and i'm rosemary church. just ahead, moments of terror for passengers on a united airlines flight after a man allegedly attacked a flight attendant and attempted to open an emergency exit. more on this and a string of unsettling article incidents ahead. in ohio, investigators have gun looking into a second norfolk southern train crash, we will discuss what went wrong and what needs to happen to make rail systems safer. plus, kidnapped in mexico, cnn learned the identities of the four americans taken at gunpoint as the fbi asked the public for help finding them. live from cnn center, this is cnn newsroom with rosemary church. thanks for joining iu.s. aviation safety is in the spotlight after a series of near disasters, one man was arrested monday for attempting to open an emergency door on a plane.

after he tried to stab a flight attendant in the neck way broken metal spoon. that man francis for res was tack kel by passengers zip tied according to a woman on the flight and immediately taken into custody once the plane landed in boston. torres told law enforcement he was trying to defend himself because he believed the flight attendants were trying to kill him. it's just one incident among several including dangerous turbulence and close calls on the ground. brian todd has our report. >> passengers scream smoke fills the cabin aboard a southwest everything else flight from havana to fort lauderdale, southwest said the plane

experienced bird strikes shortly after takeoff sunday, smoke seen coming out one of the engines, the plane forced to return to havana where passengers are to evacuate. >> some people are on the wing, some jumped down the slides. >> it's hard to know how long we were going to survive trying to ythe latest in a the recent series of scares in the skies, on friday, a private business jet traveling from new hampshire to virginia experienced severe turbulence, a woman on board killed. the plane had to di stroert bradley international airport in connecticut. >> requesting medical assistance on the runway. >> came just a couple of days after a lufthunsa jumbo jet flying from austin to frankford germany experienced turbulence so serious the plane had to divert to washington dulles airport and seven people were taken to the hospital. passengers said the plane fell at least how to feet with one telling cnn it was quote, like unexpectedly free falling for five seconds off the top of a roller coaster.

experts say in those harrowing moment, flight attendants are in serious danger. >> the carts they're moving can weigh in excess of 300 pounds you get turbulence that cart hits the ceiling the roof of the aircraft it can kill people. >> and analyst have this warning for passenger >> sitting in your seat in an airliner or any aircraft, wear that seatbelt, because it is predictable. >> in december, at least 25 people were injured, many of them taken to emergency rooms after a hawaii airlines flight encountered severe to your recollection, why so many recently. >> it's winter when clear air turbulence in particular tends to rear up but secondly, scientists are looking at whether it's the change in the jet streams that have been brought about by climate change. >> and more close calls on the ground. the wing of one united airlines plane struck the tail of another as it was pushing back from the

gate on monday at boston logan airport. this incident recently experts say are indications of an overloaded system. >> with the limitations of concrete, the limitations of the runway and taxi ways, absolutely stressed to the max, it's actually a wonder these things don't happen more often. >> the black boxes from the private business jet where the woman was killed in the turbulence are head to ntsb headquarters for further examination, the fbi also joined that investigation. but neither of those agencies nor the faa are commenting further on the incident. and neither is the private company that owns that plane. brian todd cnn washington. >> really company norfolk southern has reopened the track affected by saturday's derailment in springfield, ohio, with traffic at reduced speed. meanwhile, national transportation safety board investigators visited the latest crash site the second norfolk

southern train to derail in the state in just over a month. officials say there were very small amounts of hazardous materials in the derailed cars. but the crash is renewing concerns about the safety of norfolk southern trains after the toxic derailment in east palestine. cnn jason cow reports from springfield, ohio. came down and all of a sudden after that it just started crashing. >> caught on cell phone video, another norfolk southern freight train comes off the tracks. this time in spartanburg, ohio. >> when i look up, all kinds of debris was shooting out underneath the train. so i started recording, and you can see the train like get off in the gravel, then i started collapsing and backing up. >> there were 212 cars on the two and a half mile long train, 28 derailed, no one was hurt. four derailed tankers contained

residual amounts of chemicals that county officials say nothing spilled on the ground. >> there are no hazardous materials that have contacted the soil been exposed to the air or contacted any of the water sources. >> reporter: today the national transportation safety board visited the crash site as part of it is investigation into this latest derailment. >> we will look at management practices and policies, we'll really dig in so the what of an accident investigation is usually immediately available. it's how we got here. that is what takes time >> this is the fourth train derailment in ohio since november. and the second by norfolk southern in the state in just over a month. more than three hours away in east palestine ohio the clean-up continues as contaminated water and soil are being removed. heavy rains have caused some delays. there, a faulty wheel barrelling

overheat causing a fire that was caught on camera miles before the train derailed. subsequent toxic spill forced many from their homes and still causing health concerns. >> the railroad continue to end research at the expense of public safety and health and layoff workers and compromise on safety, the fact ohio has had four derailments as of yesterday, four derailments in the last five months. >> east palestine was most serious but still question >> norfolk southern said safety is of the utmost importance and today, announced a six point plan, including more temperature sensors the first near east palestine. this as the investigation continues into what caused the derailment here in springfield. >> when the rail cars still on its side, investigators will get it up and moving as soon as they can, the ntsb on ground conducting a meeting with county

and local officials, a representative from the rail company also attending that meeting, the ntsb at this point saying it is just too soon to talk about a cause. jason carol cnn springfield, ohio. for more on this, we're joined by mary, a cnn transportation analyst and former inspector general of the u.s. department of transportation, always a pleasure to have you with us. >> thank you. >> a second train has derailed in ohio involving the same company, norfolk southern, what do you make of this? what went wrong here? >> whenever you have a train derailment, obviously, it's dangerous, people could be killed or injured and of course, property damage is always great because of the size of the accident. but from the video that you can see it looks like a track caused derailment. and luckily the government does keep statistics on the number of derailments per year and what

they believe has caused them. and people surprised to learn every year there are over 1,000 derailments, it's averaged about 1700 per year over the last two decades, last years, there were 1,000. and about 400 of those are caused by track defects, something is wrong with the track, out of alignment, sometimes sabotage, not usually. hot weather can put the track out of alignment. that can be fixed with good monitoring, good inspection, good track maintenance, but what does that say about the other 500 to 600 causes? a lot of those over traffic over the rails, cars, truck, et cetera, intersecting with the train, never a winning combination >> it's such overwhelming when you look at the stats you have to ask how is having three to five train derailments a day acceptable? what does it say about rail safety in this country? and what needs to be done to

make the rail system safer? do you think >> well, that's great question, because already the ntsb, the investigators for transportation accidents in the u.s., of course, has already said in the big derailment in new palestine ohio with the hazmat cars and the big fire, that the railroad did not violate any regulations and laws. they had two people working the train, they were only required to have one, and the cars and and the makeup of the train was not long enough to kick into effect some higher regulations, so if we can still have, you know, huge disaster such as that, and no regulations or rules had been broken, that says that the ruleses and regulations have to be strengthened. we have to have more inspections of the track, we have to really look at what are the requirements for a high hazmat train, tran with trains way lots of the cars of has mats in them and we have to look at the

safety of the cars themselves. because derailment, we know they happen, they happen a lot. a thousand a year, we have to make cars safer so they can with stand a derailment without explosions, fire, injuries, loss of life, damage to property and some ways to for that for strengthening the tank car, strengthening the safety valves, and you know, really looking at the braking system as well. so lots of things are being considered. the catch will be if it actually becomes regulation or required. or even advised. >> and why aren't there more and better train track inspections in the united states, particularly with statistics showing so many accidents due to train track issues and i also wanted to ask you about the length of these trains, should they be as long as some are >> on the inspections, you know, what's gone wrong there depends who you ask. so the government in connection with the railroads in the

industry allowed a lot of inspection by equipment, inspection by computer, you know, no humans involve in doing the inspection and the purpose of that was obviously more inspections more thorough spicks, cheaper inspections, because in years past, the federal rail administration inspectors were criticized for not doing robust inspections, for example, only looking sporadically at trains, looking at one side versus the other, so the mechanized inspection systems were thought to be better. why there's not more oversight or concern when we have you know, 1,000 derailments a years, well, some people say it's lobbying by the industry, but i also think it's just the lack of attention to rail transit in this country, human beings were on more of the trains, for example, can you imagine if airlines had that kind of a crash rate? there would be an incredible human cry, as there should be.

i think there's just not a lot of attention paid to rails because people take it for granted and we don't have a lot of passenger rail. >> mary thank you so much for joining us, appreciate it. >> thank you. california continues to bear the brunt of winter weather with nearly two weeks of snow that hasn't melted in some areas. some counties are declaring local emergencies due to the impact of the storms. the bad news is more snow is on the way. in the coming hours, northern parts of the state could see up to three feet of snow. meantime residents of southern california are getting desperate as they wait for government help trapped behind walls of snow. now, tensions are starting to run high. cnn camilla has more now from san bernardino county. >> reporter: residents here are still frustrated and so upset just because of how long this

entire process is taking. there are people here that have been at their homes more than ten days without being able to leave, without access to food, a grocery store, a pharmacy, here behind me is the only grocery store in town, and the roof collapsed because there was so much snow accumulated at the top of the grocery store that it no longer is open. and so people have to rely on donations. this community is coming together as you can see behind me, they brought fire would do, and the problem is that i talked to other people who told me look, i can't turn on my fireplace because there is so much snow, so the ones that can, they're here trying to get anything they can to make their lives a little bit easier. i've talked to people who are stuck higher up in the mountains, who tell me look, i cannot even make it to the places where they're giving out these donations. and so that frustration just accumulates day after day after day.

here's what some residents have told me. >> it's been 13 -- this will be 14 days. and yes, we had a full freezer and refrigerator and they're getting down there. >> i'm frustrated and feel like i'm imprisoned, it's scary, frustrating and mostly just gets my anxiety going up more so than object control obviously. >> reporter: we've seen people coming for donations all day long, there is food here being offered, water bottles formula, food for pets, that was one of the concerns that i kept hearing over and over again, people who say, look, i'm just running out of a lot of supplies. i don't know how many more day i can go without all of these supplies and the food. authorities saying they are making progress, they say that so far, they've been able to essentially clear about 85% of the roads in this area. the problem is, there's a lot of side streets that are still

. we have just now learned the names of the four americans kidnapped in mexico. two families in south carolina have identified them as latavia mcgee, zindell brown and shaeed

woodard. the fourth person is only identified it's a eric, one of the family members said the group of friends gone to mexico to take mcgee for a medical procedure and mcgee's mother confirms to cnn that her daughter never arrived for that procedure. the fbi says the group traveled to the city of matamoros on friday just across the border from brownsville texas, the sister of one of the missing americans said she last spoke with her brother on thursday. >> i told him i had a dream i said i'm just checking on you. that's what i told him thursday. and then right after friday morning i texted and i didn't get anything. >> at some point, unidentified gunmen fired on the group's white minivan and loaded them into a truck and took them away. u.s. officials suggest the incident appears to be a misunderstanding, more from cnn josh campbell. special agents from the fbi

are working with authorities in mexico to locate four americans who were kidnapped after traveling friday from texas into mexico, the fbi says that a group opened fire on these americans eventually taking them captive. u.s. official familiar with the investigation tells me this appears to be a case of mistaken identity. that law enforcement believes that a group of the car tell medics mistook these americans for hessian drug smugglers, as far as why the americans are there, a source tells me officials believe they were there to obtain some sort of medical procedure. of course, it's not uncommon for americans and canadians to travel to mexico for for example, lower cost prescription drug, lower price medical procedures, that source told me that officials found inside the vehicle receipts indicating that there was some type of medical procedure planned. now, i want to show you this video, i want viewers this is graphic you are about to see, a source says this is the aftermath of that incidents when you see gunmen taking a group of people, putting them in the back

of this white truck, cnn cannot independently confirm those individuals being loaded into the vehicle are indeed the americans. again, a source said this is believed to be related to that incident. as far as where this goes next, the mexican government said all agencies within the federal government as well as state authorities are working with their u.s. partners in order to try to locate these americans, the fbi has announced a $50,000 reward for information leading to the location of these americans as well as identification of their captors, josh campbell, cnn los angeles. turning to beijing where the chinese foreign minister is accusing the united states of trying to create an asia pacific version of nate to gang up on china. he said that could lead to a ukraine style conflict in the region. his remarks came just before a big political event, cnn is following this for us, she joins us life in hong kong, what are

china's new foreign minister said peace talks should begin and they did not provide anything to any side in regards to taiwan he said do not under estimate china he added china is working towards peacefulful unify indication. and these come on the back of interesting comments with the chinese leader xi jinping on monday who directly accused the united states and alleys of containment, he made these remarks at a business meeting monday to an audience of chinese entrepreneurs, i want to show you exactly what the chinese letter said. according to xi jinping he said u.s. led western countries implement all round containment envelopment which brought severe challenges to china's development. this diplomatic growl between china and the u.s. is deepening over the war in ukraine, over the balloon incident, over taiwan, and on top of all of that over access to technology like chips and ai.

. ukraine is vowing to keep up the fight to defend the eastern city of bakhmut even as russian forces press on with their efforts to encircle it. ukrainian president vlodymyr zelenskyy said he's ordered reenforcement inside city where a fierce battle has been raging for month, russian forces have been making gradual gains new video shows fighters with the wagner mercenary group taking down a ukrainian flag and planting their own flag on top of a tank monument in the eastern part of bakhmut. meanwhile, the head of the wagner group, yevgeniy prigozhin is waging a different sort of war on moscow's top brass now opening fueding with russian military leadership and casting

himself and his mercenaries as the key to russia's fight, cnn fred plank has more now from moscow. >> reporter: russian troops allegedly advancing in close quarters combat. moscow's defense ministry released this video of what it says are airborne units assaulting ukrainian divisions and russia defense minister is keen to show he's taking the reigns of what the kremlin ask still calling the special military operation, his minister said they're handing out medals to soldiers there. good luck, success and come home alive is sparse words to the troops, but progress remains slow for the russian army except in bakhmut, where the defense ministers arch minister yevgeniy prigozhin is leading the charge, advertising for new recruits.

set up mechanisms to eventually hold responsible, hold accountable russian troops, russian soldier, russian defenders for potential war crimes on the grounds, there are hopes, potentially that the family of his prisoner of war could see justice, but for ukraine's forces the kiev government they see this as a sign of weakness, rosemary, that russian force would say turn to such brutal tactics that may very well be a violation of international law, they see it as a sign of desperation, how far russia is willing to go to just get one win, and that one win might come finally for president putin after nearly eight months of losses in the city of bakhmut. but it will come at a very great price for russia, nato saying that for every ukrainian soldier killed on the front lines in bakhmut, five russian troops have lost their lives, still, this could be the one and only symbolic win for president putin in a very long time, rosemary.

that presidential election, which according to president erreder will take place may this years, this could be a significant challenge for erdogan after more than two decades in power, finds himself facing a significant amount of criticism not only from opposition parties but across the country when it comes to the government's response to the earthquake, which killed more than 46,000 people in turkey alone in february, and of course, this is a country which is facing a deepening economic crisis inflammation at around 55% people struggling with the day-to-day as a result of that financial crisis, a lot of criticism being directed towards president erdogan's government and two decades in power there's a sense growing in turkey there's a time for change, the question is whether the opposition can be strong enough, unified enough to pose a serious challenge to erdogan's rule, now, we have seen discord and disunity within the opposition alliance the last few weeks and months, indeed, even over the

weekend we saw one party pulling out and eventually rejoining before that announcement but they're set to begin their campaign for the upcoming election and really, here in turkey, there is a sense of frustration, a sense of departure towards the government, they've already pledged to rebuild the part of turkey impacted by the earthquake within one year, this will be a significant challenge for the government and many are wondering whether it is time for change here in turkey >> nada, bashir join, us live, many thanks. back here in atlanta, 23 people are facing domestic terrorism charges after violent protests at the site of a police training facility also known as cop city. authorities say dozens of quote, agitators went to the construction site on sunday, and attacked officers with fireworks, rocks, even molotov cocktails. police also released this surveillance video which shows the moment protesters approached the site, the incident happened
