving to the general because of that in the 50-50 district if republicans and two democrats there's a good chance you get two members of the same party get into general election. democrats have now spentnt over $1 million boosting ray salas status amendmentomps i think ultimately he probably one of any trouble getting into the ge end of the matchup. but this is a race democrats have had to spend a decent amount of money on just to make sure they actually have candidate. >> moving on toid california's 27th district, also a tossup.

>> yes so this is another perenniallythose were following. it's held b mike garcia was had the same democratic opponent for the last couple of cycles but the cycle democrats of a new recruit, george whiteside. he's the only d about so as far as a primary go sees a esumptive nominee. it will not be competitive but this this is a really interesting race to watch and whiteside is incredibly wealthy. formerly worked for nasa and now has aer private spaceflight he has put a decent amount of his own money into the race as well and has a cash on hand advantage over garcia at the moment. for this reason we have it rated as a tossup. >> likely republican. talk about the incumbent. >> thiit's held by congresswoman young in 2020.

this is one of the few seats that biden won in 2020 but we have as likely r. we believe kim is the clear favorite in this race. this is the sort of district tend to vote democratic at the top of the ticket but also doesn't mind voting for races. this is going to be an interesting depending on how the presidential race plays out, it could become more competitive. for now i think kim is the clear favorite. >> what is her appeal? >> she is one of the korean american women in congress in a large aapi population. she has been able to really advantage of that and to establish her own brand in the she has also carved out a relatively more moder lane and

some of the other republicans in congress. she is still conservative on a lot of issues, early abortion. she has demonstrated crossover appeal. w>> the 41st district. >> this is another really interesting race to watch. ken calvert has been a long member of congress since the 90's. but the seat changed a lot in the latest round of redistrict. it's mostly county. calvert run in these safe seats or he d challengers. his latest opponent had strong fundraising and democrats were excited about the fact that he's running agaithe leaning that some of these other tossup races. because democrats have such a strongandidate and because the

republican incumbent has a moreive record compared to the other members of the delegation, democrats think this is one of their best opportunities of the cycle. >> the 45th district in california. >> it has one of the largest aapi populations in the country. it is inland to orange county and its represented by michelle steel who was elected in 2020 along with young kim as one of the first korean americans in congress. this is a bit more competitive the lien republican category. is going to be probably a bit more competitive. democrats do have a competitive pr that because a couple of the democrats running their have struggled to raise money. democrats have lined up
