tyre nichols, now, as we have been doing all evening, we have a warning, what you will see is a young man being beaten to death, it's graphic, the language is no less ugly as well. >> (screams) "mom! >> what the -- use your hands. use your hands. give me your -- hands.

give me your -- hands. again, what is most notable mentioning other things, done, amongst the brutality if you're trying to figure out who's calm, it appears to be tyre nichols there. it is the officers who have there emotions you know, at 11 or more there and seem to be escalating the situation almost every step of the way. >> it wasn't, sir, can you show me your license and registration. they went from 0 to 100 in less than five seconds or just immediately and john be what we saw there, that was the first video, that was the beginning as we know it gets much, much worse after that. i'm sorry -- i'm sorry, that was a little bit later but it did get worse after that because we so he tyre nichols they propped him up against the car, he passes falls on the ground and according to gupta, brain

swelling caused him to go in and out in and out of consciousness, more news broken last hour, two local sheriffs deputies relieved of duty pending an investigation. what is going on? what happened? >> for some reason, the sheriff who is the sheriff of this town is a leading law enforcement officer of shelby county viewed this video and realizes he has deputies there, to deputies he says, and they are now placed on leave as a result of what happened here. so we're 20 days into this and now we have two more law enforcement officer law enforcement officials, deputies, sheriffs now on leave, we don't know why, doesn't explain anything but they're on paid leave now pending this investigation. it's first time we're hearing of this sheriff's deputies being there, when you look at the video, don, you can see the

number of law enforcement officials that show up don't intervene, don't help tyre nichols as he's laying there, beaten clearly severely injured, now we have more sheriff's deputies, today we learned two emts which we knew about several days ago were put on leave, the fire department hasn't seen this video, now, 20 days later, they themselves are now launching an investigation to figure out what happened. so so much in this town seems that is yet unknown in this county by officials about their personnel on scene. a lot of information not being shared, still it would seem many more havings needing to take place. >> you have the five officers and now these two members of the she been county sheriff's department and you have five officers and of course, the two people who were involved from the fire department. so and according to the da, this

could grow. >> definitely. >> and there's a doj having, what will that bring? and if they start digging into this police department, we'll so he a lot more stuff. >> we'll be following, john, the video has just been released, it could be the beginning of it for some people involved, as you know now, it is the beginning for at least two sheriffs deputies whose superior had not seen the video and now put them on administrative leave. >> i want to pick up back there, senior law enforcement analyst andrew mccabe and sanjay gupta. what they were talking about, the two sheriff's deputies put on leave now, after the video was released, shamone and done you have possible answers.

>> i'll tell you exactly the story almost tells itself you have the elected sheriff of shelby county watching on our air for some other show this video play, and realizes for the first time watching this video on live television that two deputy sheriffs from his agency are on scene. that triggers a bunch of questions, which is what were they doing there on the scene? when did they get there? what part of this did they see? witness, take part in? stand by for? do they have an implication in this failure to intervene question. more than any of that, john, is why am i finding out about this boy watching it on live television. they should have told their inspector, hey, that thing that everybody is talking about, we were there, we heard it on the radio, backup whatever that should have gone from their sergeant to their lieutenant to

the senior deputy to the sheriff himself, and the reason he's taking them off patrol is we're going to go through an entire inquiry what did you see? when did you see it? what did you do? what did you not do, and they're not going to be back on patrol until he's comfortable with the answer >> chief ramsey, if we can expand this a little bit now to suspended sheriffs deputies the five officers charged among other things, former officers charged with murder, two i think ems on some kind of leave here, as you have now seen the video, how much bigger do you think this web will extend the next few days? there are a lot of other people, law enforcement in this video. >> well, i don't know how much -- how far it's going to extend in terms of criminal charges, but certainly administrative charges for failing to take any action. and i do believe that will be next phase internally within the police department. you know, you have to watch that video several times, every time i see it, one, it seems like it

gets worse every time you see it. you also pick up different things that different people are doing, that's what they're doing now, you have to take your time and go through the tape to determine who was there, what did they do, more importantly what did they fail to do and then take the appropriate action whether that be criminal or administrative and i think it will be administrative. >> they will piece together everyone in that video, they will get a timeline of it and no doubt they will learn more, mccabe i want to read you a text from a friend chief of police in vermont, john miller has been getting texts like this in law enforcement people in this businesslike you were for decades, says, the chief said what a horrific ugly incident i just watched it with a roomful of appalled baffled cops. again, this is coming from people in the business right now who almost can't believe what they've seen. your rack to that.

>> yeah, john, i mean, there's 800,000 sworn law enforcement officers in this country. and i guarantee you the vast majority of those are watching those videos, those who have seen them and reacting the same way you and i are and everyone he will that's been on the show tonight. it's absolute vicious savagery, you've seen things only video that are not taught in any police academy in this country. and so it is -- it's as a member of the law enforcement community. it's disgusting, it's embarrassing. and it really drags the entire community down. but i think it also speaks loudly to this question of an under current of toxic culture in our community, in the law enforcement community, that leads to situations like this, you can see from the absolute first minute of that video, the

response at the traffic stop where you have police officers bailing out of their cars at 100% intensity level, screaming profanities, racing up to the vehicle before they really have any legitimate way of understanding what they're facing. it's impossible to imagine that whatever led up to this traffic stop could have provoked a response of that nature. at that point, it's game on, there's absolutely no restraint at any level. it's just -- it's horrific. i understand why you're getting those texts i am getting the same. >> joey andrew just brought up the first video, the first moment we see the officers are already incredibly revved up there, tyre nichols not so at all from a legal perspective, again, leaves many asking the question what on he think happened before this? from a local perspective how much does that matter. >> i think it's troubling for a couple of reasons, legally the first question you'll why they

stopped him in the first instance, was this a pro text stop meaning looking to find something or giving police the benefit of the doubt, was he engaged in reckless driving, that gives you the ability and basis for the stop and but everything after that has to be legally justified and proper, and other question has to be for law enforcement personnel, shove ramsey perhaps john, is tactically speaking is it appropriate to engage with someone when throwing f bombs at them, how about sir, we're stopping you because may i see your license and registration? may we see a, b, and c, get out the car, get the car. that escalation makes it from the outset into an encounter not only dangerous but end up deadly. so i think we'll see an

examination of all of that, the predicate for the stop, whether lawful and legitimate. what was the encounter like? could the encounter could have been different? what were the actions taken boy the police with respect to getting him out of the car? was that necessary with regard to the forced use to get him on the ground and forced use in the initial accounts, et cetera, we'll see all of that play out but i think there's one thing everyone is growing upon is that this did not need to happen, mr. nichols should still be alive and that the tactics and approach of these police officers was patently deplorable. >> sanjay thank you, i want to get into this a little bit with you, i want you to put up some video and get your takes a a medical expert. let's watch. this is the sky camera from above here and what you're going to see this is within that four-minute period where these

officers seem to strike him i think nine times, i believe that's what we're looking at here. or this may be something else. can you guys tell me at the control room what we're seeing here? this is different, this is aid not being given to him. this is emt apparently on the scene, what are you seeing them doing or not doing? >> well, so this was one of the more troubling parts of the whole thing, it's all so troubling. i look at this very carefully and sort of marked the time. because there's a time code in this video, and the last time that mr. nichols is assaulted is kicked is around 8:33, it is not until 8:41 we see looks like a fire truck, ems pulls up and nothing happened until 8:55 where someone assesses mr.

nichols, at that point, 22, 23 minutes passed and another seven, eight minutes before they bring out a gurney, about a half hour, john, roughly where you have somebody who is critically ill. we know now that he was, you know, had all these various injuries, and he's very not getting any medical care at all at that point. and that was obviously concerning. but when you watch the beating the assault, i watched this with some other medical examiners around country and talking to colleagues all night about this, there's so many mechanisms of injury he seems to have suffered here, a lot of people pay attention to the head injuries, he was kicked in the head, punched in the face and head several times, he seemed to be coming in and out of consciousness when leaned up against that vehicle, which could be, we don't know for sure could be a sign he was starting to develop brain swelling, brain is the only organ in body when it as well as it has nowhere to

go because of the skull. that's why people will start to develop loss of consciousness and ultimately can load to death. but also was a thin guy and getting kicked in the torso and abdomen and chest. you could bleed abdomenly in the chest, inter thoracic, when you're face down you could have a component of obstructing the airway >> form of strangulation, we don't know but he was in the hospital i think three days essentially when he went in he probably was scanned, he's got brain scans, body scans, there's probably more information about exactly what all the injuries led to based on those scans and those other things in the hospital. may have had procedures done in the hospital. we don't know. but it was brutal to watch, i'm

a trauma neuro southern i never saw that sort of assault or beat. >> i don't know if there's any way of knowing but 30, 20 minutes i don't know on you how to know it based on the injuries he may have had what kind of difference could early treatment have made. >> we don't know, john, it's as you have to say but he should have been taken to a hospital right away, we take care of patients with horrific injuries, that would have been his best chance, again, i don't want to speculate that it would have somehow you know, definitively changed the outcome here these are terrible, terrible injuries. but you know, reducing pressure on the brain, making sure that brain does not continue to swell addressing bleeding, replacing blood, that is what you do in a trauma hospital that's where he should have been. >> great point you don't need to speculate to know that he should have been in a hospital. sanjay everyone stand boy. back to memphis done will be

police beating of tyre nichols, i'm joined by council woman patrice robinson, we're grateful you're here helping us get through this and talk about the horrible video so that you could see it. you saw it noon today >> yes >> and now for the general public to see, what's your reaction. >> saddened but i knew it would be difficult because i am a mother. and i have a son. and my heart went out to the family and the community and all the families that have lost loved ones to policing that's not favorable. i'm exacerbated and that is the truth. >> there's a big gasp what was that for. >> it's tough for us as a city, for me personally tough for the community and i'm getting messages from all over the

united states and canada i have people reaching out saying do we need to come to memphis to help? what can we do do we need to march? then i have other messages saying we're not coming to memphis anymore and i don't want people to give up on us, i do believe we have good possibly here in memphis, great police officers, but the ones i observed today are questionable >> what needs to happen? because you are -- you're in government. you're an elected official. it will take legislation in order to change things. so then what needs to happen to make sure that when people are stopped for things like a traffic violation that it doesn't end in death? >> the first thing that we saw we have no reason to know why they even stopped him. we watched the video from within the vehicle, they pulled him over, we couldn't tell why they

pulled him over but my concern is when you're stopped for -- if that's what actually happened, if you're stopped for any violation for driving, it should never end up with you getting out of the vehicle unless you have a gun and we didn't see any of that. we didn't even see them tell him why they even stopped. they just stopped, got out their cars, saw him went over to the car and just snatched him out of the vehicle. >> do you know of any other issues with the scorpion unit >> i have not been made aware >> the family is saying it should be disband, police department is saying, they need the unit to fight crime, the officers, do you agree with that. >> first of all, we have the information that the scorpion unit was just a unit to help in particular areas. however, we have several other organizes it might be the name of it that may need to change

but function of it may need to be the same. we don't know that until we get in and investigate and i know that if we all start measuring what we have in our community, especially with employees, when they make mistakes, when they don't do their job, when they won't follow the rules, we need to know that as a community. and i'd love to see as a legislature a report card on the police and what's going on within not just the numbers, all we get are numbers. we had 300 and some deaths this year, when i get a report from my district i find out how many people robbed a bank or how many people stole a car. that's not what i need to know. the community is demanding that we know what's going on air and online the inside and how does it operate to the benefit of all citizens >> before i let you go, you were talking about the community and certain areas the crime is high, it's a black -- they are supposed to protect and serve

. back annoy now live with the law enforcement and administrative fall-outs spreading since tyre nichols's came out and peaceful protests. i just want to talk more about the broader impact, i'm joined by political commentator and democratic state lawmaker, and political commentator van jones, special political advisor to president barack obama. how have you been doing, you've been watching this all day. what's up. >> exhausted i think like most black folk watching the events play out in memphis, we been here before the three of us have been here before and trying to

get words to the trauma, trying to give words to the brutality, trying to maintain your mass shootings, your anger and still be able to explain with some nuance to people watching, particularly white americans watching, why we have this pain, why this keeps happens and our refusal to address the systemic issues what we saw on this video tonight. >> van, when you watch this absolutely disturbing video, we see the officers not only using excessive force but chatting and joking about the encounter. i want to play this video of the officer moments after he was beaten. watch. >> "(inaudible) i'm talking about -- (inaudible).

we tried to get a spot. trying to get -- stop, stop-stop. drove around swirling didn't hit my car, what are we doing" >> what are we watching >> doesn't sound like professional police officers. this is everybody's nightmare. i think as a parent, i've got kids that are not dissimilar to tyre, tyre, you know, his mom called him a free spirit. what's she mean? skate border, a star bucks finish nat toe taking instagram photographs of sunset. i've got kids like that, a good kid. he got in a situation, scared. trying to talk these folks down, he saying yes, sir, he's saying all right, he's trying to calm

the cops down and they hit him in the face with pepper spray. you and i know what that is, that's a bear repellent, a grizzly bear will run the other way and he panicked. there was no reason for them to use that level of force against him when trying to comply. then you're in this neighbor scenario. you pray this doesn't happen to your own son, your children, this is very personal for us, we so he ourselves, in his -- in his face, his voice, he was doing what we tell our kids to do. he was saying ok, i'm trying to calm down. yes, sir, it didn't work and that's the nightmare for a lot of us >> by carrie, you know, where he was running , 100 yards away, he was running home to his mom, which is running to safety, and they caught up with him before he could get there. in the midst of all of that,

he's screaming mom, mom be help, crying out for help while the officers were calling him, you know, berating him and calling him names and saying as if your mom can hear you and saying i'm going to tase or baton the f out of you. >> yes, we heard that before. i think probably unfortunately one of more famous echos we hear of that is george floyd. but let's be completely 100% honest. this is something that will not stop happening in this country until possibly actually come up with a plan, it's not just pouring more money into training, it's not just community policing as we say, it's not adding more police, there's something fundamentally wrong with the system of policing in this country and it doesn't matter whether or not you are black or white. the commonality and i think that

goes from all the way from what we saw today back to george floyd, aahmaud arbery these black folk did not get the benefit of their humanity. until the police officers in the way we employees our communities until they start to see young man, young boys regardless of whether or not they're way ward, free spirits or anyone in between they're human beings. the way they treated him today, the video we saw, the video was less than human. way that the officers beat him less than human. the way they didn't even care for him. less than human and the crazy part about this van and don i dare say, that if it was me or you, we would have got our ass beat the same way. and that for me is the problem, because many times officers individuals in their uniforms do

not see us as human. >> van, by carrie mentioned george floyd ahmaud arbery, emmitt till and there's rodney king, benjamin crump has been comparing this to the beating of rodney king, you were one of the people arrested at the protest that following king's beating more than 30 years ago, there's a comparison in the beating but i think this stands on its own and doesn't necessarily need the direct comparison, what needs to change? what needs to be done. >> i think that you know, any human system that does not have adequate oversights checks and balances will tend toward corruption and abuse, that's why we have meat inspectors, that's why you have building inspectors not you hate the construction workers or butchers, if nobody is giving real oversight, eventually the bad actors will take over and ruin everything.

so if you understand the need for meat inspectors understand the need for building inspectors for real oversight of police, i'm proud of the folks in memphis they fought and got rules changed. it came out of a struggle they were able to then fire these cops. problem is in other cities, those victories have not been won, unfortunately white officers doing this stuff and they're still on force a year later. got desk duty and still getting paid. i think that the victory that was won in memphis to change the rules so that police forces can remove people quickly needs to be spread across the country, people start thinking i'm going to lose my job tomorrow if i act like this, i may be in jail next week if i act like this, if that doesn't happen, we'll see this over and over again. >> van jones i appreciate you, bakari, you as well, there's a

space for healing to begin, and i'm sure with reverend sharpton giving the eulogy, there will be a call for justice and to engage the continued struggle for the kind of policing in this country we want to see >> did they talk to you about how they want him to be remembered. >> not at length. they were in the midst of a number of things as when we spoke it was on the day charges would be announced. so they were wanting to focus directly on the things they i needed from them, so that we can begin to shape the service in a way that would be fitting to their wishes. >> shaping that service i would imagine it is having the pulse of what is going on. you said you'd been paying attention to the interviews with the family, you'd been in touch with them, the interviews with the police department, the police chief, and so how -- does that affect anything you're doing. >> well, this has been a continued experience all this

week and meetings not just with city officials but also with people on the ground, who are activists, leaders in this community and other clergy, wanting to know how we best navigate our community through this. and so as we kind of come to this moment tonight and witness what was on that video, and prepare for the home going celebration, we really want to lean into the healing ministry of the church and the faith community. >> you have been, if i can be candid, we've been talking about humanity and inhumanity and you believe that some of these interviews in bringing the cameras here and allowing people to talk that it is allowing them to be human? am i getting that right. >> yes. very rarely do we see on television persons express their emotions, persons who were sitting in the home watching these interviews who need to know it's ok to feel what

. back live from memphis tonight the city released video showing the deadly police beating of tyre nichols, joining us is vicky terry the executive director of the city's branch. last we spoke we were anticipating the video coming out. it had not come out. you had not seen it. you have since seen the video, what's your reaction. >> horrified. truly. just brought me to tears, i was in tears, my stomach was in turmoil, and i just can't imagine what was going through the heads of those officers. >> you talked to us before about changes at the naacp wanted and quite frankly now i would imagine demanding and what are those. >> they've got to change, they got to reform clean house, they

got to do some things differently some things we're asking them to do as far as police reform, the police system, those things have got to happen and we, as citizens, and community activists, politicians, everybody in this city needs to be part of it. we need to take part. make sure those things happen. >> the naacp supporting the family. >> of course we are. of course. i was with them today and the press conference and i told them, mom, i said, i will take responsibility of trying to pass this tyre nichols law that's one thing that i'm going to make sure that i do as far as being involved in political advocacy. >> i don't want to get ahead of ourselves and i'm sure you don't want either, everyone was worried that there was going to

be violence and rioting and that sort of thing, we've zone people protest and i imagine it's ok, you encourage people protest. how are you feeling about that tonight? we're in a good place so far. >> i think so too. i did an interview off of channel 3 drive's the protests are just where they started. when i drove up, they were very peaceful, walking around, getting ready to walk over to the bridge, and very peaceful, that made me feel good. i didn't feel olympic i was in harm's way. >> i said earlier that memphis has a rich history when it comes to the civil rights movement. it would be incredible for memphis to have a rich history when it comes to employees reform. which is a continue on the civil rights movement. >> i believe today i heard attorney crump's say this should be the blueprint, i think he
