happening this hour, we'll get an update from the official as they prepare to demolish what is left of an iowa apartment building that partially caved in on top of residents. a shooting on a miami boardwalk and nine people injured including a 1-year-old child. who police are looking for. and a massive wave causing flooding and terrified passengers. this is cnn "news central." later this hour, authorities are expected to give an update on that apartment building that partially collapsed in davenport, iowa. yesterday more than 24 hours after the building gave way,

firefighters rescued a woman trapped in an area still standing. at least nine people were saved after the collapse, but there are still people unaccounted for, and the authorities say that the building has to be demolished soon. adrienne broaddus, what are people saying about the demolition? >> they are standing outside of the building, rahel, they are saying save our friends and family, and keep the building standing. they are using the voice to appeal to officials as folks handling the demolition are trying to determine the exact timing of it. and a man said he heard from his cousin hours before the collapse. listen in. >> my cousin said that he had just came home at 5:00, and he was tired, and when he get up, he is coming to the family gathering. so like three hours or more

after that, the building collapsed, and we have not seen my cousin brandon covin since then, and his clothes are hanging up in the closet right there if you can see it. it is still hanging, and the clothes are still hanging up where he was sleeping up, and the pillow to the white couch is still hanging up there, and, yeah, we believe him to be down in the rubble. they are trying to tear down the building, and i don't believe that is right, until they find the people that's up under the rubble. ryan hitchcock and brandon covin. >> the city told us that the demolition was expected to begin today, and the city is walking back that saying that demolition takes multiple steps, including with the permit process, however, the folks are outside of that partially collapsed apartment building which had

update from hollywood police on where their investigation stands. at 11:30 this morning, we know that authorities have detained one person in connection with the shooting, and at least looking for one other person involved with what happened here yesterday. the broadwalk behind me has reopened. it was closed for a good part of monday night after the shooting took place, and in all, nine people shot, including that 1-year-old baby. several cameras across the city of hollywood beach here captured as the people out here enjoying the memorial day holiday ran for safety and ran for cover after hearing the gunshots. there were some videos to where you could see them running out into the beach, and some videos put out there on the social media showing that the folks who were treated were right there on the sand. hollywood fire says they have

had everybody to a hospital in a short period of time. one witness described to a show this morning. >> i saw a man shot. >> i saw one young man bleeding and applying pressure to stop the bleeding. i say one young lady upset and she had a wound to her leg. >> again, kate, come the half hour, we should be getting more information from hollywood police. we know that the nine people who were shot, all taken to a hospital. they are all listed in stable condition, including 1-year-old baby, and at last check everyone who was shot out here should be okay. >> we will standby for the update coming up soon. thank you. and now, the debt ceiling is

facing a few obstacles and the fate is uncertain. the house rules committee has to send it to the house floors. weeks earlier, house speaker kevin mccarthy had to placate some members on that committee to secure his speakership. by opposition, the members never vote for the rule, and so there has to be zen members on the committee to vote for the passage, but chip roy and ralph norman is saying they will not vote on this. so the swing vote is ralph massey, and he has to vote for it. but if it does die, the house will be voting on it, and where there are frustrations, and if everyone is there, and the house votes with a vote of 218, it could move to the senate for a near immediate vote, and

unanimous consent skipping debate meaning unanimous, and that means that mike lee and lindsey graham have already threatened to delay the vote in the senate. so with a default deadline on june 5th, according to janet yellen, the margin of error to get it passed is paper thin. to capitol hill, we go to chief congressional correspondent manu r raja, i could see you explaining quickly what most of america knows what you have known forever. >> yes, john. this is a pivotal day for the members of the house coming back to washington, and the members have made a deal in january to secure his speakership, and it is whether the deals will come back to hount him. there are three members of the rules committee to have a

critical vote. he had part of the dealmaking to secure the speakership, chip roy and ralph norman and what is thomas massie going to do? there is some speculation that he will vote yes, and if he does, that is a big sigh of republican leader, and then the bill goes the next group of leader. and if no, what will he do to build the opposition towards the vote, but one of the deals i had was to have one member to call for a ouster of the house speaker. will they challenge him? today and tonight, house speaker kevin mccarthy will try to convince the members to come along and support this deal.

they will have a first face-to-face since joe biden and kevin mccarthy cut this deal. the expectation of the republican leards is that they could get the majority of the conference behind them, but that me means after insisting they would not, and the new requirements of the social safety program, and they were forced to do that to suspend the debt limit to january 2025. if there are enough left center democrats to vote this forward and expectation of 100 or so, and so that means there could be the votes on the floor tomorrow to approve it in the house, but john, it is a bumpy ride to get there, and a bumpier ride to get us there on wednesday. and so there is going to be consent to have it done.

security. and all of these important programs that americans rely on. we believe it is a fair deal and expect it to go to the president's desk. >> hearing you list that out is important, because i heard from the president of the economic council say there is something in there for everyone, but yet, i want to play how one republican who negotiated deal describes this. this is dusty johnson who was on cnn this weekend. >> that is kind of the amazing part to me. there were no wins for democrats and nothing after the passage that is more liberal or progressive than it is today. it is a remarkable accomplishment. >> what you say to that, brian? >> well, we respectfully

disagree. since the president has come into office, and the unemployment rate was 6%, and now it is 4% which is the lowest since 1969. he has secured investments in the economy, and preserving the investments and the progress that we have made. we have done it by essentially locking in the wins that we have gotten over two years. we have to take a step back to realize we are a period of divided government, but overall, the president has an economic vision, and preserve the victories so far. >> if he is saying it is a remarkable conservative accomplishment, is that a remarkable progressive accomplishment or what kind of

accomplishment, and obviously, everyone is going to speak about it, and brand it, and brand the negotations however they are going to. how are you going to look at this legislation before the american people? >> i would describe it as helping to preserve what has been an incredibly strong set of progressive accomplishments over the past two years. >> i know that it is the level of spending that the president has asked for. and lindsey graham says that the 3% increase next year in defense spending is not going to fully fund the military, and it does not keep up with the rate of inflation. and president biden was asked about this, and this is what he said. >> if there san existential need for funding, we can get it, and we can jointly do it. >> when i heard that, i started to think, if that is really the

case, are these spending caps put in place actually real? i mean, is any of this set in sen we will find a way, and ask for it, and we will get it. >> well, the spending caps can be overridden as we need it. we saw it in ukraine where we needed it to support the efforts in ukraine. we have seen it where we needed it for national disasters or whatever the case may be. the reality that you make a plan, and you do your best to make the plan for it. the president is realistic about that. again this is for the adequate level of funding as well. >> the chair of the progressive caucus said that you voub worried about putting it ahead

of this progressive accomplishments. >> it is a very good set of progressive benefits, and i know there is concern about the snap benefits, but while the republicans are pushing for new requirements and restrictions on the benefits, and what the president pushed for was expansion of benefits for homeless and veteran, and that expansion could be anothering to the and we consider that we will avoid a first-ever default on the debt, and it will be on the president's desk. >> you are not worried? >> we don't expect unanimous support from the house or the senate, but we expect it to get to the president's desk. >> thank you, bharat ramamurti,

welcome back. we are hearing from the 11-year-old boy shot in mississippi after he called 911 for help. he is speaking out for the first time. lederrien's mother says she asked him to call police, and when he stepped outside, officer shot him in the chest. >> i came out when the door dinged. when he shot me, i did this to my chest and then i ran to my mom. and then, so i was bleeding. pleadin bleeding, bleeding from my mouth. i remember singing a song. >> reporter: who song were you singing? ♪ no weapon shall be against

me ♪ >> he said that he wanted to be a police officer, but now he wants to be a doctor, because they saved his mom. and also, a 17-year-old was shot after going to the wrong door to deliver food, and his mom says she is walking with him every day while he recovers. the man who shot him andrew lester will be in court tomorrow. and a man setting out on a four-state tour of key primary states, he will have his official event in clive, iowa, and then going to south carolina friday. >> thank you, rahel. russia is issuing condemnation of ukraine for a drone attack over moscow this morning. vladimir putin saying it is a

clear sign of terroristic activity. and we should note that russia is attacking kyiv and other ukrainian cities every single day, and so one moscow resident shared a video of the drone fragments found outside of their home, and another caught the moment that a drone flew over their apartment building, and another official in bellgorod reported a moment of days of flying over with more than 150 hits. so these attacks took place after an hour of russian barrage of attacking kyiv. there have been days of fighting. fredrick pleitgen is in kyiv. it does seem that the intensity of activity has ticked up significantly over the last

several days. >> well, i would say that you are right as far as the aerial activity is correct. but as far as going to other direction, there is a distinct uptick there. looking at the activity from the russians in the past couple of days, i would say the last 36 hours or so, there was a big attack by more than 40 cruise missiles by the russians and the come qaa ki drones as well, and the ukrainians say they that took down most of that area, and the ballistic missiles, the ukrainians were able to take those down. i can tell you it was not quiet here, because there were the kamikaze drones with the

russians trying to take them down, and there was substantial damage here in the city, and also the drone fragments that were taken down, and on motor ways. at the same time who you spoke to, they would not be able to keep the skies as clear as they have. listen to what vitality klitschko had to say. >> and the modern defense from our partners, we have much worse destruction from our hometown, and much more destroying our buildings and more citizens killed. >> that is vitality klitschko, the former boxing ca ing champ, was on scene after main floors hit there, and many of the top floors were hit, and we saw the

to the statements of the prosecution especially and sets stage of what we will hear in the courtroom over the next few weeks. some of the details that prosecution gave. sue sung started opening statements by contrasting how the victims of the shooting started their day that october saturday in 2018, and how mr. bowers, the defendant in this case began his day. the victim were spending a normal saturday morning in the synagogue, and welcoming other congregants coming in, and worshipping, and helping with the prosecutions and all of the while, he was searching jewish organization, and arming himself with a rifle, shotgun, and making his way to the synagogue to kill jewish worshipper, and some of the most intense things that we heard from prosecutors is that mr. bowers methodically went through the synagogue hunting jewish worshipper, and

what stood out to me is that he said that there were no stray bullets in this mass shooting, and mr. bowers went to target each individual person when he shot them. also, the prosecution noted that of the 22 worshippers in the synagogue that morning, only half survived. what brings us into the defense's argument is that mr. bowers came out of a room after he got into an altercation of the swat member, and the swat team saw the carnage left around him, and mr. bowers said, quote, all jews need to die, because they are killing our kids. i bring thuis up, because we heard from the defense, and judy clark who is a high profile defense attorney who represents other people who have represented others accused of

200 pounds before a doctor would consider this, and for a boy around the same age of 17, and he would have to be around 240 pounds at 5'2" before a doctor would consider it. but the statistics, rahel, between 2015 to 2020, nearly 5 million more children fell into the severe obesity category, so the rates of severe obesity going way up, and that is explaining this number. this study looked at obesity surgery between 2020 and 2021. it went up 19% for this age group. up 19% for children and teens in just one year. rahel. >> elizabeth, from your perspective and analysis, how old should a child be before something like this is considered. you mentioned critically severely obese, but how old

should they be, do you think? >> well, rahel, a lot of people were asking that question, and the american journal of academy of pediatrics said, 15-plus, and really, you should not do this surgery under 15, and they said 13-plus for medication, and children under 13, try the diet and exercise, but i will say that oftentimes the medical organizations put out the d guidelines like this, and the doctors stretch it, but this is what is suggested by the american academy of pediatrics. >> so discretion. thank you. and travelers over the memorial day holiday weekend surpassing prepandemic levels. pete muntean is with us, and he finally left the reagan

international airport, and what are you seeing? >> these numbers are way bigger than before the pandemic. if you add up all of the numbers, the number of people screened by tsa across the country, 9.8 million people, and that is 300,000 people more people than the same period back before the pandemic. 2.58 million people was the second wave of folks coming home all at once, and 2.74 million people on friday. that is now the pandemic era air travel record. we have not seen a number that high since 2019. the good news here for all of those people is that airlines really passed a big test, and the cancellation numbers were realtively low, and about 700 cancellations, and a quarter of what we saw over the same period last year which really kicked off a summer of cancellations from memorial day to labor day, the airlines canceled 55,000

sloot, the suspect in the disappearance for natalee holloway is coming as the peruvian officials are denying a report from nbc news that van der sloot was beaten in prison. he is to be transferred to the u.s. because of reports of a beating in prison, and this is a significant update, and is this agreement anything to do with this peruvian report? jean casarez joining us? >> we are told that from the very first day, his attorney is saying that there was a prison fight on saturday, and at that maximum security prison in peru, and why do we care about this, because of the extradition that is days away. in is what his attorney says to cnn, he says, quote, it was not

a direct assault against him, but it is a fight among some inmate, and my client got involved when he tried to defend his friend who was injured on the leg, and as a consequence joran was injured on the hand and he has cuts on the fingers and he has bruises and he confirmed with cnn espanole, and joran van der sloot said that he wants to go to the united states and he wants to be extradited out of peru temporarily, and that is what the president is allowing for, and then he would be returned for the murder sentence, but the attorney says he does not know the time line, because he has not been told the time line, but we know by law and from the president of peru, it would be 30 days from the may date that the president came out saying this confirming that
