in a speech, he said there's too much gloom about the economy, and that the uk can be the next silicon valley — with a network of investment zones, and brexit a catalyst for growth. but his speech follows recent warnings that thousands of british businesses face bankruptcy and news this week of a slump in the uk car manufacturing industry. this report from our economics correspondent, andy verity. uncertainty has made it really difficult to attract investment into the uk, and that is the number one thing we need to address. there are absolutely decisions available to british policymakers to get britain growing and thriving post—brexit, it's time to take them. and the real answer the industry is looking for is a plan. - a growing chorus of business leaders has been demanding a long—term plan from the government to grow the economy, as key industries like cars see their weakest performance for decades. today the chancellor was keen to reassure them

that the government does have a plan. just this month, columnists from both left and right have talked about an existential crisis, britain teetering on the edge and that all we can hope for is that things don't get worse. i welcome the debate, but chancellors are also allowed their say. and i say simply this — declinism about britain is just wrong. the key to his plan — half inflation, ensure taxes are low and create investment zones, mini canary wharfs for each growth industry — with tax breaks to attract investment. the verdict of overseas companies and executives is that britain is an extremely exciting country to invest and grow, and i think we should remember that and not get too sucked up in the latest economic statistics, because this is a difficult patch but we can get through it and there are tremendous opportunities on the other side. but inflation is forecast to half in the next year anyway,

not because of anything the government is doing, but because global prices from oil and gas to shipping costs have been plummeting from last year's peaks, and jeremy hunt reversed his predecessor's decision to cut business and personal taxes. the only thing that will improve our growth prospects now is to get rid of the conservatives out of government, because they have shown that they are not fit to govern, they crashed the economy, they are full of sleaze and scandal, and they are the ones that are doing the uk down at the moment. what we need is an optimistic government that has a plan to take us into growth, into the future. businesses like this robotics plant in blyth, northumberland, welcomed the government's optimism, but to invest in the future, they need a government's plan to be much more concrete and detailed. the themes that the government is talking about are correct, but there is a lack of clear strategy, and then the policies that are going to underpin that strategy. without that clear,

this hour, we are here to give our reaction to the charges that were announced by the district attorney yesterday and to give for in anticipation. the last documentation of tyre nichols alive on this earth. and so, we began with our reactions to the charges and we applaud the district attorney for bringing charges against the five officers for second—degree murder, aggravated assault aggravated kidnapping and official misconduct and official

oppression. very important charges against these five officers. as pastor thomas referred some time, i'm referred to as black america's attorney general. and we stand on the principle of equaljustice. so let me be exceedingly clear on this point. when we look at how these five black officers who were caught on camera committing a crime and we look at how fast the police chief and the police department terminated them and we look at how swiftly the

district attorney brought charges against them in less than 20 days, then we want to proclaim that this is the blueprint going forward for any time, any officers whether they be black or white will be held accountable. no longer can you tell us that we have to wait six months to a year even though we have a video with evidence of excessive force in the crime. no more can you tell us that any more because with these five black officers, you are moving swiftly. and as the chief said it was important for the community that they took swift action and thatjustice moves

swiftly against these five officers who happen to be african—american, well, when it's wide officers, we think it's also important to the community that there is swift action and that we move swiftly to justice. because let's be honest, let's think about it, this is not the first time that we saw police officers committing crime and engaging in excessive brutal force against black people in america who are unarmed. but yet, we have never seen swift justice like this. think about it. mac donald in chicago, illinois, what was that? over a year? iii months in the bed that video on day one. think about the video of eric

gardner in staten island new york, how long it took on that one. think about all of these cases, louisiana, on video. think about pamela turner, houston, texas, she would on video and it took a year for them to bring charges in her taste even though they had the video on day one. think about ronald crane in louisiana and they had that video from day one and it took over a year to bring charges against them. i mean, so many. my god. think about 14—year—old tamir rice on video. and whyjustice did not move swiftly for any of these black people when they were killed by white police officers. so, we have to make the point exceedingly

clear, we have the blueprint, america and we will not accept less going forward in the future. we will not have black officers treated differently than white officers. we want equal treatment under the law. we all deserve it. i mean, he was killed for riding a bicycle while plaque in las vegas on video. and yet, the investigation is still going on over a year. and so, we have a president that has been said here —— precedent. and we intend to hold this blueprint for all america from this day forward. now, also,

and you're going to hearfrom her, with grace and dignity. tyre nichols mother. she said previously that she feels god used her son as an assignment and bishop williamson, even though it is very painful and god knows this and believes god used her son as an assignment and this is for reform. reform for some of these

hashtags for black and brown people unjustly killed by police. and this will create a tyre nichols law here in tennessee. and that will be emphasising the importance of police officers president turner, to have a duty to intervene when the seat crimes being committed even if those crimes being committed even if those crimes are being committed by their fellow officers. that will be the appropriate legacy that we give tyre nichols if we really say we want justice. it is notjustjustice for one family, it is justice for all of us. that is what she is praying for! she wants perform! we want this duty

to intervene to become tyre nichols law. just like they have horns law in the state of new york and for those who don't know that sister as me and the attorney spoke this morning, she was a black police officer and she witnessed one of her fellow officers through a black citizen and she intervened and stopped him and got assaulted herself when she tried to stop them but because she intervened, she was retaliated against and she was terminated and had to fight almost a decade long battle to getjustice because they had no duty to intervene for police officers for her courageous act and the issue is

we have to make it official, we have to make it documented and we have to put it on the books, we have to have notice that police officers, you have a duty to intervene when you see a crime being committed. you expect the people to say something. why don't you show us how to do it? you all go first when you see a crime being committed, and then people in our community will feel a lot more safe when they go intervene and say, we saw a crime. you tell what you saw too. amen? and so this is what they one, that is what they want, they want reform

with these charges. before i bring tony up to give some remarks before we bring the family, just two more points. number one, the fact that this unit had engaged in this type of brutality before. this unit had engaged in excessive use of force against lack citizens before. and tony and i plan to make sure that is pointed out in the civil case on behalf of tyre nichols, because as citizens have reached out to us and the family about this happening to them. there is a brother who said

four or five days before this happens to tyre, that same scorpion unit confronted him while he was in his car going to get pizza, and he said that they used all kind of profanity against him, they threw him on the ground, talking about, where are the drugs, where the weapons? and like tyre, they put a gun to his head. and this brother, after he survived this ordeal, he said he called to the police department twice, to internal affairs twice, and they never responded to him. if they would have responded to him. if they would have responded to him. if they would have responded to him, we might not be here today, and so that's why we

plan on making sure any citizen in memphis who had to face the brutality of this scorpion organised crime unit against their... we had eight order gentlemen —— an older gentleman, 66 years old, who said he was brutalised by this unit, and he had pictures of his injuries, and so it was foreseeable that something like this was going to happen, when you have police officers given notjust immunity, as our legal team have discussed, but impunity to trample on the constitutional rights of people who look a certain colour,

who live in a certain community, and so we believe this was a peril in practice and tyre is dead because that pattern and practice went unchecked by the people who were supposed to check that, and i think we are so thankful to chief davis. her leadership through this ordeal should be applauded as an example for other police chiefs. and leadership. but we agree with her when she says from the policy means nothing if you have a culture, if that culture is rotten, you can make all the policy in the world, because the culture does not respect policy. we have to make sure that the culture not only respects the policy but the culture respects the

community, and that is what we have to do if we are going to give tyre nichols the proper legacy. and then finally, we think about, as misscame to her house and told her she cannot go to the hospital and it was not until 4am that the doctor called her —— they came to her house. he was nearby. nevertold —— they came to her house. he was nearby. never told them where they were. so we believe that we cannot allow anybody to ever cover up

crimes against our loved ones in our community, and it happens far too much in america, and we have to have this conversation over and over and over again until it stops. we have to talk about this institutionalised police culture that has this unwritten law that you can engage in excessive use of force against black and brown people. we have to have this conversation because this institutionalised police culture that suggests you can do this to people in certain communities who look a certain way cannot be tolerated. it doesn't matter if officers are black officers, hispanic officer or a white officer, it is the culture that allows them

to think they can do this to tyre, that they can do this to keenen anderson in los angeles, california, that they can do it to byron williams in las vegas, to come and attack a black man just for writing on a bicycle. it is the culture, and we have to call out this culture every time we get a chance. we going to call it out? call out the culture. call out the culture of. call out the culture. we have to call out the culture, and that has to be conversation or those hashtags will continue to pile up quicker than we can keep up. the
