today. i'm taylor available now on the apple app store, android, an empty taylor.com. >> i'm evan perez, that federal court in washington. and this is cnn >> no moscow at&t said that massive outage for cellular customers today was linked to an error that occurred while trying to expand its network. they also said it was not the result of a cyber attack. federal agencies are also investigating after tens of thousands, potentially more one april to place calls or to text take a look at this map, the outage was massive according to the website downdetector. these were the major cities reporting outages. service wasn't fully restored until a little after

3pm today, some 11 hours after the first reports began, the news continues right here on cnn >> right now on early start, president biden promising major new sanctions against vladimir putin they're sitting down with the wife and daughter of alexey navalny about 24 hours to go until republican primary voters in south carolina had to the polls. what nikki haley is doing to try to convince her home state to pick her over donald trump and for the first time in more than 50 years, the us has returned the moon >> i know this was a nail-biter, but we are on the on the surface and we are transmitting. and welcome to the moon just amazing, we're back on the moon. good morning to our viewers. in the united states and around the world, i'm kasie hunt. it's friday, february 23rd. happy friday. we

made it. >> welcome to the >> very last edition of early start after more than 12 years here on cnn will have more on what's next for us at the conclusion of this hour. so stick around. >> it >> is 05:00 a.m. here in washington where the biden administration is set to who announce what they're calling a major new round of sanctions on russia today. the sanctions in response to these sudden death in russian custody of opposition leader alexey navalny and after two years of war in ukraine, officials say the sanctions will hit more than 500 targets, including president vladimir putin, him self. that's according to president biden who met with navalny's wife and daughter in california. he's out there on a fundraising swing. the white house said biden expressed admiration for quote navalny's extraordinary courage and his legacy of fighting for a free and democratic russia navalny's mother is in siberia. that's where her son died. she said she was allowed to see his body in a morgue. there
2:03 am
>> new slate blackmail me and set conditions for where when, and how alexey should be buried in russia. and they want it done secretly without saying goodbye, the ship navalny spokesperson says that the medical examiner has attributed the 47 year-old's death to, quote, natural causes cnn's frederik pleitgen joins us live now from berlin. fred, good morning to you. >> how's >> the kremlin reacting to all of the negative attention in the wake of navalny's death and the process respect to these new sanctions >> well, i think they're showing themselves to be quite relaxed about it was quite interesting because president of russia, vladimir putin yesterday he spoke to sort of his personal reporter that he always has with him when he travels around them, when he's in the kremlin as well. he once again reiterated that for him, he would rather have another term for president biden, then have president trump resort or former president trump returned back to the white house? he did say that he considered those remarks that president biden made about vladimir putin that you consider those to be rude
2:04 am
though the kremlin echoing that as well, i have right now as far as sanctions are concerned, the russian certainly have said in the past that they believe that sanctions aren't going to further they're derail the russian economy, aren't going to de-rail russia's war in ukraine also surface so far are derailing russian arms production either right now, vladimir putin certainly fields that he is in quite a strong position at the same time you do have russian authorities lashing out at the us, lashing out at the white house. this in the form of the russian foreign minister. i want to listen to into some of what he had to say what this hysteria about navalny's death has convincingly shown this, that the united states position themselves as a >> prosecutor, a judge, and an execution are all in one. i did not even wants to comment in detail. these people have no right to meddle into our internal affairs the new zealand. >> so that's sergey lavrov there, the foreign minister of russia at the same time, you do feel, and i think we saw some of that in the lead in to to us right now that the, it is quite
2:05 am
a sensitive topic for the russians. what is going to happen with alexei navalny's body? what is going to happen with the funeral? certainly the anti-corruption foundation, the director of their out saying if there are some pretty tough conditions at the russian authorities are trying to set, especially as far as bringing the body back to moscow, as far as the funeral arrangements themselves, essentially, the anti-corruption foundation is saying that they believe the russian authorities want his funeral to happen in secret because they fear that there could be a commotion so far the kremlin there's not commented on all of that, but right now, that is really a really difficult situation. casey incredibly difficult bit rich for lavrov to say that the us is the executioner in this situation, fred pleitgen for us in berlin, fred, thanks very much. and here in the us, voters are going to cast ballots tomorrow in south carolina's republican primary, the former south carolina governor, nikki haley trails front runner donald trump by double digits in most polls there. but haley has remained defiant. she's making her final pitch in offering a
2:06 am
warning to voters in her home state i don't care about a political future. if i did, i would've been out by now. but if donald trump is the nominee, you can mark my words. he will not win a general election. and what i say to everybody is, don't complain about what happens in a general election. if you don't really think about that in this primary okay. >> let's bring in just big good. she's senior national political reporter from the boston globe and she joins us now from south carolina, where she's on the campaign trail. jess, good morning. it's always wonderful to have you honestly, i'm just interested to know what you're hearing, what you're picking up on the ground as you report on this day out? >> good morning and hello. from myrtle beach. >> the one word i would use to describe nikki haley's campaign right now, it's the same word that you used in your intro. it's defiant. >> haley gave >> a splashy speech in south carolina this week explaining that she's not dropping out of the race she hasn't won a state. she can't say where she would. >> she insists
2:07 am
>> it's important to give voters a choice, especially when some few have actually gone to the polls. >> and i >> hear that from a lot of voters at her events. i was with her in georgetown, south carolina yesterday and then here in myrtle beach. after stepping very careful believe when it comes to trump over musk, much of the last year, she's now really laying into him, making a sharper case against him. she's calling him out for making fun of her hubs, husband's absence from the campaign trail. he is, of course, deployed she's calling him unhinged. it's all more personal now for voters who come out to see her, they are tired of trump. they are looking for somebody else. they are looking for someone that they think that they see as maybe trying to bring people together, unify voters as opposed to divide them. and they really do see that in her but of course, as you said down about 30 points to trump here in her home state, it's sort
2:08 am
of forced her to campaign as if she's an outsider, even though she's from here, right? >> fascinating, dynamic so her warning about the general election, right? one of the things that is going to be central in the general election trend is early voting, which has really bedeviled republicans, especially with the way that the former president has talked about this. i want to show you two things. first, what lera trump, who is of course trump's daughter-in-law and is set to become part of the rnc. had to say yesterday about the imperative that republicans vote really and you're also going to see here how donald trump frames this watch >> mail-in voting is totally corrupt. get that through your head. it has to be the votes it mean it has to be if we want to compete with the democrats we cannot wait until election day if we want to compete and win, we must embrace early voting. the days of waiting until
2:09 am
election day to voter over so those aren't needless to say, conflicting messages. how much damage is the former president going to do to his general election prospects if he keeps saying what we saw him say in that clip possibly significant damage. i mean, this kind of gets back to that question of the general election. and this is something that has been a central tension among republicans for a long time now, trump denigrating early voting, saying and you can't trust it, saying it's bad. meanwhile, democrats have had a unified message encouraging their voters to get to the polls early. and what we've seen time and time again in 2018, 2020, the 2022 midterms is democrats running up a pretty big advantage in early voting while republicans wait until the day of and then of course on the day off, you know, things can get go awry.
2:10 am
someone can get busy an emergency can come up and they don't make it to the polls. this is something that we know really, really worries a lot of republican officials up and national level at the state level and that's why you hear lara trump making this case. as but it's not clear to me who voters are going to listen to. are they going to listen to her or are they going to listen to the former president who has for years told them this isn't something they can trust. >> yeah. and i think we can see clearly from the way polling moves when donald trump decides he's going to tell his base of voters that something is the case. they're going to, they're going to build we have him just been good of the boston globe. jess. thank you very much for being with us this morning >> and still ahead here, hostage >> talks and a pause in gaza fighting may be back on track this time. it's in paris. we'll bring you that plus democrats in tight races carefully considering what whether they want to show up with president biden. we've got new cnn reporting ahead. and republicans in alabama struggling to respond after a third ivf clinic pauses treatment since there the south

2:16 am
that's around march 10 what are the prospects for meeting that deadline at this point and how promising are these talks at this point? >> will the deadline is absolutely looming. you've got more than 1 million people in rather israeli say they want to protect civilians are not allow them to get in harm's way when they're attacking hamas quite how you get 1 million people out of the way with a ground invasion in less than two weeks is hard to fathom, but that very, that pressure really playing into these talks. i think the big breakthrough really was what we heard last night, was that israel would be sending a delegation to the the in paris. we know that egypt is there. they'd be speaking to hamas. there's just this sense of momentum behind these talks. pressure behind these talks and certainly potentially the people, right? people are there to make the breakthrough hopes a really high that something could happen. but how many times have we been here before kasie? >> we have thinking always the
2:17 am
families of those hostages. i have to say max, this idea that gaza could be completely demilitarized. that is a massive lift. is it realistic to have that to set that as the condition to rebuild in gaza >> i think what you have to in brazil of the foreign ministers are meeting and we've seen them overwhelmingly state that a two-state solution is the way ahead. so a state, as we know it is independent has its own military. i think what benjamin netanyahu is doing here is presenting an alternative to that. and it's far from a state describing the free movement of israeli forces through the gaza area, having approval for all the building, contractors that go in. and crucially, they will not be able to have a military. there will be some weapons and this to only those required really,
2:18 am
for effectively the police to maintain a law and order. but as far as that's as far as it'll go in terms of how israel looks at it. i think what we're really seeing there is benjamin netanyahu and israel's government plan for a post gaza we've got the rest of the world, the western world, their vision of miles apart so that's where we'll have to look at how that comes together, if at all. and that's a huge amount of tension between israel and all its allies actually right now, i mean, it's a very sharp frame to put on it. it's this has benjamin netanyahu's solution without a two-state solution. as of course, you point out others are saying, well, there absolutely has to be two states here. max foster, max, always great to see you. thank you. have a wonderful week. you have to do all right, still ahead here. record-breaking heat, taking a toll on >> winter weather industries. look at that >> and then this houston >> odysseus has found his new

2:25 am
seaboard. let's zoom into the iodine if i've corridor or there's boston, new york, some heavy wet snow flakes falling for the interior of new england. but this is all rain for the major population densities that storm quickly moves off the east because of a reinforcing shot of cooler air, not cold because the general theme, the general trend here is above average temperatures and you'll see that if you like spring, this is your forecast. let's just get a hint of that for dallas. and st. louis. look at by the end of the weekend, warming into the '70s and '80s, not quite there for the east coast, but it is coming. the extended outlook from the climate prediction center through the end of february, early march, shows above average, very spring-like temperatures. and i think this is interesting because over the next coming days, especially into the second half of next week, the potential for 425 or more record warm temperatures will be felt across the midwest, the great lakes, and the northeast.
2:26 am

east coast. later today, the biden administration will announce a major new round of sanctions against russia in response to two years of war in ukraine. and especially to the sudden death of opposition leader alexey navalny a spokesperson for navalny says an autopsy claims his death at a prison camp in siberia was from natural causes. us officials say that the new sanctions are aimed at more than 500 people and entities president biden telling reporters among the targets is russian president vladimir putin himself. the president met yesterday with navalny's wife and daughter in california. this is what he had to say at right after that meeting >> state the obvious he was a man, incredible courage. and it's amazing how his wife and daughter our me we're going to be announcing the sanctions against who is responsible for his death >> all right, let's bring in cnn political and national security analyst david sanger, also the white house and national security correspondent for the new york times. david, good morning to you sanctions
2:32 am
so far have not i seem to impact the continuation of the war in ukraine is they're going to be anything different here. and what do you make of the targeting of vladimir putin himself >> well, it's not the first time casey that they have tried to target quttain he's been pretty good at hiding his assets and making sure that they are up spread around the world and hidden in the hands of some of his oligarch friends so part of this is how well they track that. >> but >> as you point out the sanctions have not been very effective. >> two >> years ago. >> and anniversary been >> invasion will be tomorrow, two years ago. >> the imf >> predicted that the russian economy would shrink considerably under sanctions expand >> russia has actually grown a little more than germany where i am right now >> the russians had found ways to sell their oil so i really look for two things. kasie,
2:33 am
it's not really about putin, which is satisfying, but maybe not very effective. it does the united states and germany do they drop their objections to seizing $300 in russian assets that are spread around the west? and turn those over to ukraine. >> and can they find >> ways to do secondary sanctions on the countries that are buying oil? china, argentina, some in europe. and so far they have not been willing to go do that david what's your assessment of how navalny affected this package of sanctions? did they actually turn it up more aggressively in the wake of that? and we're learning that there is this. they've put out this autopsy saying he died of natural causes. his mother says that they're trying to control the nature in the how his funeral plays out. essentially. what do you take away from all of that >> so do your first question. i
2:34 am
don't know what sanctions they were planning on the second anniversary before in a bomb died. >> but >> now that navalny is die, i'm sure that that probably amped it up some what you're seeing happen with his the gains, the russians are playing over, releasing his body. >> i think are to fall. their first concern is they don't want a real autopsy done on him because it could easily get away of this story but the second thing is they don't want a funeral that becomes a center point for opposition to rally around much as people came by, the thousands when gorbachev died. >> last symbol >> form a year ago. >> remember here we can election in russia next month. >> there's no doubt how it's going to turn out >> but putin does not want to >> give the
2:35 am
>> opposition any reason to have large gatherings and he'd have to crack on i think that's what you're seeing happen in the battle over who controls the body >> david, our reporting has been, if you talk to our cnn colleagues, and your eye, you're also, of course, in europe, they're seeing were saying i suppose that there isn't really, russia as kind of vladimir putin shrugging off the response, the negative response in the wake of navalny's death, is that how you view this? i mean, are they if they're this concerned about these gatherings mean it says that they understand the challenges here, but briefly, do you agree with that? >> so i'm not sure he shrugging it off, but one of the assessments that both european and american intelligence had prior to his death was that the big crackdowns from putin would come after the elections, maybe including a new draft certainly
2:36 am
crackdowns on opposition. what we're seeing now is it's happening beforehand. and i think it was navalny's ability to mock to still communicate even when he was in prison, even when he was in the arctic to use a new trial appearances to make the entire thing will collect kangaroo court. we can just see it in the expressions that he offered. and i think that became too much for them. >> you know, he was a master of making himself. the symbol of a larger movement. and i think the big mystery is, has putin quotes that or does this happen even after his death? >> really, really interesting. david sanger. thank you very much. always really appreciate your perspective. >> great to be with you, casey >> all right, up next, hear nikki haley and donald trump are going to compete tomorrow in south carolina's republican presidential primary. the two candidates will barnstorm the state today is they make their final pitches to voters and

while polls point to a big win for donald trump, haley's remaining defiant, promising voters that she will stay in the race even if she loses her home state. let's bring in someone who is in south carolina on the campaign trail right now, semaphore reporter, shelby talcott shelby, good morning to you. it's always good to see you let me just start with what you're hearing from the trail on the ground obviously, haley has been really trailing in the polls. can you pick that up as you go to events across the state >> yeah. i certainly can. and even when i've talked to staunch haley supporters and there are a number of sort of diehard nikki haley supporters especially here in south carolina there's still a feeling even with some of them that they're not really sure. they're not super confident that she can actually win, but they really like her. and so they plan to go out and vote for her on saturday. and so that's sort of the overwhelming vibe that i get from a lot of these people. when i ask what her path is,
quote
2:38 am
they seem a little bit unclear. they say, well, she does really well here in south carolina, then there's a whole group of quiet voters as we talked about last week, that will come out and vote for her. in other states will see if that actually happens. >> yeah, really interesting. so of course the front runner is donald trump sort of what's playing out with his maga movement is happening simultaneously as voters are heading to the polls in this primary. i want to show you a couple of things. donald trump spoke at a christian convention in nashville. i want to show you what he had to say and then we're going to take a tour over here back to washington to cpac. but first watch what trump said how any question you can vote for a democrat, christian real person of faith. person of faith. how you could vote for democrat is crazy. >> so again, this was a christian convention that coming from donald trump who
2:39 am
was not known as a particularly religious man before he became president of the united states. but then also playing out members of his movement here in the washington, dc area for the conservative political action conference prince known as cpac, and jack pustovit, who is a far right conspiracy theorist, essentially talked in a side panel at cpac about what's next for the movement. and i'm just gonna, it stands by itself. just watch it welcome to the end of democracy we're here to overthrow a completely, we didn't get all the way there on january 6, but we will we will endeavor to and replace it with this right here. we'll replace it with this fire amen >> amen coming in the background from steve bannon. obviously, if a figure in the first trump administration, but he said it very baldly. welcome
2:40 am
to the end of democracy. we are here to overthrow it completely what what do you make of the fact that they're just willing to say that out loud now >> well, part of me wonders, is this i guess i haven't seen the floor comments because i'm out here in south carolina. so you have to wonder, right as this is this a joke? is this a serious comment? but of course it stands out because of what happened with january 6 and the fact that this has been really joe biden's main argument when it comes to donald trump is the sort of argument that there is a threat to democracy and you have to assume that that sort of a clip is going to be pulled out and use going forward to benefit the biden campaign yeah. >> i mean, i just haven't covered a number of these cpac conventions over the course of the last decade to go from ronald reagan city on a hill,

2:46 am
morning. it's always good to see you. what is your latest reporting? i mean, look, this is an issue every time there's a president who's struggling with popularity. i covered it when democrats were distancing themselves from obama in 2014. and there's nothing new under the sun, but it is a major challenge for them. what do you know >> it isn't and what struck me this time and talking to all these candidates and campaigns that are looking whether they're house candidates or senate, or even at one of the gubernatorial candidates is here, is that they're willing to be with biden, which is sort of a shift here. they're willing to be with them now on this condition that you said you want it they want him to be showing up saying, here's a bridge that we're building. here is a project that's underway because of the infrastructure ad because of the chips and all these investments than me going on, they feel like that's good news for them. they don't really want to be a campaign rallies with him. that remains true, but they're also saying that unlike past years where there would be a situation and they would try to say, oh, i'm not
2:47 am
really connected with presidential candidate. they say, look, we know now this is where things are tribalization, polarization. i'm i'm connected to joe biden. if if i'm one of these candidates and that's how they're looking ahead at this year thinking about the decisions they're going to make. and by the way, the biden campaign seems pretty much fine with this. it is the kind of campaigning that joe biden has been doing essentially so far. >> yeah. no, it makes sense. it's also smart. if your congressional candidates, nancy pelosi was the queen of this it was going to help them when she was happy to steer clear. cnn's isaac dovere. isaac, thanks very much for being with us. all right, now this a third fertility clinic in alabama is pausing ivf treatment following the state's supreme court ruling that embryos are considered children, and some republicans are having a hard time threading the needle to put it mildly alabama's senator tommy tuberville, who said this yesterday was all for it. we
2:48 am
need to have more kids. we need have an opportunity to do that. and i thought this was the right thing to do, but ivf is just to have more children. and right now, ivf services are posit some of the clinics and alabama aren't you concerned that this could impact people for trying to have kids >> well, that's that's for another conversation >> any questions about how he actually what he actually knew about the ruling former alabama senator doug jones, who's a democrat, responded to what tuberville had to say, watch yeah, no idea what that reporter was talking about. he may have thought it was intravenous or something with gatorade. i don't know, but he clearly had no idea. and that's just who he is >> wow. okay. let's bring in senior congressional reporter for punchbowl news, andrew desk siderio, andrew. good morning to you. i do think think we need to read tuberville's statement in the wake of this, they said afterwards, quote, in no way was he supporting the reaction from various medical
2:49 am
>> i very hard to distance >> themselves from this ruling. um, what what was going on with tommy tibur ville here? senator tibur, bill, former football coach, and now senator tommy to ever bill yeah, look, you saw him struggling in real time to sort of justify this and explain this. this has become a real problem for republicans as the debate post row has widened to not just abortion care, but access to contraception, access to medication access to emergency care, miscarriage care or things like that. and now it's extending to ivf, which is obviously overwhelmingly popular and is not something that is political in any way, this is not something that is
2:50 am
done on party lines. and you're even seeing republicans like matt gaetz, for example, right? matt gigs is tied to the hip to donald trump as anyone came out mountain said he's interested in a legislative response to this to make sure that it's made clear that republicans don't agree that ivf procedures should be completely shut down. and so i think that's as good an indicator as any that this is a political problem for republicans in the wake of the ovary turning of roe v wade. and as we see, democrats really trying to use this issue to their advantage overall, in the november elections, especially in some states where there are some really competitive senate races where this issue could actually be the sort of the decision point. >> yeah, a significant one. i mean, look, i think it's important that we underscore there is an element of a christian and write that thinks the process of ivf, where you create embryos that then are stored, that that's morally wrong and they don't want to do it, but you are, i think we are in the right place on the political conversation, which is that the vast swath of
2:51 am
especially in donald trump's republican party, where yeah? he put those justices on the court, but abortion, not exactly the forefront issue for him. he understands how problematic this is for any set out loud, trump has like we got to win elections. they know how difficult this is going to be for them, andrew, i want to ask you, there's new reporting from punchbowl. this morning about how senate democrats are trying to press to get ukraine aid across the finish line. i know cnn is still trying to confirm what your reporting, but tell us what you know. >> yes. so senate majority leader chuck schumer arrived in ukraine this morning for a congressional delegation. he brought four democratic senators with him. i sat down with senator schumer for on wednesday evening, right before he left for this trip. look, this this is first-time to ukraine and he is the highest ranking congressional leader to visit ukraine since then, speaker nancy pelosi did it back in 2022. this also coincides with the two-year anniversary of russia's
2:52 am
invasion of ukraine. and it comes at a very critical point, not not just for ukraine, not just for the west, but for congress especially and schumer is looking to use any avenue he can to sort of put pressure on the house of representatives, put pressure on speaker johnson, and on those republicans who might be on the fence over what to do over this issue obviously, he's only berkey only brought democrats with him i'm on this trip. but schumer told me he hopes that this can help persuade his house colleagues to do something impactful on this issue, whether it's the senate bill or not, obviously, the senate bill included $60 of both military and economic aid for ukraine. there's a separate discussion happening over whether this should be just focused just on the lethal aid aspect of it. so that would reduce the number to about 45 billion. the point is they want to get something done and they're pointing to what's happening in ukraine as sort of like a consequence of congress's inaction on this issue. for example, we saw a number of battlefield losses
2:53 am
for ukraine over the last few weeks. a major city in the east east recently fell. schumer is told me he wants to go and make the case directly to the ukrainians that a americans have your back and be he wants to bring that message back to the united states and put pressure on the house of representatives to take some sort of action here all right, andrew desert area of punchbowl news. andrew, thanks very much for bringing that to us. i appreciate it >> thank you. >> all right. up next florida lawmakers passing a bill that prohibits kids under 16 from being on some social media platforms, how they plan to enforce that ahead. and the body of eleven-year-old audrii cunningham discovered in a texas river how the medical examiner said but she died. that's coming up on cnn this morning >> diabetes. there's no slowing down each day is a unique blend of people to see and thanks to do that's why you choose lucerne it to help manage blood sugar response uniquely designed with carbs, steady glue, sirna, bring on the day
