>> a catastrophic collapse in baltimore, a cargo ships slept coming into a bridge, plunging it into frigid water. emergency teams now frantically out looking for survivors and local officials worried about the long-term impact of the disaster, were expecting to hear from federal investigators in just moments. plus, the next big fight over abortion today, the supreme court hearing arguments decide whether to restrict access to a widely used abortion pill the solicitor general, arguing that justices should put an end to this case. those some on the court appearance open to allowing that and a sex trafficking probe targeting sean diddy combs, fed's raised raid, the music mobiles homes. what we know about the investigation and what they were looking for. >> a >> following these major developing stories and many more, it's all coming in right here, seeing a nuisance

>> thanks for joining us on cnn news i'm sure we are monitoring a major bridge collapsed in baltimore. here you can see the mangled still of what used to be the francis scott key bridge on top of that cargo ship that smashed into a support pillar at about 01:30 this morning? six people remain unaccounted for and moments ago, president biden said the search and rescue operation remains the top priority to other people were saved. one of them is in critical condition according to the president. officials are still trying to piece together what happened. there is one key detail view, watch the video closely shortly before the impact you see the boat, the lights can be seen flickering on and off. now, maryland's governor confirms that the crew sent a may day call about a power issue, a learning authorities who quickly cut off traffic to the bridge a move that potentially saved lives let's take you now, live to the scene with cnn's gabe cohen gave update us on

this search and rescue effort. where does it stand now >> well, look, boris cruise or scale out here in the river still going through this search and rescue operation, i'm going to step out of the way so you can see what's happening behind me just down the water from where i'm standing. you can see that massive container ship. and what's left are the key bridge just spilled across it, across both the deck and in the water on each side of it thousands of tons of steel as those rescuers are in these rescue boats all around it searching for any sign of life we also have seen rescue vehicles on the riverbank. they're participating in this searches well, coast guard helicopters, it is a lot. there are a lot of agencies that are taking part in this, but look, we are now close to 12 hours into this operation and things are getting more dire because this is cold water. we're talking 48 degrees conditions

this morning, particularly frigid. and so every second counts and we if heard, officials talk about that, but as of now, they say they are maintaining hope and they are just praying that there is going to be that sine of life and they can pull some of these individuals who are missing out of the water. we know they're searching for at least six people believed to be missing in the river right now and we're waiting on an update, hopefully in the coming minutes or hours as to whether or not anything comes up. they're able to find anything. but as of now, it's been a very difficult morning for these crews conditions. a lot of choppy waves out there. it has definitely settled down, but not easy boras for the crews that are working in this difficult situation a difficult scene. the process to say the leaves the game help us understand just how critical that made a call was, because it helped to halt traffic on the bridge shortly before the

crash. that's right, boris. that's what officials are saying that as this ship was losing control and losing power in the moments before the collision with a column of this braids that set off this collapse that they sent out. this made a signal and local officials police, according to some of the officials we've heard from, were able to stop traffic stops, some of the vehicles that likely would have been on the bridge during the collapse. and potentially save lives. take a listen. here's what maryland's governor said about that. just a little while ago. >> i'm thankful for the folks who who once the once the warning came up and once notification came up that there was a may day who literally by being able to stop cars from coming over the bridge these people are heroes. they saved live lesson. they saved lives last time

>> and look, boris, what we are still asking and still trying to get answers to is if authorities did know about this made a call, it they were stopping traffic. why was this construction crew? still on the key bridge, the six people or at least eight people that went into the water because to have been pulled out. one basically unhurt the other recently released from the hospital after suffering serious injuries and the six at least that are still missing. we don't know why they were still up there, but as you heard from those officials, they believe that that made a call like we save lives >> gabe cohen. thanks so much for the update from where you are. let's pivot to another vantage point of the crash. cnn's brian todd is live force on a boat in the harbor. brian, what are you seeing from there? >> right, boris, we've been able to get to this vantage

point a few hundred yards from the vessel itself are photojournalists. andrew christmas is going to go right past me and give you a closer view to it. you can see just the shear force, just from this angle. you can see the shear force with which the dalai, this cargo ship, this container ship slammed into the francis scott key bridge you can see there at the bow of the ship, which is to the right. this was an outgoing vessel, by the way, going out toward the chesapeake bay, which is what you see beyond it. this that you can see across the bow is a remnant of the bridge itself. it's lying across the bow and this is, you can also see another angle of the damage to the vessel and the damage to the bridge itself. if we can pan out just a little bit wider, you can see look at that the entire middle section of the francis scott key bridge is gone. there's a coast guard helicopter hovering overhead. rescue vessels have been going back and forth a few minutes it's ago we saw an army corps of engineers vessel that we were told had sonar capability. that is also searching the water. we also saw a couple of tugboats are coming past here, towing an oil boom. so they're

looking for remnants of possible spillage there. i heard gave mentioning of course, they're looking for six people on accounted for, were also told by officials that they tracked for vehicles that were on the bridge at the time of the collapse, for at least four possibly more vehicles, but a few vehicles we can say that went into the water, unclear if there were any people inside the vehicles, at least one of the vehicles was seen with its lights on in the water after it plummeted into the water from this bridge. again, just take a look at the devastation there. and what is missing. it's a very dramatic shot of what is missing from this bridge there. it's a very important artery for commerce going north and south along the east coast hazmat material is only allowed on this bridge. it's not allowed in the tunnels that go underneath the baltimore harbor where most of the vehicular traffic the regular vehicular traffic goes into the tunnels. the hazmat material can go over this bridge. so that gives you an idea of what's been disrupted here. here's another illustration of what has been disrupted no major vessel

traffic has been allowed in or out of this hole harbor since this accident happened? almost 12 hours ago, that green vessel right there. that's called the karman, that is a vessel that brings cars into that port terminal here in baltimore. it is stranded here. every other commercial cargo ship is trapped inside this harbor. no other major vessels can get in or out. that is a huge disruption of the economy here, you've got hotels, businesses restaurants, other businesses here that depend on these goods coming in and out of baltimore harbor that is disrupted for at least days were told. i also spoke for us not too long ago to an official with a marine construction company that's going to be involved in the salvaging and the reconstruction of this bridge he told me that it's going to take several days just to get floating cranes and heavy equipment here so that it can remove some of the fragments of this bridge when it gets here, then they have to chop up some of these fragments into smaller pieces. it's going to take days just for them to get on site.

and that can't even begin bourse until the rescue operation is coming. plate >> yeah, they have to make sure that the scene is cleared before any of that can start. and it is more than a mile long bridge. much of it now under water. brian, todd. thanks so much for the update from baltimore jessica, and joining us now is veteran firefighter and emt gerry dworkin. he's the water rescue technical consultant for life-saving resources is a training firm and consultant and see jerry, thanks so much for being here with us right now first help us understand what the first priority is for these rescuers. >> now at >> 01:09, in the afternoon well, the first priority right now is their own personal safety. this is still considered a rescue versus a recovery incident. but the first priority is the safety of all the rescuers that are on boats around the water in the water, in the air and so forth. >> and you talk about a 1101 rule. what is that help us

understand >> when somebody is suddenly immersed into cold water, we talked about the 110.1 basically you have one minute to get your breathing under control. get your senses about you and so forth. you have ten minutes of purposeful movement for self rescue in one hour before hypothermia sets in >> and so that's what if you, when you're training your rescuers probably as well, you want them to be well-versed and that what other skills? are you making sure they have for something like this >> well again, the priority is the safety of personnel. they can't perfect a rescue unless they are safe themselves. so they need appropriate personal protective equipment and that would include this time of year because we're dealing with 48 agree. water. it would include appropriate emergency rescue suits such as a dry suit with insulation underneath. it would include helmets and gloves and

boots and so forth just to keep them safe while they're in on around the water and again, once they enter the water, it's very precarious. it's very dangerous for the for the personnel that are in and around the water. the divers having a difficult time because of the currents and because of the wind because of, the light when the incident first occurred. and the fact that because the current's you have a lot of drifting of the boats and drifting lines and so forth. so it's going to be a very dangerous and very time-consuming job for the first responders, >> right. and in addition to all of those things, you >> just named, there's also just this mangled metal that we see kind of sticking up out of the water. what does that do for the environment that they're in addition to all of those things, the current, the water temperature, all of these other factors that there having to think about >> again, that's going to contribute to the danger. the hazards and the risks associated with this rescue and

recovery operation. if a suit gets sliced, the individual wearing that suit talking about the dry sue is now in jeopardy as well. so it's a the debris is going to be very hazardous situation to work around yet there's a very good chance that if they're trying to recover a vehicle or recover and affect the rescue, it's going to be very close proximity to that debris >> or certainly sitting them all the best as they go about this very dangerous mission that you just outlined, gerry dworkin. thank you so much for your expertise, helping us understand that. we sure do. appreciate it >> thank you >> and we are following all the latest on this bridge collapse ahead. we're going to talk to to an engineer about what led to the bridge collapsing so quickly plus the supreme court takes up the biggest abortion case since roe v. wade. today, justices hearing arguments on limiting access to abortion pills nationwide and federal agents raid sean diddy combs,

all the dynamics that were at play. >> well, the ship itself is a little bit longer than three football fields. so this is a big hefty piece of without any cargo ways almost 100,000 tons with the cargo gets much heavier than that's a tremendous amount of power here, we know that it was moving in out from here, from point breezy around this way, it came down, did about nine miles an hour when it made an impact down here. so that's an idea of what was going on. and you'll notice that little swerve right there that's gonna be a lot of looking at that. why did this happen? because that's what took it off the course. that would have had it going really much more were shipped should go, which is right here. this is where it diverge from that. so we'll find out what that meant if we move on, but we know also that the bridge itself substantial bridge here 1.6 miles in length, quite a big distance very, very busy bridge. and we know that the bridge basically really seemed to be in good shape. last inspected in 2021. and at the time it was rated

fair. >> and i've noticed we're talking about the traffic obviously going under the bridge, but there is traffic on the bridge as well. >> yeah, there is a trick typically under the bridge, ninth largest port for international cargo. lot of things moving over the bridge, yeah, 30,000 vehicles crosses bridge per day. all indications are decide to that there were some warning from the ship may have helped the hour also helping 130 02:00 in the morning. that's a really early hours, so that may have helped, but tremendous artery here for vehicles to cross. but in terms of the cargo it carries, look, they're going to be first in the nation in terms of auto and light truck imports, cars coming in and out of their huge him back their farm equipment, sugar imports, coal exports, and hazardous materials have been typically carried over here. that was an outgrowth of what happened after 911. so a lot of things have to be rerouted here. a lot of things tend to be finished out. first of all, we have to get past the human tragedy of all of this.

but this impact of a ship that size, this is like taking the chrysler building tipping it over sideways, and then ramping it into a bridge big, big impact, their repairing it. that will be job number one. once you get past the human tragedy of this part possibly restore all these things. in the meantime, they've all got to go some other way and i have to go around and we're looking live at what it looks like as we speak. they continued to search for those six missing people, tom for man thinks so how much rain that to us boris. >> let's get some more perspective on all of this now, with structural engineer matthew rowe, blaze. matthew. thank you so much for being with us when you hear the details of what happened, when you watch that video of the incident, what mos stands out to you from what you see? >> well, what i what i see is that load redistribution going on, hit it right in the right spot, and that load redistribution going on the other parts of the bridge that aren't designed to carry that load. this bridge was built in

1977, way before any of the vehicle collision standards were adopted. so it makes me think about how many other bridges out there there are vulnerable >> that is a good point. i wonder if this ship had perhaps struck a different part of the bridge would you say that it would make it less likely that we would see this kind of devastation yes, 100%, i think had it been able to avoid the column and hit one of the arch beams or something like that. i don't think you would have seen this type of collapse perhaps the collapse happened between the main structures, but it hit it right in the one portion that's holding it up. and the one thing with these bridges we got to remember they're long span. so you have very few supports. so one of those goes you saw what happened, right? >> so a lot of bridges have what are known as fenders to protect these kinds of portions

of the structure from impact with vessels. there's actually a photo from the golden gate bridge, a built in 1937 and san francisco and end it has fenders >> how come >> this bridge didn't have that? do you think that they might have been effective in a scenario like this? >> you know, i can't speculate on that because maybe the end of the fenders take up a lot of space and perhaps it would it would restrict the waterway there, but it should be noted that just about a year ago, they did a study on the eye 40 bridge and that was their one major recommendation on preventing vessel collisions was, to put fenders around the major supports and had there been fenders there? had there been the secondary system to catch it before it hit anything? we wouldn't have this today i'm curious to get your perspective on something that president biden said about getting a new bridge installed? it's obviously going to be an enormous and difficult process

and it may be difficult to speculate, but walk us through some of the challenges and once the scene is cleared, reconstructing or rebuilding a bridge of this size >> well, the first thing that's going to get to take the moos time, honestly, is to clear out all of the debris and everything that's there the design is going to take time and then just obtaining the materials is going to take time and so your biggest your biggest obstacle is going to be clearing everything out. that's already there. and i think that we have a mill, we have a great military, we have a great national guard. i'm thinking that some, some, that they may go out there and maybe be able to put up a temporary bridge like you would do it for time or something like that to keep the traffic flowing because as all your other guests have said, is so critical to the economy. >> yeah, it is going to be a challenging path forward, no matter how it's handled, matthew roba's appreciate the time we have to leave the conversation there.

transportation and safety board. that is what you're seeing on your left, that empty podium is where we are anticipating an update from federal investigators on that bridge collapsed in baltimore, the francis scott key bridge collapsing overnight roughly at 01:30 a.m. and enormous cargo bridge about the size of the chrysler building, the size of a skyscraper, more than 900 good feet long, carrying cargo, smashing into the bridge six peoples unaccounted for the search and rescue effort continues now, i will of course, keep an eye on the situation. not only at the bridge, but also with federal investigators and what they're update might be and we'll bring you the very latest as we get it. meantime, the fate of a widely used abortion medication is now in the hands of the supreme court. soon the justices are going to decide whether to limit access to the abortion pill mifepristone, even in states where the procedure is still allowed. mifepristone is one of two

drugs used in reproductive health care, including for many occasion abortions and treatments for miscarriage. research has shown that it is highly safe and effective. it is the most common method of abortion, making up 63% of all abortions in the united states last year let's take you live outside the supreme court now with cnn's paula reid and paula demonstrators on both sides of the debate had, has been gathering there since arguments got underway walk us through what we heard from the high court it was just doing a boris. i mean, this is the most significant abortion related case that the justices have heard since they overturned roe two years ago. but most of the hearing focus on a procedural issue, the question of standing or the right to sue, and it appears that the majority of justices appeared skeptical that this conservative group anti-abortion doctors, medical professionals, and advocates has the right to file this lawsuit. now this group has argued that at some point they could be asked to render

medical treatment to someone who has had complications from using the for pristine and that's something that they would object to well the, government says, look, you haven't actually suffered any harm. there's no imminent harm, and there were already federal exemptions. if you object to having to offer this kind of treatment. so they're asking the justices to quote, put an end to this case. but justices across the political spectrum pressed the lawyers on this question of standing throughout the hearing today. let's take a listen to what justice alito wanted to now >> could you provide a more specific answer to the first question the justice thomas asked you is there anybody who could challenge in court the lawfulness of what the fda did here in this particular case. i think the answer is no. well, >> that wasn't my question. is there anybody who can do that? let's start with the states that intervene below it's a

currently does this lead i did not like the answer to that question. he and justice thomas appeared to possibly be likely to dissent if the majority of justices decide to use this off-ramp, really not even get into the larger issue of medication, abortion, and broader access to mifepristone instead, decide this base on standing butt boards. we also heard from a lawyer or for a drug company that makes mifepristone because the stakes are incredibly high, not just for people who may want access to this drug, but also for the fda, fords regulatory authority. and of course, the drugs that is already approved. so certainly one of the most significant cases of the term yeah, no question about that. it was interesting, justice ketanji brown jackson flip that question and basically asked should the courts then decide what the fda authorizes as a legitimate medication or not it's a fascinating argument. how soon could we expect a decision, paula, from the court >> so boris, since this is one of the biggest cases that they're hearing, we expect a decision likely in late june and that is of course, going to

be at the heart of a presidential campaign season. and while for decades, republic hello kids have successfully rallied a lot of their supporters around the idea of overturning roe. now that that has happened in the past two years, democrats have been very successful in galvanizing it. supporters around the issue of protecting abortion rights. so depending on how this works out, this could have an impact on the outcome of the november election now the white house repeatedly putting reproductive rights at the center of their message. paula reid, from outside the supreme court. thank you so much. jessica, for more on all of this. we're joined now by amy hangs from miller. she is the founder and ceo of whole whole woman's health. amy, thanks so much for being here with us today i want to start by first asking you what your biggest concern is, is this case, but goes before the supreme court all right >> so i have a few concerns. i'm very confused. i'm very worried about the confusion and delay and misinformation that's being circulated. and i think it's important for us to just be clear that access to

medication abortion is still available mifepristone and misoprostol are still on the market and people can get those medications at whole woman's health and countless providers across the country, like you've heard medication abortion is extremely safe. it's safe than tylenol i can't imagine a supreme court hearing about tylenol and requiring people to go to a doctor's office in person to get title what we hear here is constant restriction against abortion, which is not like you said, not popular with the majority of people in this country. people value access to safe abortion and especially to abortions that can be performed with medication early in pregnancy. it's incredibly important for us to maintain this access for safety of reproductive health care across the country and help us understand what type of patient, what type of case uses a board and medications because in some cases it can also be used during a miscarriage sure. medication, abortion is used up

till about 11 weeks into the pregnancy. the vast majority of our patients are already parenting and they understand exactly what's at hand with their bodies and their health. and they choose medication, abortion, for many reasons. one, because it's very exciting. they can pass the pregnancy at home with their loved ones. it's very safe. it's very affordable and medication abortion is chosen by over 63% of our patients at whole woman's health and we offer that medication in our clinics as well as abortion pills by mail in the state's where we're allowed to do that and almost a third of the medication abortions we provide are provided via mail in states where people can have a telemedicine visit, which i think is really important advancement, especially in this post row era, for people to get access to real medical providers and safe information accurate and kind folks, no matter where they live, to get access to safe medical care

moments before the fateful collision, maryland's governor says that a mayday call from the ship's crew gave them time to >> shut the bridge down undoubtedly saving lives and look at these live pictures of the francis scott key bridge. were crews are still desperately looking for the six it's people who remain on accounted for cnn's danny freeman. is there on the scene for us and danny, i know you've spoken to a number of people who are desperate for information about their missing loved ones. what are they saying? do you yeah, that's right. just going boris really in just the past hour or so, we're getting a little bit more have a picture of who exactly was on that bridge when this incredible tragedy happened, i had a chance to speak with a number of family members who said they had family that was on this bridge when it collapsed earlier this morning, there are very distressed, very upset. and as you can imagine still at this point, hoping for some sign of good news and certainly more information. the family members that we spoke with said that the workers worked at broader builders. it's a local

construction company which is really only about five miles away from the site of this incident. now it should know braun are building because they declined our request for comment when we reach out to them earlier, the first woman though, i'll tell you who i spoke with, she said that she had at least two immediate family members who at this it's point are still missing at obviously incredibly worried. she also noted that she has an uncle who has worked at this company for many, many years, absolutely loved his job, luck being out there. and doing this construction work for the people in this area then the two other women i spoke with a said that one of their family members actually was one who just got out of the hospital not too long ago. and while that is a good thing, he survived. they said frankly, he's not doing very well. you can imagine the emotional stress after being on that bridge when it collapsed, his wife, i'll note was there when i spoke to that family member and she just sat silently incredibly upset a tie here's a in her eyes during most of our conversation. now, just for a moment, just to recap, remember

properties and into his homes. cnn's josh campbell has been following this story for us. so josh, what's the latest on this investigation and end specifically what agents were looking for? >> yeah, these were massive searches that these largest states, both as you mentioned in miami and here where i am in los angeles dozens of federal agents descending on these properties yesterday, owned by sean combs, we're told from a law enforcement source that agents we're looking for phones, laptops, any type of removable storage media that can store picture sure. is that can store videos. and again, as you mentioned, we know from a law enforcement source telling her colleague john miller that combs himself is the target of this federal investigation, a separate law enforcement source telling me this pertains to sex trafficking. now, the lead agency here is hsi, homeland security investigations does that was a telltale sign yesterday is we saw all of these vehicles rolling in, all of these federal agents with uniforms and vehicles and with the letters hsi, that was important because this is a federal agency that specializes

in human trafficking. and so a very serious investigation that is now underway. we of course have reached out to representatives of columns. we have not yet heard back any comment on the searches that took place yesterday, but of course, boris combs himself has come under legal scrutiny in recent months in december, there was a woman referred to as john doe in a civil lawsuit who claims that she was 17 at the time back in 2003 when she was allegedly sexually assaulted she indicated that combs accusing him of sex trafficking and gang rape. a combs had denied that, but then just last month, a former employee of combs also filed a suit claiming harassment, saying that he was forced to procure and interact with sex workers accusing combs son of bringing underage girls to parties so again, as you look at all of this together, it seems to make sense that when you have those types of allegations from individuals, the fed's likely launched her own investigation. the result of that being the search that we saw yesterday. of course, we're waiting to see what specifically investigators found at either location and

whether that will result in any the type of prosecution bores >> judge, you mentioned the hsi logo on the side of these large armored trucks and other vehicles. i'm wondering what is this kind of response tell you? because aesthetically it looks like something out of a war zone now absolutely. i mean, we saw these heavily armed tactical agents that arrived at both locations, law enforcement source tells us that's because combs had private armed security at those locations. and so now i can tell you, having done a number of these searches in a previous life, you obviously want to bring whatever resources that you need in order to potentially be on let's stand by. should there be any potential issues obviously, yesterday, there were no issues. but you had those tactical agents that were there and then i can tell you that there's a separate psychological aspect as well. if someone finds themselves under a federal investigation, particularly 1 a serious as sex trafficked african gets human trafficking you can imagine that people in that type of situation may do things that
