we can speak now to our correspondent ellie price, who's outside the high court in london. a significant moment for him? it is but we need _ a significant moment for him? it is but we need to _ a significant moment for him? it 3 but we need to be slightly careful and exactly what has happened today. it wasn't quite the victory that julian assange himself was hoping for. he has essentially said he should be able to appeal on nine grounds and of those nine grounds only three were essentially agreed by the british court. one of the most important things he had argued was that he wouldn't get a fair hearing in the us essentially because he felt he was being tried on his political opinions. something the us had always denied. his grounds for appeal on that have not been upheld by the british court but they have upheld three counts of his appeal which included him receiving essentially the ability to rely on the first amendment, which is available to us citizens. that about the freedom of speech. so the fact

haunting a us military helicopter essentially gunning down civilians in iraq. obviously the criticism at the time from the americans was that that, amongst other documents and information that he released, had put security agents at risk in afghanistan and iraq. there were thousands of pieces of information that were leaked. the argument from many of the supporters ofjulian assange and himself was that it was the right thing to do in terms of freedom of speech. after 2010, julian assange then sought asylum in the ecuador embassy in london where he stayed for seven years on the basis of these various legal arguments, in effect fearing he would be expedited to the us and face americanjustice. would be expedited to the us and face american justice. they had previously been an argument put by julian assange's legal team that he wouldn't face trial in the us and he had a strong risk of suicide if he

the baltimore city fire department is currently at the scene — they've spoken to the bbc, saying people, and several vehicles, have fallen into the water. ina in a recent press conference they said they are looking for up to seven individuals in the water. they have said it isn't immediately clear at the moment how many people were on the bridge. it is part of the interstate 695. when the cargo ship struck. they said they are looking for upwards of seven people and two others had been pulled out of the water already. one of them was in a serious condition. they also said during a news conference that the fire department had used sonar to detect vehicles that fell into the water. they have also said that everyone in the area is reeling from the incident. the baltimore county executive john the incident. the baltimore county executivejohn olszewski said he thought people were stunned. i think it is particularly true for people worried about their loved ones right now. i think there will be plenty of time to talk about what this bridge

scotland, again depositing more snow on the hills. then we have this line of showers in northern ireland, wales and south—west england extending into the channel islands. clear skies, cold, —3 or —a where we have some snow. tomorrow, then, this line of showers pushes from the west towards the east and heads northwards. still some wintry showers on the hills across the far north of scotland where it will be windy. windy too across the south of england especially through the english channel, temperatures 6—12 degrees. overnight wednesday into thursday, low pressure still very much driving our weather and we have various weather fronts wrapped around it. so, on thursday what we are looking at, basically bands of rain pushing northwards and eastwards. some of those wintry on the hills. some of them heavy and thundery with some drier interludes. windy across the north—east, gales possible through the english channel. temperatures, 8 in the north, to 11 or 12 celsius at best. then as we move into good friday, not as many showers around. there will be more dry weather, a bit more sunshine.

hello, welcome to the programme. our top story this hour is the breaking news from the united states. the governor of maryland has declared a state of emergency after the collapse of a bridge in baltimore, after it was hit by a container ship. emergency officials describe the incident as a mass casualty event. in the last hour, baltimore police have said that it's still "an active search—and—rescue" operation, and this will last "for some time". rescuers have already taken two people from the water, one of whom is described as in a "very serious condition". it is believed at least seven others are unaccounted for, and possibly as many as 20. this is the moment the collision happened. you can see the ship hitting a column of the francis scott key bridge on the left of screen. the bridge quickly collapsed. the collision happened about 1:30am local time.

there is now a large multi—agency rescue and recovery operation in place.
