was it retaliation? moscow say it was hit by a drone attack hours after kyiv was rocked by another wave of russian strikes. ukraine's message to russia now -- don't blame us. and another debt deal is about to hit another major hurdle that could sink the bill. we go to capitol hill to see where it stands. and gunfire erupts near a popular florida beach. at least nine people injured including a 1-year-old child. this is cnn "news central."

this morning, newly released video shows the mass shooting on a packed boardwalk on a beach near florida. it led to nine people being shot on a beach north of miami, and a different video shows a different area of the beach showing people running after the shots went off. carl suarez is going to join us from hollywood. give us the latest. >> john, good morning. so we are expecting another update from the hollywood police around 11:30 this morning to provide us with more information about exactly what happened out here. we know that the authorities have detained one person, and looking for at least one other person in connection with this shooting. the broadwalk behind me as you can see, it has reopened after

it was closed because of this shooting. nine people in all were shot out here. cameras around this part of hollywood and hollywood beach captured as folks ran for their lives. they ran for safety after hearing this shooting take place. now, some videos that were posted on social media captured some of the injured being treated right here on the beach. hollywood police say that they had a number of officers already in the area, because they were anticipating large crowds of folks celebrating the memorial day holiday, so they were able to quickly arrive at the scene and take all of the injured to an area hospital. here now is the mayor of hollywood condemning what happ happened. >> people come to a holiday, to enjoy a holiday weekend on the beach with their families and to have people in complete reckless disregard of the safety of the public and to have an

altercation with guns in a public setting with thousands of people around them is beyond reckless. >> and so, john, of the nine people shot, we are told that all nine of them are expected to be okay, including that 1-year-old baby, and all of them are listed in stable condition in a hospital not far from where we are right now. we are expecting another briefing from the hollywood police to provide more information, including what led to the shooting. again, we know it is a result of two groups of people in some sort of argument when somebody pulled out a gun. >> as you said, some briefing is coming some time soon, and keep us posted. kate? russian president vladimir putin is condemning ukraine for the early morning drone attack on moscow, and calling out kyiv for quote, unquote terrorist attractive, by the ukrainian officials said they had no

responsibility for the attack. they showed drone fragments of what they found in their attacks from the attacks, and russian officials say that two people were hurt, and three buildings were damaged from the attack. this happened after another russian attack on a kyiv attack. it is the seventh this month. fred pleitgen is now in kyiv. vladimir putin is speaking out about this, and what do you hear about the ukrainians about the drones in moscow? >> hi there, kate. the ukrainians say they have nothing to do with this and an advisory to the presidency here in ukraine came out, and he said of course they have nothing to do with it, but the ukrainians are quite happy that it happened, and they believe that thing like this could happen in the future again, and so possibly of a wink. but officially the ukrainians are saying that they have nothing to do with it, but

certainly, this drone attack that happened in the early hours of moscow really have shake epp, and not necessarily the russian leadership, but people there on the ground in moscow from what we are hearing. one of the drones taken down was apparently taken down in the rubliyevan district and three of the drones came down, and they had to use the missile systems to take down the drones, and this is what he said. >> translator: kyiv chose the path of intimidation of russian citizens is and attacks on the russian buildings, and it is a clear sign of terrorist activity. the moscow air defense system worked satisfactorily and still

there is work to make it better. >> reporter: so once again, the ukrainians are denying that, and saying they have nothing to do with it, but they do believe that things like this could happen again, kate. >> and fred, you are on the scene of one of the drone attacks on kyiv that happened overnight. ukrainians are saying that they were able to take down most of what they say the drone, most of the drones, but what are you hearing now about this? >> yeah, you know, kate, yes, they were able to take down most of the drones, and all of them except for two, and having gone through this well in the city, that for several hours, it is something very unnerving in the city, and the noise of these drones hovering overhead, and the ukrainian systems overhead, and you can see it was hitting

one of the buildings here, and it is substantial what they are cleaning up on the top floors. you can see the work going on, and this is an apartment hit there, and a woman died in that apartment. in total, several other people injured. so as you can see, the ukrainians are living through it. they say they were successful in pringing down the drones, but however the damage is substantial, kate. >> thank you, fred. rahel. there are hours from now the republican-led rules committee is expected to hold a vote, and that is the panel that ultimately controls which legislation makes it to the house floor. the two major holdouts on that committee the house freedom caucus chip roy and another member will be on that committee, and what do we know,

manu raja, that is going on behind the closed doors to get this to the next part of the pivotal race. >> this is important to get to the point to avoid the default, and the point to come back as speak of the house will anger him from the flanks to suspend the debt limit to january of 2025 and as well as a number of concessions that the white house did not want to give him, but it is causing members of the right who say he went too far. at noon we will hear from the freedom caucus who are members of the hard right flank to oppose the bill. it is how many members are going oppose and if they make a move against him. one member could move for his ouster, and that is not part of the cards, but it is part of the

deal to become speaker is to allow one member to be part of that. and so chip roy, ralph norman and thomas massie, and roy and norman plan to vote against the bill in the house committee. if thomas massie votes no, it is problematic for mccarthy, because he agreed to only allow for the deal to move forward to have support of seven members of the committee and to add a new wrinkle, chip roy said that he and mccarthy had a handshake deal that they would only consider legislation on the floor that had agreement of all nine, and something that the allies are denying. this is causing the tension among the ranks, because chip roy who is believing that it should not have been cut is calling on the members to block it today. >> i am going to be making it loud and clear to the republican colleagues that it is not a deal to be taking. the point of the rules committee is to say that we have a power

sharing and representation of the entire conference. i'm not thrilled with the bill right now, and i am not going into the rules committee with a positive view. kevin is a friend, but i will not vote just for the sake of unity. and tomorrow in the house, narrowly pass it in the house even as a number of democrats and progressives in particular are rebelled against this bill because of the concerns over the deals that the white house cut in giving in what they believe is far too much by the speaker on a range of new work requirements of the social safety requirements, but there are left of center democrats who are planning to vote for the bill, and right to center republicans, and so there is expected to have a coalition to vote for it to push up to the

not just that the individual killed 11 victims, but he did it because he was motivated by religious or racial hatred and it should not be difficult, because the shooter left behind all sort of things that he wrote and said calling for the death of jewish people, but that is what has to be proven here. >> given that it is a death penalty case, we have seen the impact of that. >> yes, when you have a death penalty eligible case, it is going to impact the jury, because this is a death qualified jury. that means that when you select a jury, you have to ask, would you be willing, would you be capable of imposing the death penalty in certain circumstances, and could you sign that piece of paper to condemn them to death, and if the juror says no, then they have to say yes, i would be able and it is controversial which

favors the prosecution. >> and so this is a two-tiered process because of it. >> right. first they decide whether the shooter is guilty or not guilty. if they decide guilt, then they stay and decide death or life in prison. in that second phase, they will be hearing evidence that is not relevant to the crime, itself, evidence to the background or aggravating factors, motivated by hate, and selected the target, and murdered innocent vulnerable victims and then they decide. >> the political angle of this, and hasn't joe biden declared a end of federal executions here? >> yes, there is a political wrinkle here, because the biden administration has imposed a federal moratorium, but this happened under 2018, and the doj

welcome back to cnn "news central." this morning nine people are injured including a 1-year-old child after a shooting on a busy boardwalk in miami beach florida. we have new video of the incident and you can see people who are running for their lives here. police have taken one person into custody and the search for another suspect. this morning, the russian president is blaming ukraine for a drone attack on moscow.

ukraine saying they have no blame in the attack. and as russia launched an attack on the ukrainian capital, one woman was killed and another one injured. there have been several attacks on kyiv. john? >> a manhunt is under way after two men have broken out of a mississippi prison. one has been captured and another man is still on the run. here is the thing, three men escaped from the same place last month. elizabeth rosales is following us with this. >> reporter: john, let me start out with the details of where joseph spring could be, and not a lot of details that the sheriff tyrone jones of hines county is putting out there, and

he issing they does not know where springs is or where he may be headed or if he is armed, but he says consider springs to be armed and dangerous. no reports of the stolen cars in the area, and he beliefs that spring was last and how did this start? a deputy was patrolling the outer areas of the jail, and found a fence damaged and items and blood. so they then did a certified head count and realized that michael lewis and joseph spring were missing. they then found in the recreation room of the jail pod a breach in the ceiling area, and what they believe happened here is that the inmates used a air duct to get out of the jail facility and jumping the fence and escaping. the sheriff here is very

is going to be beginning the sentence. rosa, what are you hearing about what is going to be happening? >> well, we have not seen her so far, but according to the court order, she is expected to surrender to the facility that you will see behind me before 2:00 p.m. today. taking a close look behind me, there is no barbed wire behind me, and in fact, all morning, there are birds chirping, and we have not seen holmes yet. she has been delaying the surrender for weeks now. she was supposed to surrender april 27th, and few days before that, the attorneys filed an appeal, and asking the judge to allow her to be free on bail while she fought to overturn her conviction. the judge denied the request, and the attorney set a new surrender date may 30th, and that why we are here.

holmes told new york times that she is going to work on new health care inventions after telling new york times i still dream of contributing in that space. what is life going to be like for her inside of the facility? there is an 82-page inmate handbook available to everyone to read. i looked through the handbook, and it is talking about what she can expect when she turns herself in. the first thing, she is going to have a social and also medical screening. it says that all inmates have to have a job, and that the pay rate for that is between 12 and 40 cents. it alludes per hour, but it does not state that specifically, and it says initially, the inmates are assigned to the food service area. she has no internet. she can have an mp3 player and radio and watch. it says that she has to wear the inmate i.d. with her name at all times. as for jewelry, she can wear a
